About this opportunity
The Department of the Air Force, 56 Contracting Squadron, seeks engineering, furnishing, installation, and testing of fiber optic communications infrastructure at Luke Auxiliary Airfield in Arizona, with proposals due August 31, 2026 by 2:00 PM MST. This procurement is an SBA-certified Women-Owned Small Business set-aside restricted to WOSB entities certified under NAICS 237130 (Power and Communication Line and Related Structures Construction). The solicitation has been amended three times; Amendment 3, issued August 20, 2026, added an updated Statement of Work, consolidated RFI responses, and five additional attachments including asbestos inspection reports and equipment specifications.
Place of performance is Wittmann, Arizona (Luke Auxiliary Airfield) and Building 979 (RAPCON facility) at Luke Air Force Base. The work comprises direct-burial single-mode fiber optic cable installation (approximately 3,643 feet including maintenance loops) connecting Glideslope and Localizer shelters to the RAPCON facility, replacement of non-supportable channel banks, Fiber Optic Transport System (FOTS) equipment installation using TCComm technology, and comprehensive as-built documentation. A mandatory site visit occurred July 9, 2026 at 0900 AM MST with no access restrictions. RFIs were due July 17, 2026; government responses to 108 RFIs were consolidated and released August 18, 2026.
Contractor personnel must complete background checks and security processing within five calendar days of award. Work must comply with DAFMAN 91-203 (occupational safety standards), First 400 Standards (Luke AFB telecommunications infrastructure requirements), TIA-606-B labeling, TIA-758 outside plant standards, and RUS Bulletin 1735F-401 fiber splicing specifications. Performance period is 180 calendar days following Notice to Proceed, with work normally restricted to 0700–1600 Monday through Saturday. Contractors must provide performance and payment bonds equal to 100 percent of contract price within ten days of award. Prevailing wage rates per Davis-Bacon Act apply (Wage Determinations AZ20260039/AZ20260057). The site is unmanned 24/7; contractors are responsible for site security. Asbestos-containing material (chrysotile) was identified in Building 979 flooring; contractor must comply with OSHA requirements when drilling.
Technical proposals (limited to fifteen pages) must detail confined-space entry procedures, cable pulling and splicing methodologies, FOTS integration, and management/schedule approach emphasizing network downtime minimization and quality control. Past performance proposals (up to twenty pages) must demonstrate relevant experience within three years and ideally cover similar projects in the $250,000–$500,000 range. Evaluation criteria weight Technical and Past Performance combined approximately equally to Price. Only technically rated Outstanding, Good, or Acceptable proposals proceed to past performance assessment; only Substantial, Satisfactory, or Neutral past performance ratings are eligible for award. The Government intends to award a single firm-fixed-price contract without discussions unless determined necessary. All offerors must maintain active SAM registration and achieve SBA WOSB certification prior to award.
