PERFORMANCE WORK STATEMENT (PWS)
EXPLOSIVE ORDNANCE DISPOSAL (EOD) GROUP TWO (GRU2)
LOCAL CIVILIAN RANGE USAGE IN SUPPORT OF COMBAT SKILLS BASIC /
SUSTAINMENT UNIT LEVEL TRAINING
1. BACKGROUND
Explosive Ordnance Disposal (EOD) Group Commanders provide forces in support of Fleet Commanders and Navy Component Commanders, Carrier Strike Groups (CSG), Expeditionary Strike Groups (ESG), Mine Countermeasures (MCM) Task Forces/Groups, Naval Special Warfare (NSW) Squadrons, Army Special Operations Forces (SOF), Military Sealift Command (MSC), Unified Theatre Commanders, Navy Regional Commanders, and contingency operations (i.e. aircraft recovery, range/waterway clearance, U.S. Secret Service support, CNO projects, etc.).
These Forces train continuously to certify "Ready For Tasking" and sustain mission readiness in order to meet Fleet deployment requirements. It is not uncommon for EOD Group TWO Forces to be bumped from Military Training Ranges by units with higher precedence or for the Training Range to be closed due to fires, weather, range maintenance, range operations check-fire or base training stand-down. Some contingencies cannot be avoided, however all foreseeable contingencies should be analyzed and a solution to the contingency should be identified.
1.1 SCOPE
EOD Group TWO requires a low to no impact all-inclusive training support solution for operational EOD teams within 50 miles of Joint Expeditionary Base Little Creek/FT Story, Virginia. The required facility shall include, but not limited to, shooting and demolition. The Contractor shall provide all labor, materials, facilities, equipment and medical support including but not limited to all qualified staff, where applicable or necessary, to support training administered by EOD Group TWO personnel.

2.0 REQUIREMENTS
The Contractor shall provide all labor, materials, facilities, equipment and medical support including but not limited to all qualified staff, where applicable or necessary, to support training administered by U.S. Navy EOD Group TWO personnel and other personnel as vetted by EOD Group TWO annually as follows:
2.1 Description of Contracted Services:
2.1.1 Small Arms Ranges:
Contractor shall provide up to (173), eight (8) hour range days to support the following:
2.1.1.1 Marksmanship Ranges in support of the following day and night (aiming and illumination devices) Combat Marksmanship Training at distances from 25 yards to 1,000 yards:
Pistol/Rifle Paper Range:
- 12 Gauge, 00 buck, lead slug
- 9mm ball
- 5.56mm ball, green tip
- 7.62mm ball
- Pistol/Rifle Paper/ Steel Reactive Target (SRT) Range:
- 12 Gauge, 00 buck
- 9mm ball
- 5.56mm ball
- Pistol/Rifle SRT Range:
- 12 Gauge, 00 buck
- 9mm ball
- 5.56mm ball
- Rifle Known Distance (KD) Range:
- 5.56mm ball/green tip/link/automatic (no tracer)

Note: For ranges that do not support ammunition with tracers, EOD Group TWO forces will bring non-tracer ammunition for the associated caliber or de-link tracer ammunition from existing ammunition.
2.1.2 Demolition Ranges:
Contractor shall provide up to fifty (50), eight (8) hour range days to support the following:
2.1.2.1 Provide Explosive Training/Demolition Range in support of the following day and night evolutions:
- Detonate explosive, 4 LB/NEW, no fragmentation
- Provide a up to fifty-six (56) interior/exterior woods with deadbolts
- Provide up to three (3) Open sand-covered demo range.
2.1.3 Underwater Demolition Range:
Contractor shall provide up to thirty-two (32), eight (8) hour range days for Underwater Explosive Training/Demolition Range (day and night evolutions) to include the following:
- Detonate explosive subsurface, 10LB/NEW, no fragmentation
2.1.4 Advanced Demolition Course Facilitation:
Contractor shall provide up to six (6) Advanced Demolition courses of instruction (COI). All services and materials shall be provided as follows
Flat/demolition Range x five (5), eight (8) hour days
- Sandbag building 1 ply-6'X6'X4' including roof utilizing railroad ties and plywood with
- Sandbags. Include an open doorway 2'X2'
- Sheet metal building-8'X8'X7' with sheet metal roof. Including a built-in door. (Construction of building will be seam-to-seam construction. No gaps.)
