About this file

This is a Report of Findings from Arizona Environmental Specialists documenting the results of a limited NESHAP asbestos inspection conducted at Luke Air Force Base, Arizona for Buildings 979, 998, and 1040.

The inspection was performed on February 6, 2023, by EPA/AHERA Building Inspector James Soto (Certification No. 4644-7125-051622) and included sampling of five suspect asbestos-containing building materials across the three structures. Bulk samples were analyzed using Polarized Light Microscopy (PLM) with dispersion staining per EPA Method 600/R-93/116 by Lindus Environmental Laboratory (NVLAP Lab Code 600113-0). Of the five materials sampled, one tested positive for asbestos: vinyl composite floor tile and mastic (two layers) in Building 979 containing 2% chrysotile in the green vinyl tile and 4% chrysotile in the black mastic, classified as Category II Non-Friable material covering 250 square feet. All other samples from Building 979 (block and mortar), Building 998 (concrete), and Building 1040 (gypsum wall board and block and mortar) tested negative for asbestos. The report includes detailed NESHAP and OSHA regulatory requirements applicable to the demolition and renovation activities planned at these facilities, noting that regulated asbestos-containing material (RACM) requires EPA notification, proper waste management, and zero visible emissions during disturbance.

Re: Report of Findings- Limited NESHAP Asbestos Inspection

Luke AFB Building 979, 998, & 1040 14185 Falcon Street

Arizona Environmental Specialists (AES) is providing this letter to document the laboratory results of the asbestos bulk samples collected from the above mentioned address. AES collected bulk samples from suspect asbestos-containing building materials that will be impacted in upcoming demolition/renovation activities. Bulk sample collection was performed by Arizona Environmental Specialists’ accredited EPA/AHERA Building Inspector Mr. James Soto on Monday, February 6th, 2023. Sampling was performed in general accordance with the AHERA sampling protocol EPA 40 CFR Part 763.86 Sampling.

Samples were delivered to Lindus Environmental Laboratory in Phoenix, Arizona for visual inspection and microscopic analysis. Samples were analyzed using Polarized Light Microscopy (PLM) coupled with dispersion staining as outlined in the EPA Method 600/R-93/116. Lindus Environmental Laboratory is accredited under the National Voluntary Laboratory Accreditation Program (NVLAP). Lindus Environmental Laboratory's NVLAP Lab Code is 600113-0.

During the site investigation for asbestos-containing materials, AES sampled five (5) suspect materials that will be impacted in upcoming demolition/renovation activities. Of the five materials identified, one was found to contain asbestos in amounts greater than one percent by PLM Analysis. The following is a list of the suspect materials sampled:

Building 979 Suspect Asbestos Materials Results-Positive/Negative

• 01 Vinyl composite tile and mastic, two layers Positive

• 02 Block and mortar Negative

Building 998

Suspect Asbestos Materials Results-Positive/Negative

• 01 Concrete Negative

Building 1040 Suspect Asbestos Materials Results-Positive/Negative

• 01 Gypsum wall board, medium texture Negative

• 02 Block and mortar Negative

NESHAP Regulations

The scope and applicability of the National Emission Standard for Hazardous Air Pollutants (NESHAP) asbestos regulation (Title 40 CFR, Part 61 Subpart M), applies in all buildings except single residential buildings having four units or less. The NESHAP requires a thorough inspection before any renovation or demolition activity. Whenever regulated asbestos-containing material (RACM) is about to be distributed by demolition or renovation the NESHAP requires EPA notification, requires the management of waste through and after disposal, and no visible emissions.

Category I material is defined as asbestos-containing resilient floor covering, asphalt roofing products, packings, and gaskets. Asbestos-containing mastic is also considered a Category I material (EPA determination – April 9, 1991). Category II material is defined as all remaining types of non-friable ACM not included in Category I that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.

OSHA Regulations

The scope and applicability of the Occupational Safety and Health Administration (OSHA) asbestos regulation (29 CFR 1926.1101 Asbestos) applies whenever a worker may be exposed to asbestos. This regulation requires that employers protect employees. The regulation states that the building owner is the basic employer. The OSHA asbestos regulation serves as a specification for contractors, and a notification regulation for building owners. The OSHA regulation 29 CFR 1926.1101 (k) Communication of Hazards requires that the building owner determine the presence, location and quantity of ACM before construction activities begin. The building owner must notify persons of the presence, location and quantity of ACM before it is disturbed. Prior to disturbance, the building owner must notify contractors, in-house maintenance personnel, adjacent contractors on multi-employer worksites and tenants.

Based on the OSHA asbestos standard 29 CFR 1926.1101. Class I Asbestos Work means activities involving the removal of asbestos containing Thermal System Insulation (TSI) and Surfacing Material.

This includes, but is not necessarily limited to pipe fitting insulation, pipe run insulation, and fireproofing.

Based on the same OSHA asbestos standard, Class II Asbestos Work means activities involving the removal of ACM which is not TSI or surfacing materials. This includes, but is not necessarily limited to;

wallboard, floor tile and sheeting, roofing and siding shingles, construction mastics, duct seam tape, fire doors and drywall compound.

Report Qualifications

AES has attempted to evaluate the existing conditions explained in this summary using superior procedures as opposed to those performing similar services. Even though the inspections are thorough, some areas containing asbestos may be unattainable or are diverse from those at alternative sample locations.

Considering, conditions at every location are not equivalent. The results presented in this report are relevant to the dates of our site inspections and the scope of included services and should not be relied on to account for conditions at substantially later dates.

Enclosed, is a copy of the PLM laboratory analysis report and a copy of Arizona Environmental Specialist’s personnel certifications.

Sincerely, Brian Chrisman Project Manager
