About this opportunity

The United States Army Contracting Command - New Jersey (ACC-NJ) at Picatinny Arsenal intends to issue a Request for Proposal (RFP) W15QKN-25-R-0002 for the manufacture and delivery of the M739A1 Point Detonating/Delay (PD/DLY) Fuze, which is the Army's preferred primary fuze for 105mm and 155mm projectiles. The procurement will focus on artillery fuze components, including an Impact Delay Module (IDM) assembly, with competition strictly restricted to the United States, its outlying areas, or Canada under specific legal authorities. The technical data package will be marked "Distribution D" and will only be available after formal solicitation, requiring interested firms to submit specific documentation including DD Form 2345 and a Non-Disclosure Agreement. ACC-NJ anticipates releasing the RFP in Fiscal Year 2025, Quarter 2, with a proposal due date of January 5, 2025. The solicitation process will require detailed technical compliance and adherence to government specifications for manufacturing, inspection, assembly, packaging, and delivery.

The contract opportunity will involve awarding up to two Indefinite Delivery, Indefinite Quantity (ID/IQ) contracts, with one award specifically reserved for a small business. Each contract will have a maximum value of $712,480,000 and include a guaranteed minimum of $1,000,000, with delivery orders to be competed among selected contractors. Performance will be located within the United States, specifically aligned with the Ammunition Manufacturing (NAICS 332993) and Fuzes and Primers (PSC 1390) categories. The procurement includes not just the fuze itself, but also requires suppliers to source related components like the Fuze Body assembly, Safe and Arm Device, Booster, detonators, and various explosives exclusively from U.S., outlying area, or Canadian sources. The five-year contract will be structured with Firm-Fixed Price delivery orders, emphasizing domestic manufacturing capabilities and industrial mobilization requirements.

Section 3204(a)(3)(A), by Federal Acquisition Regulation FAR 6.302-3, Industrial mobilization; engineering, developmental, or research capability; or expert services.