- Cinder block building-8'X8'X8' including roof utilizing railroad ties. Including a built indoor
- 1 sedan-sized vehicle
- Panel van if possible secondary SUV sized vehicle
- Secure building for storage on the range
- 12 X exterior steel inward opening doors with deadbolts
- 2 X commercially purchased gates
- 2 X hydraulic closer
- 10 X interior inward opening hollow core doors
- 1 X cinder block wall

2.1.6 Modular Training Facility:
Contractor shall provide up to forty-four (44), eight (8) hour range days to support the following:
2.1.6.1 Provide Two Story/Modular Training House in support of the following day and night evolutions:
- Counter IED Robot Operations
- MOUT Training
- CQC Training Evolutions
- Aiming and Illumination devices
- M4/M9 Sim-munitions
- UTM
- 9mm Ball
- 5.56mm Frangible Ammo
- Tactical-House- Shoot-House
2.1.7 Provide Shipboard and Container Stack Training Area:
Contractor shall provide up to twelve (12), eight (8) hours range days to support the following:
2.1.7.1 Provide Shipboard and Container Stack Training Area in support of the following day and night training evolutions:
- Aiming and Illumination devices
- M4/M9 Sim-munitions
- UTM
- EOD Energetic Tools (No Frag)
- Shipboard and Container Stack climbing
2.1.8 Provide Target Vehicles:
Contractor shall provide up to fifty-two (52), eight (8) hours range days to support or coincide Surface Demolition range as needed.
- Vehicles for remote/explosive access.
2.1.9 Storage Vaults:
Contractor shall provide double locked and guarded storage for armory, ammunition magazines, and explosives that is DoD 5100.76M compliant for up to six (6), eight (8) hours range days.
2.1.10 Provide Rappel Fast-Rope Tower:
Contractor shall provide up to twelve (12), eight (8) hours range days to support the following:
2.1.10.1 Provide Rappel Fast-Rope Tower in support of the following day and night training evolutions:
- Rappelling
- Fast Rope Operations
- Special Patrol Insertion/Extractions (SPIEs)
2.1.11 Provide Land Navigation:
Contractor shall provide up to two (2), eight (8) hours range days to support the following:
2.1.11.1 Provide Land Navigation in support of the following day and night training evolutions:
- Read the terrain
- Plan the best routes
- Find points quickly
2.1.12 Obstacle Courses:
2.1.12.1 Contractor shall provide up to three (3), eight (8) hour range days to support up to three (3) Obstacle Course(s) to include the following:
- Provide Off Road Track
- Terrain trails
- Overcome Obstacles
2.1.13 Drop Zones:
2.1.13.1 Contractor shall provide up to three (3), eight (8) hour range days to support up to three (3) certified Drop Zone(s) in support of day and night evolutions.
3.0 CONTRACTOR QUALIFICATIONS AND RANGE ACCESSORIES CERTIFICATIONS:
Safety is of the utmost concern to the government and the end user during each event due to the risks that are presented. It is imperative that the instructors facilitating any course have the highest level of experience and the formal training qualifications required to ensure the risk to all is mitigated to an acceptable level. To ensure the government and the end user receive the safest and most comprehensive training support possible, the following certifications and qualifications are mandatory:
- Provide SRT which shall meet certified Brinell hardness rating of 400 to 550 steels with an abrasion resistant coating.
- Provide certified EMT on site to provide medical coverage during all training evolutions at the government's request.
- Provide an up-to-date copy of all training range EAP's for any Life/Limb/Eye emergencies upon award.
4.0 ADDITIONAL REQUIREMENTS:
Contracted training ranges must also meet and provide the following:
- Paper targets for all training evolutions/scenarios.
