About this opportunity
The U.S. Army Contracting Command-New Jersey at Picatinny Arsenal is seeking to procure M739A1 Point Detonating/Delay (PD/DLY) Fuzes through up to two Firm Fixed Price, Indefinite Delivery/Indefinite Quantity contracts. The M739A1 PD/DLY Fuze is the primary fuze for 105mm and 155mm bursting artillery projectiles, featuring a one-piece solid aluminum body with a standard 2-inch threaded base and five modular subassemblies, including an Impact Delay Module that provides a 3-6 millisecond delay after target penetration. The fuze is utilized by SOCOM for training operations only, while the U.S. Army and USMC use it for both training and tactical operations. The solicitation requires manufacturers to operate within the United States and Canada, with specific critical components restricted to U.S. and Canadian manufacturers. Proposals are evaluated using Best Value Subjective Trade-off procedures based on Technical, Past Performance, Price, and Small Business Participation factors, with Technical factors being the most important. The original response deadline of July 14, 2025 was extended to July 29, 2025 at 4:00 PM EST through Amendment 0001.
This procurement includes a small business set-aside designation, with one of the two contracts specifically reserved for small business awards. The maximum contract value is $712,480,000 spanning five one-year ordering periods, with contract award anticipated in Fiscal Year 2026 Quarter 4. The solicitation uses a complex pricing structure based on a power curve formula across five ordering periods, with quantities ranging from 50,000 to 800,000 units, and an estimated maximum of 6,000,000 fuzes to be purchased over the contract's lifetime. Manufacturing and delivery must be performed within the United States and Canada, with strict quality control requirements including government-level production lot acceptance testing at the U.S. Army Proving Ground in Yuma, Arizona. The contract requires extensive documentation including Quality Program Plans, Acceptance Test Reports, Configuration Management Plans, and Critical Characteristics Control Plans. No current incumbents or contractors are specifically identified in the solicitation materials.

SOCOM utilizes the M739A1 PD/DLY Fuze for training operations only. The US Army and USMC utilize the M739A1 PD/DLY Fuze for both training and tactical operations. The M739A1 PD/DLY Fuze is composed of a one-piece solid aluminum body with a standard 2-inch threaded base. Five modular subassemblies are incorporated as the functional fuze components. The M739A1 PD/DLY Fuze contains an Impact Delay Module (IDM) assembly that provides fuze initiation delay based upon the completion of mechanical actions caused by projectile deceleration. In the delay mode, the fuze will function 3-6 milliseconds after passing through the target. Function occurs when a spring-loaded firing pin is released. There are no explosive components contained within the IDM. The outer surface of the M739A1 PD/DLY Fuze is anodized green to distinguish it from other fuzes in the inventory for Explosive Ordnance Disposal (EOD) purposes.Solicitation Released on 15 May 2025 with Response Date 14 July 2025.Amendment 0001 released on 11 July 2025 with Response Date 29 July 2025.
