About this file
This file is a draft self-scoring matrix and evaluation framework for the Logistics Civil Augmentation Program VI (LOGCAP VI) Highest Technically Rated Offeror (HTRO) selection process. The matrix is designed to evaluate contractor qualifications across multiple technical factors organized into four primary categories: Financial & Accounting (eligibility gate), Management/Planning/Rapid Response, Core Life Support Services, and Supply & Materiel Management. Evaluation is geographically segmented across six combatant commands (AFRICOM, CENTCOM, EUCOM, INDOPACOM, NORTHCOM, and SOUTHCOM), with specific experience requirements tailored to each theater. The matrix employs a five-tier scoring system (1000/800/600/400/200 points) for which contractors can self-score based on demonstrated experience, with government validation potentially adjusting scores downward only. The minimum technical rating threshold and total available points are marked as redacted (XXXXX), and offerors must provide citations linking claimed experience to supporting documentation. Contractors must substantiate experience as prime contractors only—joint ventures are permitted if actively established, but teaming agreements are not accepted to ensure single-point accountability.
Key evaluation factors include corporate governance and program management office experience managing 4+ geographic combatant commands with logistical sustainment planning across multiple simultaneous sites; global human capital management experience recruiting and sustaining 5,000+ personnel across contingency environments; subcontract management across 30+ labor vendors and 100+ equipment vendors per theater; mobilization and surge capabilities achieving 72-hour deployment timelines to 5+ sites; life support area establishment managing 10,000+ personnel per site across multiple locations with 36+ months of operational data; horizontal and vertical infrastructure projects totaling $100M+ in value per theater; expeditionary basing systems deployment (Force Provider and BEAR systems) supporting 1,000+ personnel populations; force protection engineering covering 4 distinct project types with 25,000+ linear feet of barriers; shelter and billeting operations managing 10,000+ PAX across 15+ simultaneous sites; power generation and distribution managing 25+ megawatts with 15+ critical facilities; water production exceeding 1,000,000 gallons per day with 12+ months operational history; food service operations at 30,000+ meals per day across 15+ dining facilities; waste management handling 80,000+ tons per month; supply support activities processing 10,000,000+ lines per month across 7+ supply classes; inventory management maintaining 100% accountability and 99% in-transit visibility accuracy; property book management of 100,000+ line items or $1B+ in government-furnished property; and Class III bulk fuel operations managing 5,000,000+ gallons per month across all fuel types. All experience submissions require 12+ months of sustained operations and must be documented with specific citations to contract documents.

Tab 1 - Instructions LOGCAP HTRO Self-Scoring Matrix Instructions (Draft)
| Total Number of Points Available: |
| Minimum Technical Rating Threshold: |
| Guidelines for Experience Submissions: |
We are seeking industry feedback on our proposed experience requirements. Please note our current stance on acceptable submissions:
| • | Prime Experience Only: All submitted proof of workload and experience must come from projects where your organization was the Prime Contractor. |
| • | Joint Ventures Allowed: We will accept submissions from current, actively established Joint Ventures. |
| • | No Teaming Agreements: Teaming Agreements will not be accepted. The Government's intent is to ensure the Prime Contractor maintains single-point accountability and operational control, rather than distributing the core workload across multiple teamed vendors. |
| 1. WORK SAMPLE INDEX: Offeror will provide up to XXXXX |
| 2. TAB 2 - MATRIX: Offeror will use the drop-downs in Column I to select their self-score (1000/800/600/400/200) for each Evaluation Category they can substantiate. |
| 3. TAB 2 - MATRIX: Evaluation Categories the Offeror cannot substantiate shall be left blank (blank = 0 points). |
| 4. TAB 2 - MATRIX: Points are automatically calculated using the Weight Factor in Column G. |
| 5. TAB 2 - MATRIX: Cell J (Offeror Weighted Score) sums to the Offeror Self-Score Total shown at the bottom of TAB 2. |
| 6. CROSS REFERENCE MATRIX: For each scored Evaluation Category, the Offeror shall provide citations (document title/date/page/paragraph, etc.) tied to XXXX |
| 7. Government will validate scores and may only adjust scores downward (no upward adjustments). |
| NOTE: Only Offerors who meet or exceed the MTTR and are otherwise eligible for award will be considered qualifying for award. |
