The justification for sole source award under 41 U.S.C. 1901 and FAR 13.501(a) is based on Academi Training Center LLC being the only company within 50 miles capable of providing the required services, including unique underwater demolition ranges and specialized EOD training facilities. Market research, including a Sources Sought notice posted on the SAM website on December 18, 2025 (closing January 5, 2026), identified only Academi Training Center LLC as capable of performing the work. The Contract Specialist contacted three local range operators, all of whom confirmed inability to provide the required services. The original contract N0018916D0024 was competed but received only one quote at solicitation closing. The Contracting Officer has determined the anticipated cost to be fair and reasonable, and no plans exist to compete future contracts for these services unless another qualified source emerges.

Source Selection Information – See FAR 2.101 and 3.104

SOLE SOURCE JUSTIFICATION

1. Identification of Agency and Contracting Activity.

The requiring activity is Navy Explosive Ordnance Disposal (EOD) Group Two, Little Creek, Virginia;

the contracting activity is NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Fleet Directorate.

2. Description of the Action Being Approved.

This is a sole source action for the provision of Local Civilian Range support services that are currently performed under Contract N0018921D0013. Contract N0018921D0013 was awarded 30 April 2021 on a sole source basis as a firm fixed-price contract to Academi Training Center LLC; the existing contract expires on 30 April 2026.

3. Description of Supplies/Services.

The objective of this requirement is to acquire the service of a Contractor who will provide the required ranges which include shooting and demolition. EOD Group TWO requires a low to no impact all inclusive training support solution for the operational EOD team attending. All training ranges must be located within 50 miles of Joint Expeditionary Base Little Creek/FT Story, Virginia area. The Contractor shall provide all labor, materials, facilities, equipment and medical support including, but not limited to, all qualified staff where applicable or necessary to support training administered by EOD Group TWO personnel.

The resultant contract will be funded with FY26 Navy Operations & Maintenance

(O&MN) appropriations. The base period funds are currently available. Additionally, Task Orders will be funded utilizing O&MN appropriations of the fiscal year in which the Task Order is issued. The following chart details the estimated price for the overall effort (inclusive of FAR 52.217-8):

4. Statutory Authority Permitting Sole Source.

The statutory authority permitting this sole source action is 41 U.S.C. 1901, Simplified acquisition procedures - a sole source acquisition using simplified acquisition procedures for the acquisition of commercial items, as implemented by FAR 13.501(a).

5. Rationale Justifying Use of Cited Statutory Authority.

EOD requires Local Civilian Range support services within 50 miles of Joint Expeditionary Base Little

Creek. The utilization of ranges exceeding a distance of 50 miles would incur an undue administrative and financial burden upon EDOGRU-2 including but not limited to: per diem costs, helicopter logistics and fuel costs, increased burden of personnel and equipment transport, etc. Academi Training Center, LLC is the only company within 50 miles of the command capable of providing the required range services and has successfully completed the required services for the past (10) years.

The original contract, N0018916D0024, was solicited as full and open competition; however, at time of solicitation closing, only one (1) quote was received and was ultimately awarded to Academi Training

Center, LLC.

The market research for the current contract, N0018921D0013, also yielded only one source and this was solicited and awarded on a sole source basis to Academi Training Center, LLC.

Up to date market research, as detailed below, revealed that Academi Training Center, LLC remains the only company currently capable of providing the required services due to their unique qualifications such as providing underwater demolition ranges, along with the specific type of facilities required for

EOD Group TWO to successfully perform their training requirements. No other range within 50 miles can provide the required facilities to support the mission needs. EOD Group TWO has confirmed the requirements as stated in the Performance Work Statement (PWS) are the minimum requirements to meet the Government’s needs.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable, including a

Description of Market Research, if applicable, and a List of Interested Sources, if any.

A sources sought notice for the proposed contract was posted on the SAM website on 18 December

2025 with a closing date of 05 January 2026 and only Academi Training Center, LLC expressed an interest in this requirement. In addition to the sources sought, the Contract Specialist contacted three (3) local ranges located via the small business dynamic search tool, to identify if they maintained the capabilities to perform the requested services. All three (3) vendors responded that they could not perform the requested services. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than Academi Training Center, LLC to provide the required supplies and services.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined that the anticipated cost to the Government of the services covered by this Justification will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in Paragraph 5, NAVSUP FLC Norfolk has no plans at this time to compete future contacts for the types of services covered by this document. If another potential source emerges, NAVSUP FLC Norfolk will assess whether competition for future requirements is feasible.
