About this file
This is a self-scoring matrix and instructions document for the LOGCAP VI Highest Technically Rated Offeror (HTRO) evaluation process. The document is a draft dated May 11, 2026, and is designed as a template for offerors to self-score their technical qualifications across multiple evaluation categories related to logistics support capabilities.
The matrix establishes scoring criteria organized into four major sections: Financial & Accounting (pass/fail eligibility gate), Management/Planning/Rapid Response, Core Life Support Services, and Supply & Materiel Management. Scoring options range from 1000 to 200 points depending on demonstrated experience levels, with blank entries equaling zero points. Evaluation categories are subdivided by geographic Combatant Command (COCOM) areas: AFRICOM, CENTCOM, EUCOM, INDOPACOM, NORTHCOM, and SOUTHCOM. Key evaluation areas include Corporate Governance & Program Management Office experience, Global Human Capital Management (workforce recruiting and mobilization), Subcontract Management (30+ vendors at highest level), Mobilization & Surge Capability (5+ sites within 72 hours), Life Support Area (LSA) establishment (10,000+ personnel per site), Horizontal and Vertical Infrastructure projects (25+ projects, $100M+), Expeditionary Basing Modules (Force Provider and BEAR systems), Force Protection Engineering, Shelter & Billeting operations (10,000+ PAX managed), Power Generation & Distribution (25+ MW capacity), Water Production (1M+ GPD), Food Service (30,000+ meals/day), Waste Management (80,000+ tons/month), Supply Support Activity operations (7+ classes of supply, 10M+ lines/month), Inventory Management (5+ classes with 100% accountability), Property Book Management (100,000+ line items or $1B+ GFP), and Class III Bulk Fuel Operations (5M+ gallons/month). The government will validate self-scores and may only adjust downward. Only offerors meeting or exceeding the minimum technical rating threshold (MTTR) are eligible for consideration. Acceptable experience submissions must come from projects where the offeror was the prime contractor; Joint Ventures are allowed but teaming agreements are not accepted.

Tab 1 - Instructions LOGCAP HTRO Self-Scoring Matrix Instructions (Draft)
| Total Number of Points Available: |
| Minimum Technical Rating Threshold: |
| Guidelines for Experience Submissions: |
We are seeking industry feedback on our proposed experience requirements. Please note our current stance on acceptable submissions:
| • | Prime Experience Only: All submitted proof of workload and experience must come from projects where your organization was the Prime Contractor. |
| • | Joint Ventures Allowed: We will accept submissions from current, actively established Joint Ventures. |
| • | No Teaming Agreements: Teaming Agreements will not be accepted. The Government's intent is to ensure the Prime Contractor maintains single-point accountability and operational control, rather than distributing the core workload across multiple teamed vendors. |
| 1. WORK SAMPLE INDEX: Offeror will provide up to XXXXX |
| 2. TAB 2 - MATRIX: Offeror will use the drop-downs in Column I to select their self-score (1000/800/600/400/200) for each Evaluation Category they can substantiate. |
| 3. TAB 2 - MATRIX: Evaluation Categories the Offeror cannot substantiate shall be left blank (blank = 0 points). |
| 4. TAB 2 - MATRIX: Points are automatically calculated using the Weight Factor in Column G. |
| 5. TAB 2 - MATRIX: Cell J (Offeror Weighted Score) sums to the Offeror Self-Score Total shown at the bottom of TAB 2. |
| 6. CROSS REFERENCE MATRIX: For each scored Evaluation Category, the Offeror shall provide citations (document title/date/page/paragraph, etc.) tied to XXXX |
| 7. Government will validate scores and may only adjust scores downward (no upward adjustments). |
| NOTE: Only Offerors who meet or exceed the MTTR and are otherwise eligible for award will be considered qualifying for award. |
