About this opportunity
The Library of Congress seeks a highly experienced sign fabricator to provide wayfinding signage fabrication, delivery, and installation services throughout the Thomas Jefferson building, with proposals due June 10, 2026. This is an unrestricted acquisition with no set-aside.
Place of performance is Washington, DC. The scope encompasses interior signage across eight sign groups (A–H) totaling approximately 694 individual signs, including miniliths, monoliths, poster cases, orientation hubs, lunettes, banners, overhead signs, wall directionals, maps, nameplates, and dimensional graphics fabricated from aluminum, acrylic, vinyl, photopolymer panels, and stainless steel with powder coat finishes in Library White, Orange, and Black. Two optional contract line items cover exterior signage (Sign Groups M–R) including poster cases, monoliths, banners, welcome gateways, corner title signs, and plaza sculptures. All signage must be transportable via existing building elevators and stairways and have neoprene padding beneath the base.
The contractor must demonstrate a minimum of three relevant projects within seven years showing wayfinding expertise for museums, universities, libraries, or cultural institutions. Key personnel requirements include a museum fabrication principal with 7+ years experience, a project manager with 5+ years museum exhibition experience, a fabrication manager with 8+ years commercial fabrication experience, a District of Columbia licensed structural engineer, and an electrical inspector. All structural elements must meet IBC, NFPA 70, NFPA 101, ADA, and Architect of the Capitol Design Standards. The contractor must submit detailed construction drawings within five business days of receiving design files, with Architect of the Capitol structural and electrical engineer approvals required for specified sign types before fabrication. Material samples and 1:1 scale prototypes are required for multiple sign types. The base period runs June 22, 2026 through July 1, 2027, plus a one-year warranty period.
The contract is firm fixed-price. Service Contract Labor Standards compliance applies under Wage Determination 2015-4281 for Washington, DC. Insurance requirements include $500,000 general liability and $100,000 employee liability coverage. Evaluation weighs technical approach, management and staffing, corporate experience, and past performance as significantly more important than price. The NAICS code is 33995, Sign Manufacturing; PSC code is 9905, Signs, Advertising Displays, and Identification Plates. Amendment 0003 extended the proposal deadline from June 5 to June 10, 2026.
