Statement of Work Summary
This Statement of Work describes wayfinding signage fabrication services for the Library of Congress Thomas Jefferson Building. The contractor must provide comprehensive services including site visits and field measurements, generation of shop and engineering drawings, fabrication of all wayfinding elements, delivery, installation, and project management. The scope encompasses interior signage across eight sign groups (A through H) totaling approximately 694 individual signs, plus optional exterior signage across five sign groups (M through R) if the Library exercises those options. All signage must be fabricated to be transportable via existing building elevators and stairways, with components designed for portability and stability. All signs shall have neoprene padding beneath the base.
Interior sign types include miniliths, monoliths, poster cases, orientation hubs, lunettes, banners, overhead signs, wall directionals, maps, nameplates, and dimensional graphics, fabricated from materials such as aluminum sheet and tube stock, acrylic, vinyl, photopolymer panels, and stainless steel with specified powder coat finishes in Library White, Orange, and Black. Optional exterior signage includes poster cases, monoliths, banners, welcome gateways, corner title signs, and plaza sculptures. The contractor must submit detailed construction drawings within five business days of receiving the COR's electronic design files, with AOC structural and electrical engineer approvals required for specified sign types before fabrication. Material samples and 1:1 scale prototypes must be provided for multiple sign types and shipped to the Library in Washington, D.C. and Applied Information in London. The contractor shall deliver all signage per specified logistics requirements, conduct installation with COR coordination, perform punch list corrections, provide a comprehensive operations manual, and maintain a one-year warranty on all work. All travel to Library facilities is non-reimbursable, and the contractor is financially responsible for damage repairs incurred during delivery and installation.

Structural
Provide a schematic design report or drawings that include the following items to the COR. The report must be prepared by or under the direct supervision of a professional structural engineer registered in the District of
Columbia, List the structural codes used as the basis for structural design in the summary explanation document.
Summarize the structural loads for the exhibit structure (dead, lateral, and others as applicable)
The required lateral loads are (non-concurrent):
5 pounds/square foot over the vertical surfaces (code minimum interior partition loads)
200 pounds concentrated lateral load applied 3.5 feet above the finished floor
OR 50 pounds / foot linear lateral load applied 3.5 feet above the finished floor
Summarize the overall structural components and the load paths for gravity and lateral loads.
Provide preliminary calculations evaluating the loads imparted by the exhibit on the existing structure and an evaluation of the existing structure’s capacity to support the applied loads. It is acceptable to equate concentrated or linear loads to equivalent uniform pressures for comparison to the original design live loads if reasonable assumptions are made for the tributary areas that support the concentrated loads. All assumptions must be clearly stated.
The minimum live load for the floor adjacent to the exhibit is 100 pounds / square foot. (Code required load for assembly areas).
Construction Submission:
Shop drawings for the exhibit design must be stamped by a registered professional structural engineer.
Drawings shall include:
List of applicable codes and standards.
All loads used in the structural design (dead, lateral, and others as appliable).
Loads imparted on the existing structure.
Size and relative locations of all structural members.
Details of all structural connections.

Design of all structural components and connections of the exhibit.
Evaluation of the existing structure’s capacity to support the applied loads.
Prior to fabrication, the Contractor shall have all detailed drawings of components that contain custom electrical systems (anything beyond a simple plug-in element) reviewed, signed, and stamped by a District of Columbia licensed electrical engineer to ensure all components meet applicable codes, standards, UL listings, and be listed by a Nationally Recognized Testing Laboratory (NRTL) for the intended usage. Drawings that include electrical components must include detail basic power plans and power requirements for electrical components in the casework and structures. The drawings will be reviewed by Library staff and the AOC.
AOC Approval of Drawings:
The drawings that need AOC approval require at least ten business days for review, redlining, and/or approval. The
Contractor shall make corrections to the drawings and resubmit updated drawings to the COR within (5) business days. The contractor shall include at least two rounds of reviews and resubmissions of detail drawings (including structural and electrical review and stamps) to accommodate AOC review and approval process. This process will be coordinated by the COR. AOC approval is required for the drawings associated with the deliverables at section
C.3.7.
All aspects of the design must conform to the exhibition production schedule and fabrication budget that will be provided by the COR at the kickoff meeting.
C.3.4: GRAPHICS REQUIREMENTS
