Does the GMIPS require an on-site visit from NASA or

DCMA?

Yes; the LFS will be certified as GFE flight hardware, and the quality surveillance inspections involving Government Mandatory

Inspection Points (GMIPS) will require the government Quality

Assurance Specialist (QAS) or authorized delegate (e g Defense

Contract Management Agency (DCMA) or equivalent) to view the hardware/test in order to sign off on the GMIPS

The Contractor shall notify NASA within 24 hours of any identified major nonconformances and report a summary of minor nonconformances during PMR for nonconformances identified at the

Contractor and subcontractor level

What is the definition of "major" nonconformances? A major nonconformance is a nonconformance that drives significant technical, cost, and/or schedule impacts to the project

Examples include (but not limited to):

Technical - anything that drives manufacturing process change or redlines to a baselined document (e g design, drawings, manufacturing procedures, test procedures, etc )

Cost - anything that will drive additional funding or an increase in budget

Schedule - impact to critical path

L 9 5(d) The offeror shall:

a) Provide the integrated master schedule for the work objectives required for the design, development, manufacture, test, delivery, deployment (post-launch), and engineering support of the LFS The schedule shall include key milestones and the major activities necessary to develop and deliver the LFS by the proposed delivery dates and provide maintenance and sustaining activities as required

Provide a detailed basis of estimate for the duration of the major activities

Does the Government want a Microsoft Project File submitted as an attachment with the proposal submittal, or are proposer's to integrate the IMS in it's entirety into

Vol 1 under the Schedule section only?

Per Table L-2 on pages L-10 and L-11 of the RFP, submissions must be in the Microsoft Word format; Microsoft Project files will not be reviewed as part of the proposal

Schedule diagrams (e g Gantt charts as developed from Microsoft

Rates & Factors Summary by Government Fiscal Year We are currently reviewing the pricing template provided in the RFP and have a question regarding the Rates &

Factors Summary by GFY Our rates are structured by calendar year Could you please clarify how we should fill in the rates by year? Specifically, are these rates intended to be costs or percentages?

The offeror shall fill in tabs on the right most, titled: Fringe Rate

Build-up, Overhead Rate Build-up, G&A Build-up, & Additional

Rate Build-up The rates calculated on these tabs, can reflect by either proposed Government Fiscal Year or Calendar Year, and formulas extract and reflect on the "Rates and Factors Information" tab, cells B33-I40 (table titled PROPOSED - By Offeror Fiscal

Year) The intention is that if the Offeror chooses to calculate by

Calendar Year, those rates are automatically calculated and are reflected in Rows 33-40 by Offeror Fiscal/Calendar Year But for the purposes of proposing on the LFS effort, the rates must be in a

Government Fiscal Year (GFY) format Therefore, when using the information in Rows 33-40, it is necessary that the Offeror either manually transport those calculated rates, or introduce more applicable rates by a GFY in cells B20-I27, to the table above titled "PROPOSED - By Government Fiscal Year" Further tabs in the cost model are only calculating and pulling information from the green cells in B20-I27, which is why it is important to have the final GFY rates reflected there If the green cells in B20-I27 are empty, the cost model will not properly function, and will not pull those rates when making estimates in further Tabs The Cost

Summary tabs pull rates directly from the green cells only

L 9 3 Sections of the proposal which are page limited shall be prepared and submitted using non-compressed Times New Roman font with single-spaced 12-point text Text in diagrams, charts, tables, artwork, and photographs shall be no smaller than 12-point size

The solicitation language is unclear surrounding table and graphic font style Is the font to remain in Times New

Roman as specified for body text?

Yes, the Times New Roman font must be utilized for all items

(including tables) within all Page Limited sections of the proposal, as according to L 9 3(a)(2)

According to L 9 3(b)(1), sections of the proposal which are not page limited do not need to abide by the font type or size, or margin requirements of the page limited sections, though the offeror should ensure readability

Post Mission Support

Date of Delivery (ATP+Months) = 61

RFP Offer Letter BH2-25-002 states the contract will have an ordering period of potentially 7 5 years from the contract effective date (this includes a Base period of performance of 66 months, a 12-month Option Period 1, and a 12 -Month Option Period 2) Should Post Mission

Support (ATP+Months) = 66 ?

The Launch Date for Artemis V is currently set as March 2030

(ATP+55 Months); Post Mission Support is planned for the following six (6) months after Artemis V Launch which corresponds to ATP+61 Months

The ordering period allows the Government to execute delivery orders as needed, but does not guarantee a delivery order will be operating beyond 61 months The contract Base ordering period of 66 months includes a margin should there be a need to extend the Post Mission Support beyond the 61 months (e g launch delays)