- Bullet traps in support of CQC/shoot house training.
- Provide paint and brush for SRT maintenance.
- Expended brass and empty ammunition/explosive container pick-up and disposal.
- Qualify designated EOD Group TWO personnel as Range Safety Officers.
- Provide climate-controlled classroom.
- Provide approved ammunition/explosive storage area.
- Provide covered area with tables for personnel to load ammunition magazines and perform weapons maintenance.
- Provide covered area for explosive charge construction.
5.0 GOVERNMENT FURNISHED EQUIPMENT:
5.1 Personal Protective Equipment . EODGRU TWO will provide all military personal, team-particular or team sized equipment and personal protective equipment needed to perform the required tasks. The equipment list will be in accordance with each operator's specific Standard Operating Procedure for shooting, demolition, climbing, and air operations.
5.2 Transportation. The government shall provide all necessary transportation for operators and their equipment only, to and from training locations to include travel costs that may be associated herewith.
6.0 MISHAP
The Contractor shall promptly report to the COR/TPOC and procuring Contracting Officer (PCO) if a mishap involving services under this contract results in an injury. If the U.S. Navy conducts an investigation of the accident, the Contractor (including all Sub-Contractors) shall cooperate with the government personnel until the investigation is completed. The Contractor shall allow authorized government representatives access to the Contractor's facilities, personnel, and safety program documentation.
7.0 SCHEDULING
The contractor shall be flexible in training schedule, requirements and training dates in order to meet short notice deployment dates of EODGRU-2 Forces and Adaptive Force Packages. The contractor shall be provided a minimum of one (1) week notification of services requested. Any resultant task orders may be cancelled within 48-hours of service start date at no cost to the Government. The Government shall be required to pay up to the full amount for all task orders cancelled with less than 48-hour notice,
8.0 EMERGENCY ACTION PLAN
This PWS assumes that all personnel are qualified to implement any emergency action plan for the safe conduct of training and classroom evacuation.
Onsite medical support must be in compliance with OPNAVINST 3591.1 series. When there is conflict between the Navy EAP and the contractor's EAP, the contractor's EAP will be primary.
Addendum to FAR 52.232-18: Pursuant to FAR clause 52.232-18, funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract.
Requirements EODGRU-2 requires a low to no impact all-inclusive training support solution to include the utilization of shooting and demolition ranges. All training ranges must be located within 50 miles of Joint Expeditionary Base Little Creek/FT Story, Virginia area.

Inspection and Acceptance Term s: All supplies/services will be inspected by the Government and accepted by the Government.
QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)
: To ensure that the Government has an effective and systematic method of surveillance for the services in the PWS. The QASP will be used Purpose primarily as a tool to verify that the contractor is performing all services required by the PWS in a timely, accurate and complete fashion.
2. Performance Standards:
The COR will perform surveillance to determine if the contactor meets the standards from:
a. Schedule - The due dates for deliverables and the actual accomplishment of the schedule will be assessed against original due dates and milestones established for the contract or task order(s).
b. Deliverables - The deliverables required to be submitted will be assessed against the specifications for the deliverables detailed in the contract/task order(s) and the Quality Control Plan (QCP), if required by the contract, for the required content, quality, timeliness, and accuracy.
c. Past Performance - In addition to any schedule, and deliverable aspects of performance discussed above, pursuant to FAR 42.15, the Government will assess the contractor's record of conforming to contract requirements and to standards of good workmanship the contractor's adherence to contract schedules including the administrative aspects of performance, the, contractor's history of reasonable and cooperative behavior and commitment to customer satisfaction, and the contractor's business-like concern for the interest of the customer.
3. Surveillance methods: The primary methods of surveillance used to monitor performance of this contract will include, but not be limited to, random or planned sampling, periodic inspection, and validated customer complaints.

5. Incentives/Disincentives:
The COR makes an annual report on Contractor Performance via CPARS or other annual report that may be required. The contractor's failure to achieve satisfactory performance under the contract/task order, reflected in the COR's annual report, may result in termination of the contract/task order and may also result in the loss of future Government contracts/task orders. The contractor's failure to achieve satisfactory performance under the contract/task order may result in the non-exercise of available options.
