About this opportunity

The Army Materiel Command Contracting Command Rock Island Arsenal issued a Request for Information on the LOGCAP VI Highest Technically Rated Offeror (HTRO) Matrix and related evaluation framework, with responses due by August 7, 2026. This RFI does not constitute a solicitation and carries no set-aside restriction.

LOGCAP VI consolidates legacy LOGCAP, Army Pre-Positioned Stock, and Enhanced Army Global Logistics Enterprise programs into a unified global logistics enterprise supporting U.S. Army operations across all phases of military engagement. The Army seeks constructive industry feedback on three key components of the developing acquisition strategy: the Draft LOGCAP VI Performance Work Statement (v6.0, February 9, 2026), the Draft HTRO Matrix for technical evaluation, and the HTRO Data Dictionary standardizing operational definitions and evidentiary requirements.

The HTRO Matrix establishes evaluation criteria across six Geographic Combatant Commands (AFRICOM, CENTCOM, EUCOM, PACOM, NORTHCOM, SOUTHCOM) with two mandatory pass-fail eligibility gates: DCAA-approved accounting system with demonstrated cost segregation capability (evidence no older than three years) and financial capacity to sustain $150 million operational float over 60 days ($75 million monthly). Technical scoring applies a 5-3-1 weighting methodology assigning weight 5 to survival and prime integrator capabilities, weight 3 to heavy sustainment execution, and weight 1 to specialized technological enablers. Offerors must achieve 90 percent of maximum weighted score (690,000 points across all COCOMs) to meet the minimum technical threshold. Only prime contractor or formal joint venture experience from federal government contracts within the ten years preceding solicitation release qualifies; subcontractor and commercial work are ineligible.

Respondents must provide company name, CAGE code, Unique Entity Identifier, address, primary points of contact, and small business certifications. RFI responses consist of two parts: Part A addressing HTRO Matrix feedback (maximum ten pages) and PWS feedback and future capabilities (maximum ten pages), plus optional white papers (maximum five pages) covering new operational concepts, unresolved technical gaps, or alternative acquisition structures. White papers must address only new data or direct responses to this RFI; arguments previously submitted in earlier feedback cycles are excluded. Optional one-on-one virtual engagement sessions via Microsoft Teams will be scheduled at a later date with details posted on SAM.gov.

This Request for Information (RFI) is for specific feedback on the LOGCAP VI HTRO Matrix.  The U.S. Government (USG) seeks constructive feedback from industry on two key components of the developing acquisition strategy:

  • The Draft LOGCAP VI HTRO Matrix.
  • The Draft LOGCAP VI HTRO Data Dictionary

Both documents have been attached to this post. Additionally, the attached document “LOGCAP VI HTRO RFI” provides details on what has changed from the first released draft of the HTRO Matrix and the specific questions that the USG is requesting feedback on.
