About this opportunity

NASA Johnson Space Center is issuing a Final Request for Proposal (RFP) for the Lunar Freezer System (LFS), a comprehensive hardware and software solution designed to safely return temperature-critical science payloads—including lunar geological samples, human research samples, and biological experimentation samples—from the Moon's surface and the Gateway Space Station to Earth. The procurement seeks contractors capable of designing, developing, manufacturing, testing, delivering, and providing engineering support for this critical system, which will be integrated into various launch vehicles and the Orion Crew Module. Key contract requirements include the delivery of 4 flight units, 1 engineering development unit, 1 qualification unit, 6 unique flight support equipment units, and 2 ground support hardware units. Evaluation criteria encompass technical acceptability (addressing temperature control, power requirements, mass constraints, schedule adherence, and management approach), past performance, cost, and responsibility considerations, with a particular emphasis on demonstrating relevant experience with similar thermal control and sample preservation systems. The proposal deadline is March 6, 2025 at 5:00 P.M. Central Time, while written questions must be submitted by February 18, 2025 at 5:00 P.M. Central Time to the Contracting Officer Jonathan Anzures and Victoria N. Miller; a pre-proposal conference was held on February 11, 2025.

This procurement employs no set-aside designations and is conducted as a full and open competition under NAICS code 541715 with a small business size standard of 1,000 employees and small business subcontracting goals totaling 20.5%. The contract will be awarded as a single-award Indefinite Delivery Indefinite Quantity (IDIQ) with Cost-Plus-Fixed-Fee delivery orders, featuring a 66-month base period extending from August 1, 2025 to January 31, 2031, followed by two optional 12-month periods, for a total potential period of 7.5 years. The anticipated award date is July 14, 2025, with a minimum guaranteed amount of $100,000 and additional tasks available under CLIN 4 up to $10,000,000; the selected contractor, University of Alabama at Birmingham (UAB EITD), has a total proposed cost of $37,012,185.48. Performance of work will take place in Houston, Texas, with integration and operations support activities centered at NASA Johnson Space Center, though the Source Selection Statement indicates award has already been made as of January 5, 2026.
