About this file
This is Attachment J-1 to Solicitation 030ADV26R0033, providing historical information about the Library of Congress National Book Festival to inform potential contractors about past Festival scope and operations.
The document outlines Library of Congress staff responsibilities for Festival management, including overall event management, author selection and communications, graphic design, sponsorship development, multimedia services, web development, volunteer management (over 1,200 volunteers), security planning, and hospitality services. Historically, the Library has procured numerous services and items separately from the main event management contract, including advertisements, catering, digital signage, electrical services, internet connectivity, security services, iPhone/Android applications, K-9 security, medical services, merchandise, printing services, radios, sign language interpretation, speaker fees, and venue licensing. The document details approximately 30 distinct volunteer positions ranging from accessibility booth support to video support roles. The attachment includes visual examples of past Festival signage (avenue banners, lemons, stage backdrops, information booths, directional signs, sponsor signage, and room identification signs) and detailed floor plans from the 2019 Festival at the Walter E. Washington Convention Center across multiple levels (lower level, concourse, street level, and second/third level south building). The 2025 floor plans indicate shifts in venue layout with new room designations on first, second, and third floors, plus expo halls for book signings, sales, and food service. The document explicitly states that historical information is provided for scope reference only and does not convey intent to procure identical items or services in the same manner for future Festivals.
