This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (SF 1449) for the Library of Congress National Book Festival Event Management services.

The Library of Congress seeks an event management contractor to provide comprehensive planning, staging, operations, and logistics services for the National Book Festival on a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) basis. The contract has a minimum order value of $25,000 and a maximum value of $25,000,000, with a base period from September 30, 2026 to September 29, 2027, plus four optional one-year periods extending through September 29, 2031. The solicitation number is 030ADV26R0033, with a proposal due date of June 23, 2026 at 12:00 PM EDT. The acquisition is unrestricted (not set aside for any small business category). Services required include festival planning for virtual, in-person, and hybrid event formats; virtual event web application development and management; livestreaming and video production; exhibit and sponsor coordination; physical event logistics including audiovisual equipment, signage, furniture, transportation, and drayage; ticketing services; and key personnel including a Project Executive and Project Manager meeting specified experience thresholds. Pricing is firm-fixed for all orders, with the contractor required to complete a detailed IDIQ price schedule containing labor rates, price lists, and other deliverable rates. Proposals must be submitted electronically in three volumes: a minimum requirement demonstration (7 pages maximum), a technical proposal addressing all SOW requirements (50 pages maximum), and a detailed price proposal. Evaluation will be on a best-value trade-off basis with non-price factors weighted significantly higher than price, considering technical approach, corporate experience, management approach, and past performance.
