About this file
This is a request for industry feedback on a draft evaluation matrix for the LOGCAP VI (Logistics Civil Augmentation Program VI) contract.
The U.S. Government is soliciting detailed feedback on the Draft LOGCAP VI HTRO (Horizontal Technical Review Objective) Matrix to assess its clarity, objectivity, and effectiveness in evaluating contractor capabilities. The feedback request addresses nine specific areas: (1) clarity and sufficiency of instructions for offerors to complete the matrix accurately; (2) objectivity and measurability of the evaluation framework, including identification of subjective categories; (3) critique of the evaluation framework to identify poor performance indicators, barriers or redundancies that favor incumbents, and missing critical capabilities such as data integration and supply chain resilience; (4) challenging metrics within specific evaluation categories; (5) alignment with defense industry and commercial standards; (6) capabilities for large-scale combat scenarios; (7) alternative standardized work samples or evidence forms; (8) anticipated conflicts with NDAs, proprietary data, or classified parameters; and (9) optimal look-back periods for evaluating corporate experience, specifically comparing 3–5 year versus 10–15 year timeframes and the applicability of experience older than 10 years to current operational readiness in the Area of Responsibility (AOR). For each identified criterion, respondents must explain misalignment and propose more effective, objective, and verifiable alternative metrics. The Government emphasizes that it seeks evaluation criteria that are accurate predictors of contractor success in executing the LOGCAP VI mission.

3.0 Feedback on Draft HTRO Matrix
The USG is seeking targeted feedback on the attached Draft LOGCAP VI HTRO Matrix to ensure its effectiveness and clarity. Please provide detailed responses to the following questions:
3.1 Clarity and Sufficiency: Are the guidelines provided in "Tab 1 - Instructions" clear and sufficient for an offeror to complete the HTRO Matrix accurately without further USG guidance?
3.2 Objectivity: Does this HTRO Matrix provide an objective and measurable framework for evaluating an offeror's capabilities? Identify any specific evaluation categories that appear subjective.
3.3 HTRO - Critique of Evaluation Framework: The acquisition team's goal is to create an evaluation framework that is an objective and accurate predictor of a contractor's ability to execute the LOGCAP VI mission. To achieve this, please review the draft HTRO Matrix and identify any criteria, scoring thresholds, or structural elements that you believe are:
a) Poor Indicators of Performance: Metrics that do not genuinely reflect a contractor's ability to succeed (e.g., valuing simple scale over operational complexity, or having an overly restrictive look-back period for past performance).
b) Creating Barriers or Redundancy: Criteria that may unintentionally favor incumbents, penalize companies with relevant non-LOGCAP experience or are redundant with other evaluated factors.
c) Missing Critical Capabilities: Are there essential capabilities for future LOGCAP success that are either missing from the matrix or are not weighted appropriately to reflect their strategic importance (e.g., data integration, supply chain resilience)?
For each criterion you identify, please explain why it is misaligned and propose a more effective alternative metric that is objective, verifiable, and a better predictor of success.
3.4 Challenging Metrics: Which specific evaluation categories or line items present the most significant challenges to scoring?
3.5 Alignment with Industry Standards: Are there any capability criteria that are ambiguous or misaligned with defense industry or current commercial standards?
3.6 Capabilities for Large-Scale Combat: For Large Scale Combat Scenarios, identify capabilities you can substantiate that are not currently captured in the matrix.
3.7 Burden of Proof and Alternative Evidence: Do you have any recommendations for alternative, standardized work samples or forms of evidence that the USG should consider as equally strong indicators of capability?
3.8 Documentation Conflicts: Do you anticipate conflicts with NDAs, proprietary data, or classified parameters that would prevent you from submitting the required evidence? If so, what alternative strategies do you recommend?
3.9 Evaluating Corporate Experience and Recency: Generally, the Government tends to prioritize 3–5 years of recent, relevant experience over a 10–15 year historical record. This is based on the assessment that operational conditions, threat landscapes, and technological baselines within an AOR change significantly over a decade, making older experience less applicable to current mission success.
Industry Feedback Request:
• What is the optimal look-back period for evaluating experience? What are the benefits and drawbacks of using a 3–5 years versus 10–15 years?
• To what extent should corporate experience from more than 10 years ago be considered a factor in evaluations? Please provide a rationale with specific examples of how historical experience may or may not translate to operational readiness in the current AOR environment.
