Amendment No. 0002, dated 08/06/2026 Lincoln Springs Stewardship IRSC

Lincoln Springs Stewardship IRSC Solicitation Number 12363N26Q4090

Q1.) What are the requirements for hand thinning?

A1.) Please refer to Appendix A, page 1,2,5 and 6 for the requirements for hand thinning including diameter and lop and scatter. Specifically work items 6a, 6b, 7 and 8 are to be completed by hand.

Q2.) Is there a requirement to remove any material from the hand unit work items?

A2.) No, there is no requirement to remove any material from the hand unit work items.

Q3.) I wanted to know if it is possible to bid only for the optional work for this contract (i.e. item # 6b, 7, and 8)?

A3.) No, as a prime contractor you cannot submit a quote on what items you would like to complete. Please refer to the solicitation, page 5, Note 03: Price Proposals MUST be provided on ALL Items in Schedules: Mandatory Work and Optional Work Activities and Timber or other products Removal Price Schedule. Unit prices prevail. If you want to potentially subcontract for only work on a specific item(s), you need to have those discussions with a prime contractor that is quoting on the project. Those discussions are between the prime contractor and the subcontractor(s).

Q4.) Does Davis-Bacon apply?

A4.). No, there is no construction. Service wage rates apply and are in the solicitation.

Q5.) What NAICS code is being used?

A5.) Review block 10 of the SF1449. This is a small business set-aside using NAICS 113310; 500 employees. For question on size standards, you may need to contact the Small Business Administration (SBA). You need to register in https://sam.gov/ to respond to the solicitation. You also need to register for NAICS code 113310 and can register under more than one NAICS code. If you are having difficulties registering, contact APEX which was formerly Procurement Technical Assistance Center (PTAC). Information is in the letter that was sent out to the timber mailing list on July 20, 2026. Through https://sam.gov/ contractors may register for updates to the solicitation. Project is in the plan holder’s list, but the official site is https://sam.gov/. May need to download or print the solicitation package individually rather than all at once.

Q6.) When is the solicitation due?

A6.) Solicitation due date was changed with amendment 0001 and is due on August 18, 2026. No hard copies will be accepted and must send response electronically. See block 28 on the SF1449. May want to request a receipt reply.

Q7.) Which items to quote?

A7.) Quoters must provide a quote on both mandatory and optional items. Read the entire solicitation. Must complete the SF449 and sign on the front page. There are two parts: pricing and technical portion. Review such items as Instructions to Offerors, Evaluation, Submit the Following and Schedules and Reports.

Q8.) Are we going to post the first sign-in sheet for the site visit?

A8.) No, as there were no participants, we scheduled another site visit. There will be a second amendment with the sign-in sheet, questions and answers and a change to the Timber Subject to Agreement Price Schedule as it is missing the Minimal Acceptable Offer of $0.12.

Q9.) Are stewardship credits used the same way as a G to Z?

A9.) This is not a G to Z and there is a reference in the solicitation on stewardship credits.

Q10.) Is this project in litigation?

A10.) No.

Q11.) What is the volume?

A11.) Quoters will need to review the cruise and in particular table UC5 which has both the unit-by-unit information and volume summary. Only standing, leaning, bark on was cruised for non-saw. No gray or on the ground is included.

https://sam.gov/

Q12.) Can we in the woods pile for item 3 (Yarding, Processing, Decking and Landing Piling)?

A12.) No to the landing

Q13.) For item 4 (Machine Piling) can it be hand piled?

A13.) Yes, but planned for machine.

Q14.) For items 6a (Hand Thinning) and 6b (Hand Thinning) are all trees less than 6”?

A14.) YES, and trees greater that 6” should be cut to meet spacing requirements (see #3 Appendix A, page 6 of 14) and thin from below for a 15’ spacing targeting trees less than 6” (see #4 Appendix A, page 6 of 14).

Q15.) How was the project cruised (did it include nonsaw)?

A15.) Non-saw – not all units were cruised for non-saw; however non-saw was expanded to all units. The material is primarily firewood – however there is an incidental amount of post & pole.

Q16.) Will optional be awarded at award?

A16.). Per the solicitation, award may be made for optional items in any order that the Contracting Officer determines is in the best interest of the Government. If funding is available, yes optional item(s) may be awarded at time of award. See page 32, Optional Line Items. The Government may fund and unilaterally exercise optional line items identified in the schedules, in the quantity and at the awarded price. The Contracting Officer may exercise unfunded options by written notice to the contractor within the first two years unless otherwise agreed. Optional items may be funded with appropriated dollars or non-monetary credit. If the optional line item(s) are not exercised at time of award, a bilateral modification may be issued to execute after award.

Q17.) Are the winter range restrictions by unit?

A17.) No by subdivision. There are three subdivisions which correspond to three main access points – this limitation is only for timber harvest units.

Q18.) What are the traffic control requirements?

A18.) Please refer to Appendix C.

Q19.) Can we deliver sawtimber outside Sustained Yield Unit (SYU)?