For each item that does not meet acceptable levels, the Government may issue a Contract Discrepancy Report (CDR). CDRs will be forwarded to the Contracting Officer with a copy sent to the contractor. The contractor must reply in writing within 5 days of receipt identifying how future occurrences of the problem will be prevented. Based upon the contractor's past performance and plan to solve the problem, the Contracting Officer will determine if any further action will be taken.
In accordance with the inspection of services provisions of the contract, the contractor will be incentivized to provide quality products in a timely manner since the Government can require the Contractor, at no additional cost, to replace or correct work that fails to meet contract requirements.

CONTRACTOR COMPLIANCE WITH THE CYBERSECURITY MATURITY MODEL CERTIFICATION LEVEL REQUIREMENTS (NOV 2025)
(a) . As used in this clause- Definitions
"Controlled unclassified information" means information the Government creates or possesses, or information an entity creates or possesses for or on behalf of the Government, that a law, regulation, or Governmentwide policy requires or permits an agency to handle using safeguarding or dissemination controls (32 CFR 2002.4(h)).
"Current" means-
(1) With regard to Conditional Cybersecurity Maturity Model Certification (CMMC) Status-
(i) Not older than 180 days for Conditional Level 2 (Self) assessments and Conditional Level 2 (certified third-party assessment organization (C3PAO)) assessments, with-
(A) No changes in compliance with the requirements at 32 CFR part 170 since the Conditional CMMC Status date (see 32 CFR
170.16 and 170.17); and
(B) A corresponding affirmation of continuous compliance by an affirming official (see 32 CFR 170.4); and
(ii) Not older than 180 days for Conditional Level 3 (Defense Industrial Base Cybersecurity Assessment Center (DIBCAC)) assessments, with-
(A) No changes in compliance with the requirements at 32 CFR part 170 since the Conditional CMMC Status date (see 32 CFR 170.18); and
(B) A corresponding affirmation of continuous compliance by an affirming official;
(2) With regard to Final CMMC Status-
(i) Not older than 1 year for Final Level 1 (Self), with-
(A) No changes in compliance with the requirements at 32 CFR part 170 since the Final CMMC Status date (see 32 CFR 170.15); and
(B) A corresponding affirmation of continuous compliance, not older than 1 year, by an affirming official;

(A) No changes in compliance with the requirements at 32 CFR part 170 since the Final CMMC Status date (see 32 CFR 170.18); and
(B) A corresponding affirmation of continuous compliance, not older than 1 year, by an affirming official; and
(3) With regard to affirmation of continuous compliance (32 CFR 170.22), not older than 1 year with no changes in compliance with the requirements at 32 CFR part 170.
"Cybersecurity Maturity Model Certification (CMMC) status" means the result of meeting or exceeding the minimum required score for the corresponding assessment. The potential statuses are as follows:
(1) Final Level 1 (Self).
(2) Conditional Level 2 (Self).
(3) Final Level 2 (Self).
(4) Conditional Level 2 (C3PAO).
(5) Final Level 2 (C3PAO).
(6) Conditional Level 3 (DIBCAC).
(7) Final Level 3 (DIBCAC).
"Cybersecurity Maturity Model Certification unique identifier (CMMC UID)" means 10 alpha-numeric characters assigned to each CMMC assessment and reflected in the Supplier Performance Risk System (SPRS) for each contractor information system.
"Federal contract information (FCI)" means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government. It does not include information provided by the Government to the public, such as on public websites, or simple transactional information, such as information necessary to process payments.
"Plan of action and milestones" means a document that identifies tasks to be accomplished. It details resources required to accomplish the elements of the plan, any milestones in meeting the tasks, and scheduled completion dates for the milestones, as defined in National Institute of Standards and Technology Special Publication 800-115 (32 CFR 170.21).
(b) . The Cybersecurity Maturity Model Certification (CMMC) is a framework for assessing a contractor's compliance with Framework applicable information security protections (see 32 CFR part 170).
