RESPONSES TO RFIs

1. Period of Performance: Multiple durations (364, 180, and 270 days) are stated. Please confirm the required contract duration and whether it is negotiable. Based on our experience with similar projects in BSL 2 and above, for optimal coordination of work and safely paced installation, we believe a 365-day period of performance (POP) after Construction NTP is best suited to avoid POP extension.

The Period of Performance (POP) is 270 days after NTP.

2. Will progress payments be made available since this period of performance is long? We request that CDC consider progress payments based on completed square feet (FRP) or percentage of project completed. Or, possibly, weekly, semi-monthly, or monthly progress payments?

Yes, progress payments will be made.

3. Materials: For the specified FRP basis of design, are equivalent products acceptable? If so, please clarify the approval process.

Specified products can only be substituted in cases of obsolescence or inavailability and it must be proven that the substituted products are equivalent in function, adhesion, compatibility, and chemical resistance. We are trying to match an existing installation and have had good luck with the SOW’s Basis of Design materials and systems holding up to our specific chemical and gas decontamination materials and functioning together with the panel Manufacturer’s recommended and proven adhesives and trim pieces.

4. Quantities: Will a materials takeoff be provided, or is the contractor responsible for determining all quantities from the drawings and site conditions? We request that CDC provide drawings with dimensions or allow contractors to return to the facility to take on-site measurements.

The contractor is solely responsible for determining all quantities from the drawings and site conditions.

5. Phasing & Occupied Work: Please confirm phasing requirements, work hour restrictions, and expectations for working in occupied laboratory spaces.

Each phase’s laboratory spaces will be shut down, for the duration of each work phase.

Normal business hours are 6am to 6pm, Monday to Friday. The work should be within these times as much as possible.

6. Who will be responsible for removal of lab equipment? If contractor, where should the equipment be relocated to?

Lab equipment is not wholesale moving or moving out of each space. Very minor movement of the equipment may be required & allowed and the Contractor is to provide covers over all equipment that is in place or still in the labs during the work. The CDC will help coordinate and assist the Contractor with specific, directed equipment movement, in and out, and it is all expected to stay on the 2nd floor.

7. Who will be responsible for relocation of the equipment post completion of each of the phases? If contractor, who will be responsible for reconnection of lab equipment?

The CDC will help coordinate and assist the Contractor with equipment movement. No equipment shall be moved without the CDC’s input and consent. The CDC will shut-down and reconnect all equipment. Contractor to protect any remaining equipment.

8. Fire Protection Work: Please clarify responsibility for sprinkler system modifications, including permits, inspections, and fire watch requirements. Will an alternate approach be permitted other than draining of the sprinkler system? Will the contractor be required to cover 24/7 fire watch whenever any specific zone is capped or disabled?

The CDC is its own AHJ- Authority Having Jurisdiction. No building permits will be required.

No alternate approaches are allowed. The spinkler system shall be drained as described in the SOW. The project’s scope is to also replace the 2nd floors’ aging sprinkler heads, requiring empty piping.

9. Existing Conditions: Can the government provide as-builts of the 2nd floor and elevation drawings? How will discrepancies between existing conditions and contract documents be handled?

Yes. CAD files can be provided if needed and requested. The Contract Documents already provide a scaled floor plan of the 2nd floor. Each offeror shall state any discrepancies between existing conditions and contract documents immediately upon realization that they exist to the COR.

10. Are any Gypsum Walls scheduled to be coated with FRP? If so, how many total square feet of walls to coated with FRP?

Yes, please refer to the previous RFI’s responses and the response to # 4,above. Material quantities are the Contractor’s responsibility.

11. The cost proposal sheet on page 10 of the 100 Percent Specification file (Section 01 10 00 -4, subsection 1.8 C) cannot be retrieved. Can the government provide the cost proposal file as a separate attachment?

Please see it attached at the end of this document, for the “Exhibit A Breakdown Example”, or the “Construction Cost Proposal Format”, Part 2/C. The Contractor is to include in their proposals all Labor, all Materials, all direct costs, as well as all Overhead/ Profit/ and General Conditions, broken out clearly. Proposals do not have to follow the form exactly, it is a guide.

