About this opportunity
The Library of Congress seeks an event management contractor to provide planning, staging, operations, and logistics services for the National Book Festival on a single-award Indefinite Delivery Indefinite Quantity basis, with proposals due June 23, 2026. The procurement is unrestricted and carries no set-aside.
Place of performance is Washington, DC. The IDIQ contract has a minimum order value of $25,000 and a maximum value of $25 million, with a base period from September 30, 2026 through September 29, 2027, plus four optional one-year periods extending through September 29, 2031. The NAICS code is 561920, Convention and Trade Show Organizers; PSC is R499, Support—Professional: Other.
Services encompass comprehensive event management across three formats: virtual, in-person, and hybrid. Scope includes festival planning (audiovisual services, web application creation, videography, livestreaming, signage, electrical coordination, internet bandwidth coordination, attendee needs assessment, and health and safety support); virtual festival delivery (web application development supporting 5,000 to 100,000 concurrent users with lobby, expo hall, gamification, breakout rooms, and VIP areas; operations center management; presentation recording and editing; livestreaming; and virtual meet-and-greets); in-person festival execution (stage backdrops, furniture, decor, rope and stanchions, signage, T-shirts, credentials, audiovisual equipment, lighting, carpet, drayage, and exhibitor coordination); television-style broadcasting; transportation services; ticketing; and accessibility support coordination. Generative AI is prohibited on deliverables without Contracting Officer authorization. FedRAMP compliance requirements will be finalized with the planning order awardee.
Offerors must demonstrate minimum qualifications: three large-scale in-person events with at least 10,000 attendees and $1 million budgets each; two large-scale virtual events with 50+ presentation sessions; and two large-scale hybrid events with 5,000+ attendees. Key personnel include a Project Executive (Company President or Vice President with 10+ years experience managing $1 million+ event budgets) and a Project Manager (7+ years experience managing $750,000+ budgets).
Pricing is firm-fixed for all orders. Proposals must be submitted electronically in three volumes: a seven-page minimum requirement demonstrating experience, a fifty-page technical proposal addressing IDIQ contract and 2027 planning order SOW, and a detailed price proposal. Evaluation uses best-value trade-off methodology, weighing non-price factors significantly higher than price. Questions were due June 3 at noon ET. Amendment 0001 (effective June 11) responded to questions received and revised Sections C, J, and L.
