This procurement is a small business set-aside with a 500-employee size standard under NAICS 113310, Logging.
Place of performance is Lincoln, Montana, within the Helena-Lewis and Clark National Forest, Lincoln Ranger District. This is a combined synopsis/solicitation for commercial items under FAR Part 12, issued as RFQ 12363N26Q4090; no separate written solicitation will be issued. The contract is firm-fixed price with performance extending through December 31, 2030.
Mandatory work includes cutting and removing timber from 708 acres (estimated 33,652 tons total volume, including Douglas-fir and lodgepole pine sawtimber and nonsawtimber), road maintenance on 16.92 miles, yarding and processing on 70.2 acres, machine piling on 247.2 acres, and mechanical thinning on 41.2 acres. Optional work comprises hand thinning for hazardous fuels reduction and lopping and scattering operations across 491.5, 143, and 219.3 acres respectively. Timber pricing is specified: Douglas-fir and other sawtimber minimum $17.39 per ton, lodgepole pine sawtimber minimum $17.39 per ton, combined softwood nonsawtimber minimum $0.12 per ton. Payment is made through stewardship credits and appropriated funds on a monthly basis as work is accepted. A timber payment guarantee via surety bond, cash deposit, or negotiable securities is required. Maximum operations fire suppression cost is $6,600.
Mechanical operations are restricted to dry soil conditions (>85% of unit) or winter conditions (6+ inches frozen ground or 10+ inches packed snow). Skidding is limited to slopes less than 35%. Quality acceptance standards are 90 percent for thinning and piling, 100 percent for road maintenance; contractors have 24 business hours to remediate substandard work or face termination. Contractors must comply with Service Contract Act wage rates (forestry occupation rates ranging $17.67–$26.57 per hour) and Executive Order 13706 paid sick leave requirements. No Davis-Bacon rates apply.
Technical proposals must address work activity plans, methods, equipment, key personnel, timing, past performance, and local community benefit strategies. Amendment 0002 (posted August 6) provided responses to pre-bid questions and a revised timber price schedule; Amendment 0001 (posted July 20) scheduled a site visit for July 30, 2026, and extended the question deadline to August 11, 2026.