12. Will the 2nd floor be completely unoccupied by the government during construction period? If not, what % of the 2nd floor will be made available to contractor for construction for each of the phases?

No. Only one project phase will be released to the Contractor at a time and specific laboratory areas are requested to be the first project phases, per the SOW.

13. There is a discrepancy between SOW and specification with respect to temporary facilities. SOW describes temp RR facilities will be made available for contractor usage.

Correct, small staging area on site will be provided in one area of the Mechanical Room on the 2nd Floor and a small area by the Loading Dock. Larger storage areas of materials shall be at the Contractor’s own expense at an off site facility.

Spec book Section 01 50 00-2 subsection 1.3 E.1 reads contractor shall furnish and install temporary portable chemical toilet facilities for all construction personnel. Please clarify.

The individuals working on the 2nd Level FRP project will be processed to received a CDC PIV Card. This card will allow all workers to travel within Building 401 without escort and allow access to the 2nd floor lab bathrooms. The Contractors are to use the 2nd floor lab bathrooms only.

14. Can the government provide list of key personnel specified for this contract?

Project Manager: Bob Taylor, Contracting Officer’s Representtive: Silas Laubmann, Contracting Officer: Brad Edwards.

15. Please confirm the processing time required by the government for personnel to be badged for this contract.

It typically takes 3-4 weeks, if US citizens. Please refer to the Specifications’s Section 01 54 60 for other campus access requirements.

16. Are there Buy American compliance constraints on materials?

The Buy American Act does apply to this procurement.

17. Do delaminated or cracked ceiling areas need to be repaired before installing FRP?

No. Only loose pieces shall be removed in order to ensure adhesion of the FRP panels.

18. Will Lab personnel move Lab equipment to make ready each space prior to FRP installation, or will the contractor be responsible to move Lab equipment?

CDC will coordinate and move some lab equipment and will request the Contractor team’s assistance with moving larger items.

19. If the sprinkler system on second floor is compromised with plugs in the place of sprinkler heads, will the contractor be required to provide fire watch from 6:00 PM until 6:00 AM while system has plugs installed?

Yes.

Or is 24/7 fire watch required at ALL times when any element of sprinkler system is disabled?

Yes.

This could be a very costly fire watch protocol over the 365-day estimated performance period. Conservatively calculating, after-hours fire watch Monday through Friday combined with 24/7 fire watch coverage on weekends would cost in excess of $225,000/year on top of proposed project price.

The proposed project price shall include the Contractor Team’s Fire Watches, as stated in the SOW.

20. If fire watch is firmly required, is the tour frequency still on a two-hour cycle or 4time per 8-hour shift?

Fire watches are required at all times in the zones that are not protected by an active Fire Protection system. A single person per project phase should be sufficient.

21. Will freight elevator be available to the contractor in the performance of project work?

Yes. Use of it may be limited at some times, based upon other Building 401 deliveries.

22. May the contractor take progress photos to update the CDC COR and/or CO?

These will be requested on an as-needed basis and are required to be coordinated with the Project Manager, Bob Taylor, upon request. The majority of inspections of the work by the CDC will be performed in person at regular intervals.

23. Where can contractor stage containers, dumpster(s), and or latrine?

A smaller amount of materials for each phase can be stored in the 2nd floor Mechanical Room. Larger quantities shall be stored off site, by the Contractor. Latrine is not needed, per response #13 above. A small dumpster location on site will be coordinated with on site staff. Larger waste items will need to be removed on a daily or regular basis.

24. Does each 9/23” rivet hole need to be caulked with fire stop rated mastic while installing FRP?

No, just use the sealant as recommended by the FRP manufacturer.

25. Is it possible to exclude silicon caulk under the extended 20-year warrantee?

These products are not rated for such longevity. Follow the FRP manufacturer’s recommendations for sealants that are compatible with the FRP panels. Our goal is to match the other, existing installations of FRP on the 2nd Floor ceilings.

26. We have estimated ceiling square footage between 12,500 and 14,000 square feet. Can the CDC provide a reliable estimate for wall surfaces that will need to be covered with FRP?

With limited access to Labs, it will be difficult for contractors to estimate the total square footage of walls that need to be covered.

No, material quantities are the Contractor’s responsibility. Please refer to the previous RFI’s responses and the response to # 4,above.
