About this opportunity
The Department of the Navy Naval Supply Systems Command seeks to establish an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Local Civilian Range Support Services to support Explosive Ordnance Disposal (EOD) Group Two at Joint Expeditionary Base Little Creek/Fort Story, Virginia. The contractor will provide comprehensive training range support including shooting ranges, demolition facilities, underwater demolition ranges, and specialized training areas, along with all associated labor, materials, facilities, equipment, and medical support. The solicitation requires all training ranges to be located within 50 miles of the Virginia Beach area and mandates close coordination with EOD Group Two Department personnel for range scheduling. The Government intends to award this contract on a sole-source, firm fixed price basis under FAR Part 12 and FAR Subpart 16.5 authority, with evaluation based on price reasonableness analysis rather than competitive evaluation criteria. The original solicitation deadline was March 5, 2026, but Amendment 1 extended it to March 11, 2026 at 12:00 PM; the solicitation was posted February 20, 2026, and Amendment 1 was issued March 4, 2026.
This is a non-set-aside solicitation with Academi Training Center, LLC identified as the sole intended awardee based on market research determining it to be the only company within 50 miles capable of providing the required specialized training facilities and services. The current contract held by Academi Training Center LLC (N0018921D0013) expires April 30, 2026, and this new contract will run from May 1, 2026 through April 30, 2031, with an optional six-month extension through October 31, 2031. The pricing spreadsheet details 14 task categories including 865 days of small arms range support, 250 days of demolition range support, 160 days of underwater demolition range support, and numerous other training facilities measured in days or quantities, though specific contract values are not disclosed in the available documentation. The contract will be funded with Navy Operations & Maintenance (O&MN) appropriations, with future task orders funded from the fiscal year in which each order is issued. Place of performance is Virginia Beach, Virginia, with all services provided at the contractor's facilities within the 50-mile radius requirement.
