About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking a low-to-no impact, all-inclusive training support solution to provide comprehensive range services for Explosive Ordnance Disposal Group Two (EODGRU-2). The contractor will be responsible for managing shooting ranges, demolition ranges, underwater demolition ranges, advanced demolition courses, urban training areas, modular training facilities, shipboard/container stack training, target vehicle support, storage vault access, rappel/fast-rope tower usage, and land navigation training—all within a 50-mile radius of Joint Expeditionary Base Little Creek/FT Story, Virginia. Key contractor qualifications include providing certified steel reactive targets, on-site Emergency Medical Technicians (EMTs), current emergency action plans, ammunition and explosive storage capabilities, climate-controlled classrooms, and flexibility in scheduling with one week's notice for services. The government will evaluate vendors based on their past performance, technical capabilities, business details, and potential for small business participation or teaming arrangements. The Performance Work Statement specifies detailed service requirements including 173 days of small arms ranges, 56 days of demolition ranges, 32 days of underwater demolition ranges, 30 days of advanced demolition courses, 25 days of urban training areas, 44 days of modular training facilities, 12 days of shipboard/container stack training, and 52 days of target vehicle support, among other specialized training needs. The Navy is conducting market research to confirm that at least two small businesses can perform 50% of the contract effort and is considering a potential small business set-aside based on vendor responses. EODGRU-2 requires a low to no impact all-inclusive training support solution to include the utilization of shooting and demolition ranges. All training ranges must be located within 50 miles of Joint Expeditionary Base Little Creek/FT Story, Virginia area. This PWS addresses the training range requirements and the contractor shall be required to work closely with designated EOD Group TWO Department personnel in the scheduling of training ranges defined above.
