About this file
This is a Statement of Work (SOW) for Luke AFB Auxiliary Airfield Modernization, prepared by 38 ES/ENPC at Tinker AFB, Oklahoma, effective April 1, 2026. The project requires the contractor to engineer, furnish, install, and test (EFI&T) a fiber optic communications system connecting two buildings at Luke Auxiliary Airfield in Arizona. The scope consists of two primary components: (1) an outside plant (OSP) system with 12-strand direct bury single mode double armored fiber cable connecting the Glideslope and Localizer shelters (approximately 3,643 feet including maintenance loops), and (2) a Fiber Optic Transport System (FOTS) using TCComm equipment to connect these locations back to the RAPCON facility (Building 979) at Luke AFB. IP transport between Luke Aux Field and Luke AFB will use government-provided Ethernet, with the ISP edge device located at the Localizer. The estimated cable distance is 3,643 feet, and contractors must account for existing Medium Voltage power at 3 feet below grade and a 25-pair copper cable at 18 inches below grade.
The contractor shall provide all equipment, materials, labor, tools, and supervision necessary for completion. Key requirements include safety coordination with the base safety officer, confined space compliance per AFI 91-203, environmental regulatory compliance, and processing permits including AF Forms 103 and 332 within 10 calendar days of award. The contractor must submit personnel information for background checks and base access within 5 calendar days, chair weekly Integrated Process Team meetings, and submit quality assurance and status reports. The system warranty is one year from acceptance, whichever is longer than the manufacturer's standard commercial warranty. The period of performance is 180 calendar days after Notice to Proceed. Installation shall utilize industry standards including RUS Bulletin 1735F-401 for fiber splicing, TIA-606-B for labeling, and TIA-758-A for outside plant standards. New maintenance holes must have AASHTO H-20 ratings with minimum dimensions of 6 feet W x 12 feet L x 7 feet H, while handholes require minimum 4 feet x 4 feet x 4 feet dimensions. The contractor must deliver as-built drawings in Bentley MicroStation v8.1, Visio, and PDF formats, along with GPS shape files documenting the entire pathway. Deliverables include work schedule, status reports, meeting minutes, test plan, test report, and geospatial data, all subject to government acceptance and approval.