(c) . The CMMC assessments will not duplicate efforts from any other comparable DoD assessment, except for rare circumstances Duplication when a reassessment may be necessary, for example, when there are indications of issues with cybersecurity and/or compliance with CMMC requirements.
(d) . The Contractor shall- Requirements
(1)(i) Have and maintain for the duration of the contract a current CMMC status at the following CMMC level, or higher: ____ for all information Contracting Officer insert: CMMC Level 1 (Self); CMMC Level 2 (Self); CMMC Level 2 (C3PAO); or CMMC Level 3 (DIBCAC) systems used in performance of the contract, task order, or delivery order that process, store, or transmit FCI or CUI; and
(ii) Consult 32 CFR 170.23 related to the flowdown of the CMMC requirements, and flow down the correct CMMC level to subcontracts and other contractual instruments;
(2) Only process, store, or transmit FCI or CUI on contractor information systems that have a CMMC status at the CMMC level required in paragraph (d)(1) of this clause, or higher;
(3) Complete on an annual basis, and maintain as current, an affirmation, by the affirming official (see 32 CFR 170.4), of continuous compliance with the requirements associated with the CMMC level required in paragraph (d)(1) of this clause in the Supplier Performance Risk System (SPRS) ( ) for each CMMC UID applicable to each of the contractor information systems that process, store, or transmit FCI https://piee.eb.mil or CUI and that are used in performance of the contract;
(4) Ensure all subcontractors and suppliers complete prior to subcontract award, and maintain on an annual basis, an affirmation, by the affirming official (see 32 CFR 170.4), of continuous compliance with the requirements associated with the CMMC level required for the subcontract or other contractual instrument for each of the subcontractor information systems that process, store, or transmit FCI or CUI and that are used in performance of the subcontract; and
(5) If the Contractor has a CMMC Status of Conditional, successfully close out a valid plan of action and milestones (32 CFR 170.21) to achieve a CMMC Status of Final.
(e) . The Contractor shall- Reporting
(1) Submit to the Contracting Officer-
(i) The CMMC UID(s) issued by SPRS for contractor information systems that will process, store, or transmit FCI or CUI during performance of the contract; and
(ii) Any changes in the CMMC UIDs generated in SPRS throughout the life of the contract, task order, or delivery order, if applicable;
(2) Enter into SPRS the results of a current self-assessment for each CMMC UID, not covered by a C3PAO assessment or DIBCAC assessment, applicable to each of the contractor information systems that process, store, or transmit FCI or CUI and that are used in performance of the contract; and
(3) Complete in SPRS on an annual basis and maintain as current an affirmation of continuous compliance by the affirming official (see 32 CFR 170.4) for each self-assessment, C3PAO assessment, or DIBCAC assessment required under the contract in SPRS.
(f) . The Contractor shall- Subcontracts
(1) Insert the substance of this clause, including this paragraph (f) and excluding paragraph (e)(1), in subcontracts and other contractual instruments, including those for the acquisition of commercial products or commercial services, excluding commercially available off-the-shelf items, if the subcontract or other contractual instrument will contain a requirement to process, store, or transmit FCI or CUI; and
(2) Prior to awarding a subcontract or other contractual instrument, ensure that the subcontractor has a current CMMC certificate or current CMMC status at the CMMC level that is appropriate for the information that is being flowed down to the subcontractor based on the requirements at 32 CFR 170.23.

(a) As used in this clause- Definitions.
"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.
"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.
"Payment request" and "receiving report" are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as Electronic invoicing.

The security text does not apply in cases where the contractor/vendor does not have access to Navy Marine Corps Intranet (NMCI) computers, is not issued a Common Access Card (CAC) and is involved in training or other short term duties of less than 30 days duration that allow for the use of a visitor request. In these cases, the government employee must submit a Visitor Access Request (VAR) to the main gate or applicable processing entity for your facility and assume responsibility to escort those without CAC Credentials.
