About this file
This is an evaluation matrix and scoring guide for the Logistics Civil Augmentation Program (LOGCAP) VI Highest Technically Rated Offeror (HTRO) selection process. The matrix establishes the framework and criteria by which prospective prime contractors will be evaluated on their demonstrated capability to provide global logistics support services across six distinct Geographic Combatant Commands (AFRICOM, CENTCOM, EUCOM, PACOM, NORTHCOM, and SOUTHCOM). All experience submitted must have been performed within the ten years immediately preceding solicitation release and by the offeror acting as a prime contractor or formal joint venture; subcontractor experience is excluded. Experience must be derived from federal government contracts or task orders only, with commercial work ineligible for evaluation.
The matrix incorporates two mandatory pass/fail eligibility gates that must be cleared before technical scoring commences: Gate 1 requires a DCAA-approved accounting system (or equivalent) with demonstrated cost segregation capability at the task order level and audit readiness for cost-type contracts, with evidence no older than three years; Gate 2 mandates demonstrated financial capacity to sustain liquidity sufficient to support a $150 million operational float over a 60-day period (equivalent to $75 million per month). The technical scoring structure consists of four primary buckets: (1) Management, Planning & Rapid Response covering corporate governance, human capital management, subcontract management, mobilization capability, logistics support area establishment, contested logistics planning, and theater legal access; (2) Engineering & Construction addressing utilities, construction execution, expeditionary basing modules, and force protection; (3) Core Life Support Services; and (4) additional service areas, each with GCC-specific scoring requirements. Offerors self-score experience against tiered criteria (1000/800/600/400/200 points), with weighted factors applied to generate total sub-factor scores; government validation of self-reported scores against submitted work samples determines the final score. Offerors must achieve a government-validated score of at least 90 percent of the maximum possible weighted score to meet the minimum technical threshold requirement and remain eligible for MATOC award consideration.

| LOGCAP VI HTRO Self-Scoring Matrix (Revised Draft) — Instructions & Scoring Guide | ||
| SECTION 1 — HOW THE REVISED MATRIX WORKS | ||
| GENERAL GUIDELINES FOR EXPERIENCE SUBMISSIONS | All experience submitted for evaluation must have been actively performed within the ten (10) years immediately preceding the date of this solicitation. Experience older than 10 years will not be evaluated. |
All experience submitted for evaluation must have been performed by the Offeror acting as a Prime Contractor (or as a formal Joint Venture entity). Subcontractor experience will not be evaluated for this iteration of the matrix.
Submitted work samples must be from Federal Government contracts or task orders. Commercial or non-governmental projects will not be evaluated.

Comment:
Pending: All experience submitted for evaluation must have been performed by the Offeror acting as a Prime Contractor (or as a formal Joint Venture entity). Subcontractor experience will not be evaluated for this iteration of the matrix.
EVALUATION STRUCTURE AND COCOM SCORING To accurately capture an Offeror's true global depth and operational footprint, this HTRO Matrix evaluates demonstrated capability independently across six (6) distinct Geographic Combatant Commands (GCCs): AFRICOM, CENTCOM, EUCOM, PACOM, NORTHCOM, and SOUTHCOM.
For each sub-factor, the Offeror shall independently score their demonstrated Prime Contractor experience for each specific GCC in which that capability was executed. The Matrix will apply the designated Weight Factor to each GCC score to generate the Total Sub-Factor Score. Offerors must provide specific, verifiable evidence (Work Samples) that correspond to the exact GCC column where points are claimed.
ELIGIBILITY GATES (Pass/Fail) Two pass/fail gates must be cleared before technical scoring begins:
Gate 1: Adequate Accounting System — DCAA-approved or equivalent; cost segregation at task order level; audit-ready for cost-type contracts.
Gate 2: Financial Capacity — Demonstrated liquidity to sustain $8M/day ($240M/month) in expenditures.
Failure on either gate eliminates the offeror from further evaluation regardless of technical score.
STEP 1 — BASE EXPERIENCE SCORE For each sub-factor, the offeror selects the tier (1000 / 800 / 600 / 400 / 200) that best describes their highest demonstrated experience anywhere in the world on a relevant prior contract. This is the Base Experience Score.
Compound Metrics Rule: Where a scoring tier contains multiple quantitative metrics separated by a semi-colon, the criteria are evaluated as "AND" conditions unless explicitly stated otherwise. The Offeror’s cited Work Sample must meet or exceed all listed quantitative metrics within that tier to claim the corresponding Base Experience Score.
STEP 2 — WEIGHTED SCORE The Weighted Score for each sub-factor is: Offeror Criteria Total Score × Weight Factor.
The Weight Factor reflects the relative operational importance of the sub-factor to LOGCAP VI experience. Higher weight factors are assigned to sub-factors with direct LSCO mission impact.
| STEP 3 — TOTAL SCORE | All weighted sub-factor scores are summed to produce the Offeror's Total Self-Score. The Government validates self-reported scores against Work Samples (WS1–WS5) and citations. The Government-Validated Total Score governs for HTRO determination. |
| MINIMUM TECHNICAL THRESHOLD REQUIREMENT (MTTR) | Offerors must achieve a Government-Validated Score of at least 90% of the maximum possible weighted score to be eligible for MATOC award. Offerors below the MTTR are not further evaluated. |
| BURDEN OF PROOF / PROPRIETARY EVIDENCE | The Government will accept redacted or sanitized documentation (e.g., contract excerpts, performance summaries) to satisfy the Burden of Proof for classified or Special Access work sa+B5:C11mples. However, the redacted submission must keep all critical evaluative metrics (scale, dates, outcomes, and locations/COCOMs) visible. To be accepted, any sanitized summary must be accompanied by a validation letter or signature from the cognizant Government Procuring Contracting Officer (PCO) attesting to the accuracy of the unredacted performance metrics. |
Pending: All experience submitted for evaluation must have been performed by the Offeror acting as a Prime Contractor (or as a formal Joint Venture entity). Subcontractor experience will not be evaluated for this iteration of the matrix.

| ELIGIBILITY GATES (Pass/Fail) — Must Clear Both Gates Before Completing Scoring Matrix | ||||
| GATE | G-1 | Adequate Accounting System | PASS: Offeror possesses a DCAA-approved accounting system (or equivalent) with demonstrated ability to segregate costs at the task order level and maintain audit readiness for cost-type and hybrid task orders. Evidence must include audit agency determination letter dated within 3 years of solicitation release. |
| FAIL: No approved accounting system; unable to segregate costs at task order level; adverse audit findings not remediated. | PASS / FAIL | |||
| GATE | G-2 | Financial Capacity | PASS: Offeror demonstrates the financial capacity to maintain liquidity sufficient to support a continuous operational float of at least $150M over a 60-day period (equivalent to $75M per month). Evidence shall include audited financial statements, committed lines of credit, bonding capacity, or formal parent company guarantees. |
| FAIL: Offeror fails to demonstrate sufficient liquidity to support the $150M 60-day operational float. | PASS / FAIL | |||
| GATE RESULT: If BOTH gates receive a PASS determination, proceed to technical scoring. If EITHER gate is FAIL, the offeror is NOT FURTHER EVALUATED — do not complete remaining matrix. | ||||