A19.) No, unless an exception is granted as outlined in the SYU Management Plan.

Q20.) What are the SYU requirements for firewood?

A20.) Delivery destinations outside the SYU may be approved for non-sawtimber that will be used as firewood by the Contracting Officer. Reporting of delivery destination, quantity, i.e. Ton, delivered and “buyers” agreement are required. Additional reporting required for manufacturers as defined in the SYU Management Plan.

Q21.) Can we do load counts still?

A21.) Load counts are permissible and could be agreed to by Contracting Officer under C6.822 at their discretion. Please reference Appendix B, C8.643 – TRI-FOREST FEDERAL SUSTAINED YIELD UNIT. (5/26) Montana Tri-Forest Federal Sustained-Yield Unit Management Plan.

First stop – unit 26 Q22.) What is cut and removed in the unit (stopped at unit 26)?

A22.) Orange paint is designated leave, refer to C2.38# - Species Designation. Note the trees where orange paint was blacked out.

Q23.) Is gray material included as non-saw?

A23.) No.

Second stop – unit 21 and unit 22a Q24.) What is the steepest grade at the top (second stop, unit 21 and 22a)?

A24.) Approximately 45% at the top. The cut bank may be higher. Note there are steep exclusions above the road and limited landing Spaces. For unit 21, see C2.355# Designation by Prescription. For unit 22a, see C2.38# Species Designation.

Third stop – unit 307.1 Q25.) What is an example of fuels area (third stop, unit 307.1) which is item 3 (yarding, processing, decking and landing piling)?

A25.) This unit is included in work item three which requires material to be skidded to a landing.

Q26.) Can we cut standing dead/live trees to maneuver?

A26.) Yes, with approval from the CO. Dead lodgepole pine boles include standing and down, yarding includes felling.

Q27.) Can we bring anything to the landing that meets non-saw?

A27.) Yes

Q28.) Can the live lodgepole be cut and brought to the landing for item 3 (Yarding, Processing, Decking and Landing Piling) and item 5 (Mechanical Thinning, Yarding Processing, Decking and Landing Piling)?

A28.) No.

Q29.) Why were live trees not included?

A29.) Target objective is to remove dead material from the site.

Q30.) What is included in Road Maintenance?

A30.) See Appendix C.

Q31.) I have seen contracts taken back (not awarded) on cost – do you have enough budget – volume has value, but it doesn’t cover all Items?

A31.). There is a budget for the project that aligns with an internal Government estimate. The Government estimate is compared to the quotes received in addition to reviewing historical data and reviewing the current market to determine fair and reasonable. During COVID, we witnessed increases in pricing and projects may not have been awarded and that can still happen. The goal is to award the project. If award cannot be made, the Government may need to review the solicitation package and resolicit.

Q32.) What is the benchmark for fair and reasonable?

A32.) There are no benchmarks. As stated above, pricing is reviewed. Mandatory items are reviewed first and then optional items are reviewed.

Q33.) Quality of harvest units?

A33.) It was stated the harvest units along the Lincoln Ditch Road are the lowest quality.

Q34.) What are the distances of item 3 (Yarding, Processing, Decking and Landing Piling) #11 and item 4 (Machine Piling) #6?

A34.) For item 3 #11 do not remove any dead lodgepole pine boles within 15 feet of the trail. For item 4 #6 no piles within 15 feet of the trail.

Q35.) Do you have an estimate from the cruise what the tons or number of pieces to be removed or the average size to be piled?

A35.) No.

Q36.) Can you propose an alternate proposal during implementation?

A36.) No, must be submitted prior to award with your quote. See page 45 of 51 #60 Quoters shall submit the following information to allow for evaluation as detailed in FAR 52.212-1 Evaluation. Read the instructions carefully.

Q37.) Did you use Earth Force to direct DxP or virtual boundaries?

A37.) No.

Q38.). If the project is litigated how will stewardship credits get paid out?

A38.) It would depend on what the orders state as this would be a unique situation. Refer to the solicitation beginning on page 12 discussing stewardship credits and payments. Refer to the payment section in the solicitation under #6, FAR 52.212-4 TERMS AND CONDITIONS, payment shall be made for items accepted by the Government that have been delivered to the delivery destination set forth.

Q39.) Are there any contentious issues or groups that might have an interest in the project?

A39.) Local support.

Q40.) Can you haul sawlogs outside of the Sustained Yield Unit (SYU)?

A40.) Please refer to Section D – LIMIT of MANUFACTURING AREA in the SYU Management Plan for exceptions.

Fourth stop – unit 300 Q41.) What are the specifications for hand thinning in this unit?

A41.) Refer to Appendix A – Mandatory/Optional Item 6a and 6b for diameter, species and distance specifications. Due to soils and Riparian Management Zone (RMZ), this unit requires hand thinning.

Q42.) Can equipment travel between units off road?

A42.) This would be case by case approval.

Fifth stop – unit 3a and unit 3b Q43.) What is the low-end specification for saw timber?

A43.) See A2 Appendix B page 3.
