About this file
This document is a market research inquiry section from a federal solicitation requesting vendor input on optimal Contract Line Item Number (CLIN) structures for services within the scope of work.
The Army seeks vendor recommendations on which services are best suited for Firm-Fixed-Price (FFP) CLIN structures during steady-state operations, with vendors required to explain the rationale for FFP suitability based on factors such as well-defined requirements, low performance risk, and predictable costs. For Cost-Reimbursable CLIN structures, vendors must identify services appropriate for this approach and provide specific scenarios or conditions justifying cost-reimbursable pricing, including tasks with fluctuating workloads during initial operation phases, uncertain requirements, or high technical risk. Additionally, vendors should identify specific milestones, metrics, or operational triggers that would indicate when services currently structured as Cost-Reimbursable should transition to FFP upon reaching full operational capability. The document permits vendors to submit brief white papers addressing topics previously covered during LOGCAP VI (Logistics Civil Augmentation Program VI) market research efforts. This inquiry demonstrates the Army's commitment to flexible acquisition approaches that balance risk and cost between the government and industry partners.

5.0 The Army is focused on utilizing a flexible acquisition approach that tailors the Contract Line Item Number (CLIN) structure to the nature of the work. This ensures that risk and cost are appropriately balanced between the USG and our industry partners. We are seeking your input on the optimal CLIN structures for services within the scope.
o Firm-Fixed-Price (FFP) Services:
• During normal, "steady-state" operations, which specific services do you believe are best suited for a FFP CLIN?
▪ For each service you identify, please explain why it is suitable for a FFP structure (e.g. well-defined requirements, low performance risk, predictable costs).
o Cost-Reimbursable Services:
• Which services are better suited for a Cost-Reimbursable CLIN structure?
▪ Please provide specific scenarios or conditions that would justify a Cost-Reimbursable CLIN. For example, you might consider tasks with fluctuating workloads (like the initial phase of an operation), uncertain requirements, or a high degree of technical risk.
▪ Upon reaching full operational capability for services currently aligned under a Cost-Reimbursable CLIN, what specific milestones, metrics, or operational triggers should the Government evaluate to transition these efforts to a FFP structure.
5.1 Vendors may submit a brief white paper on topics previously covered during LOGCAP VI market research efforts.
