About this file

This document is a collection of five Data Item Descriptions (DIDs) that specify the format, content, and requirements for various deliverables in federal contracts.

DI-MISC-81489B: Real Property Facilities As-Built Drawings (Approved: January 5, 2021) defines requirements for construction drawings modified to reflect actual completed construction. Deliverables must be provided in three formats: electronic Computer-Aided Design (CAD) files based on the most current U.S. National CAD Standard, full-scale non-reproducible hard-copies, and reduced-size non-reproducible hard-copies clearly marked to indicate reduced sizing. Content must accurately reflect all real property facilities as constructed, including any differing site conditions, underground or hidden utilities, obstructions, and all modifications and alterations made during construction. The title "As-Built" must be clearly marked above the title block with "Final Revision" inserted in the title block along with the date added to record documents. This DID applies to any program phase involving facility construction, alteration, or modification and supersedes DI-MISC-81489A.

DI-MGMT-80368A: Status Report (Approved: October 30, 2006) establishes format and content requirements for documenting contractor effort toward achieving contract objectives. Reports must include identification data (title, report type, period covered, contract number, preparing activity, security classification, and distribution statement) on the first page, be formatted on 8½ by 11 inch paper in contractor format, and contain a summary of overall project status covering technical accomplishments, major problems with impact, and recommended solutions. The body must address milestone/task status (schedule status, performance comparisons, effort expended, testing activities, completed designs, and problem resolution), future plans and recommendations, itemized man-hours and costs by category and task, contract delivery status, and preparer information. Appendices may include supporting tables, references, and charts as applicable.

DI-ADMN-81250C: Meeting Minutes (Approved: July 30, 2021) prescribes documentation standards for technical information, decisions, and agreements reached at meetings and conferences. Contractor format compatible with government applications is acceptable. Deliverables must include a title page with meeting identification, system/equipment/contract number, signature space for contractor and government representatives, and contractor name and address; the purpose and objectives of the meeting; meeting location or virtual conferencing application used; a summary of discussions, decisions, and agreements; attendee list with names, rank, grade, position, activity represented, activity symbol, phone number, and email address; action items with descriptions, responsible parties, suspense dates, closure criteria, and status; briefing charts for information purposes; and a list of applicable documents reviewed. Distribution statements and classification markings must comply with DoD Instruction 5230.24 and DoD Manual 5200.01, Volume 2, or Controlled Unclassified Information guidelines as appropriate. This DID supersedes DI-ADMN-81250B.

DI-QCIC-80553A: Acceptance Test Plan (Approved: November 14, 2006) establishes requirements for detailing acceptance test criteria, performance objectives, and test lists for systems and equipment. Contractor format is acceptable. The plan must include an overview section describing test objectives with functional block diagram flow (numbered 1.0, 2.0, 3.0, etc.), milestone dates (start and expected completion for each test), Government and Contractor participation roles and responsibilities, and security measures; a master test list organized by facility location including facility, item number, test description, number of test cycles and parameters to observe, and equipment location; an equipment list categorizing test equipment, support equipment, and special test equipment by description, nomenclature, and serial number (or date required for special equipment); and a validation procedure overview describing how the contractor will validate test results. This DID applies to contracts requiring acceptance test preparation and supersedes DI-QCIC-80553.

DI-QCIC-81891: Acceptance Test Report (ATR) (Approved: January 18, 2013) specifies content for reporting results of qualification tests demonstrating system conformance to performance specifications and contract requirements. Contractor format is acceptable. The report must include test article identification and full description of test specimens with any deviations from the applicable test plan configuration; date and location of test or evaluation; operator identification; results obtained with specific identification and discussion of objectives demonstrated satisfactorily and those not demonstrated satisfactorily; contractor's conclusions, anticipated corrective actions, recommendations to correct deficiencies, and suggested improvements; all analysis and supporting data; and all data sheets.