This local text does not apply to non-United States (U.S.) Nationals (foreign nationals) who are contactor employees performing work overseas. This text is applicable to the U.S. Nationals living in the U.S. or overseas who are performing work on a Navy contract.
The investigation of a non-U.S. national at a foreign location must be consistent with a National Agency Check with Written Inquiries (NACI), to the extent possible and include a fingerprint check against the Federal Bureau of Investigation (FBI) criminal history database, an FBI investigations file (name check) search and a name check against the terrorist screening database. Also, the above cited reference notes that Foreign Nationals may not be granted CAC credentials until completion of their investigation and not in the interim.
Per Department of Defense Memorandum (DoDM) 5200.2, Department of Defense (DoD) components must initiate and ensure completion of a background investigation before applying the credentialing standards to a non-U.S. national at a foreign location. The background investigation must be favorably adjudicated before a CAC can be issued to a non-U.S. national at a foreign location. The type of background investigation may vary based on standing reciprocity treaties concerning identity assurance and information exchanges that exist between the U.S. and its allies or agency agreements with the host country.
CONTRACTOR UNCLASSIFIED ACCESS TO FEDERALLY CONTROLLED FACILITIES, SENSITIVE INFORMATION, IT
SYSTEMS OR PROTECTED HEALTH INFORMATION
Executive Order 13467, Reforming Processes Related to Suitability for Government Employee, Fitness for Contractor Employees and Eligibility for Access to Classified National Security Information, Homeland Security Presidential Directive (HSPD)-12, requires government agencies to develop and implement Federal security standards for Federal employees and contractors. The 5 CFR 32 Part 157 in concert with DoD Manual 1000.13, Vol 1, implements the Federal Standards.
APPLICABILITY
This text applies to all DoD sponsored individuals who require CAC eligibility (or login and P/W if acceptable per contract) for: Physical access to DoD facilities or non-DoD facilities on behalf of DoD; Logical access to information systems (whether on site or remotely); or remote access to DoD networks that use only the CAC logon for user authentication, or access to sensitive and protected information. This applies to the Office of the Secretary of Defense (OSD), the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant

Each contractor employee providing services at a Navy command under this contract is required to obtain a DoD CAC. Additionally, depending on the level of computer/network access, the contract employee will require a successful investigation as detailed below.
ACCESS TO FEDERAL FACILITIES
Definition. As used in this clause - Military installation means a base, camp, post, station, yard, center, or other activity under the jurisdiction of the Secretary of a military department, or, in the case of an activity in a foreign country, under the operational control of the Secretary of a military department or the Secretary of Defense (see 10 U.S.C. 2801(c)(4)).
Per HSPD-12 and implementing guidance, all contractor employees working at a federally controlled base, facility or activity under this clause will require a DoD CAC. When access to a base, facility or activity is required contractor employees shall in-process with the Command's Security Manager (CSM) upon arrival to the command and shall out-process prior to their departure at the completion of the individual's performance under the contract.
Training. Contractor employees who require routine physical access to a Federally controlled facility or military installation shall complete "Level I Antiterrorism Awareness Training" prior to gaining access to a facility and annually thereafter in accordance with DoDI O-2000.16 Vol. 1. In accordance with Department of Defense Instruction O-2000.16 Volume 1, DoD Antiterrorism (AT) Program Implementation: DoD AT Standards, Level I Antiterrorism Awareness Training shall be completed by:
1. Completion of "Level I Antiterrorism Awareness Training" available at https://jkodirect.jten.mil/pdf/atl1/launch.html; or
2. Under the instruction of a qualified Level I Antiterrorism Awareness instructor; or
3. By providing a training certificate for "Level I Antiterrorism Awareness Training" training showing completion within the last calendar year.
The contractor will submit certificates of completion for each affected contractor employee and subcontractor employee to the COR or to the contracting officer, if a COR is not assigned, prior to being granted access to a Federally controlled facility or military installation.
Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (d), in subcontracts, including subcontracts for commercial items, when subcontractor performance requires routine physical access to a Federally-controlled facility or military installation.
