The Centers for Disease Control and Prevention seeks installation of Level 2 fiberglass reinforced polymer (FRP) ceiling panels over gypsum board ceilings and walls on the second floor of Building 401 at its Fort Collins, Colorado campus, with proposals due May 18, 2026, following amendments that extended the deadline from the original April 22 date. This is a HUBZone set-aside procurement.
Place of performance is Fort Collins, Colorado (3156 Rampart Road, Fort Collins, CO 80521). The project involves covering designated gypsum board ceilings with smooth, white FRP panels and trim installed to match existing installations, including demolition of delaminated ceiling portions, surface preparation, sealing, and coordination with CDC for phased access. Work must be performed during normal business hours (6 a.m. to 6 p.m., Monday through Friday) when feasible. All contractor personnel require CDC PIV cards (processing time 3–4 weeks for U.S. citizens). The Contractor's Non-Disclosure Agreement requires all contractor employees to sign individual NDAs prior to accessing government information, with prohibition on disclosure of non-public or procurement-sensitive information; access to procurement-sensitive information creates a conflict of interest precluding competition for resulting acquisitions.
Offerors must demonstrate a minimum of three years of experience with similar construction and interior finish projects. The period of performance is 180 calendar days after Notice to Proceed, with liquidated damages of $260.54 per day for delays. The estimated construction cost is $500,000 to $1,000,000. Performance and payment bonds equal to 100 percent of contract price are required within 10 days of award. A bid guarantee of 20 percent of proposed price or $3,000,000 (whichever is less) is required. Davis-Bacon wage rates apply; the updated wage determination (CO20260024, effective January 2, 2026) covers Larimer County, Colorado construction classifications. Buy American Act requirements apply to construction materials unless exceptions are approved. SOLICITATION DETAILS
The Centers for Disease Control and Prevention (CDC) requires a contractor to repair and refinish gypsum board ceilings and walls in laboratory, laboratory support, corridors, and ancillary spaces on the second floor of Building 401 at the CDC Ft. Collins campus. The primary work includes covering designated gypsum board ceilings with smooth, white fiberglass reinforced polymer (FRP) panels and trim, installed to match existing installations in the building. The contractor will be responsible for all materials, equipment, labor, and supervision necessary to complete the work, including demolition of delaminated ceiling portions, surface preparation, installation of FRP panels and trim, sealing, and coordination with CDC for phased access to work areas.
The project also requires compliance with all applicable health, safety, and environmental regulations, provision of temporary barriers and dust control, protection and temporary modification of fire protection systems, and coordination of work to minimize disruption to ongoing CDC operations. All work must be performed in accordance with the contract documents, drawings, and specifications provided by the Government.
Period of Performance:
Completion is required within 180 days after Notice to Proceed.
Minimum Vendor Qualifications:
Offerors must demonstrate at least three years of experience with similar construction and interior finish projects.
