SECTION 1 – BACKGROUND

The Government (hereinafter also referred to as “CDC”) has the need to repair and refinish gypsum board ceilings and walls in laboratory, laboratory support, corridors, and ancillary spaces on the Second Floor of Building 401, due to wear and cracking. The present condition of the ceilings and walls makes it difficult to decontaminate and maintain cleanliness standards. This project scope includes, but is not limited to the following items:

1. Cover the gypsum board ceilings in the spaces highlighted on the Contract Documents’ floor plans with smooth, FRP (fiberglass reinforced polymer) panels and FRP trim, all screwed, adhered, riveted with white plastic rivets, and sealed to the gypsum board ceilings, and ceiling items such as lighting fixtures. Match the existing, smooth FRP installation, details, and materials in Building 401 and its white color, thickness, texture, and trim. fastening sequence, and spacing.

2. Produce a project schedule that presents the Contractor’s best ability to meet the Government’s proposed schedule. Coordinate the project’s schedule with the Government’s input and coordination, as well as with other adjacent projects on the Ft. Collins Campus and in Building 401. Schedule shall have critical paths identified and all scope aspects represented, in the format requested by the COR.

a. Sequence and organize the project’s work into phases to comply as closely as possible with the Government’s proposed schedule, below. The work is proposed to be comprised of approximately six phases, with each phase’s areas on the second floor being released to the Contractor at a time. It is possible that more than one phase may be released to the Contractor at a time (such as portions of the corridors), if fully coordinated. Each phase is anticipated to have a maximum period of two to three weeks, depending upon the Contractor’s final input.

b. Perform work in the phase that includes Select Agent laboratory space first (Room 2-603A and its ancillary spaces), BSL-3 spaces/ ancillary spaces next, then ABSL-3 spaces, then BSL-2 spaces, prior to other designated spaces.

SECTION 2 – SCOPE OF WORK

1. Statement of Work: The Work of the Contractor comprises the performance of the above described Work, including provision of all materials, equipment, and labor required to

Level 2 FRP Over Lab Ceilings Installation- COFC0401 Statement of Work perform the Work, to supervise all subcontractors, and to leave the Work area in a clean, functionally ready condition, following completion. The Superintendent or Select Agent of the Contractor shall always be present while any of his subcontractors are on CDC property and working as part of this Contract.

2. The Contractor must comply with all applicable health, safety, and environmental regulations (including recordkeeping, notification, and reporting requirements), orders, permits, and policies of the Federal State, and local government, and any other safety, health, and environmental requirements or consensus standards applicable to the execution of work under this Contract. Provide a Fire Watch during all periods of the fire protection and fire alarm systems’ down time, as described below. if necessary. Conduct all loud or disruptive work and any utility system shut downs, if necessary, after regular business hours.

3. The Project consists of the following work, as generally described herein and more specifically set out in the Contract Documents.

a. Repair and refinish the ceilings in the specified project areas, with all systems functional, meeting all currently adopted codes, and with all finishes in excellent condition, as described in the drawings and specifications.

b. Install 4’x8’, 4’x9’, or 4’x10’ x .09” thick FRP ceiling panels onto existing gypsum board ceilings and walls to match other FRP ceiling panels installed in Building 401 previously, as discussed in the Basis of Design, below. Adhere the new panels to the existing gypsum board ceilings and walls with FRP specific adhesive and also fasten every panel to the ceiling with white plastic rivet headed, stainless steel allen or star headed fasteners, 12” at 16” on center, in each direction. , matching the existing installation. Any delaminated gypsum ceiling portions of panels shall have the delaminated portions of the ceilings demolished, primed, and replaced, to a Level 3 finish, prior to adhering new FRP panels. FRP panels and trim are not to be installed over any concrete or concrete columns, such as at the perimeter walls where FRP will be installed on each side of the concrete columns. Seal the FRP system to all concrete columns with FRP trim.

c. Provide submittals of all products, systems, and materials proposed to be used in the project. Attain the Government’s approval of all submittals prior to ordering materials and commencing work. All work shall occur during normal business hours, to the extent possible.

d. The Contractor shall proceed with the Construction upon receipt of a Notice to Proceed from the Contracting Officer, in accordance with the terms and conditions set out therein. Date of authorization to enter on Government premises to commence the Work will also be contingent on availability of the site.

e. Contractor to provide and install all temporary signs, dust control, and all necessary building protective barriers to protect and separate areas of work and areas of daily office/lab functions to minimize impact and disruption to CDC employees. Dust control measures shall be submitted and approved prior to any gypsum board work.

f. Fire Protection/ Sprinkler System: The heads of the sprinkler system in each work phase must be protected from accidental discharge. Unless an alternate method is proposed by the Contractor’s Fire Protection subcontractor and approved ahead of time, the following is proposed to ensure safety and protection of the building, equipment, and occupants during each project phase.

1. The following must be performed separately at the beginning of each project phase, following all relevant Building Codes. Prior to each work phase, CDC P20231008229 01 01 11- 3

Level 2 FRP Over Lab Ceilings Installation- COFC0401 Statement of Work drain the entire Second Floor sprinkler system, remove each sprinkler head in the upcoming, specific work phase, and replace each head within the area of the project phase with a threaded plug, compatible with the existing pipe and fittings, with the same pressure rating. Then, repressurize the fire protection system on the entire Second Floor. This project’s work may then proceed in the active project phase only, with every head in that phase’s area removed and replaced with the temporary plugs. When each project phase is completed, drain the Second Floor fire protection system again, remove all of the plugs in the phase’s spaces, and install new sprinkler heads with the same specification and pressure rating as the existing heads. Perform hydrostatic tests, as required by the Building Codes, and recheck all project areas for leaks.

2. During the entire downtime of the sprinkler system in each project phase, the Contractor shall perform a Fire Watch whenever portions of the system are down longer than ten hours, following the Building Code’s requirements. Each fire watch shall be comprised of a trained Contractor personnel walking the Second Floor once per hour and looking for active system leaks and potential fires or sources.

g. Contractor shall install signage, coordinated with the COR, preventing staff from entering each active project phase, from all directions. This signage shall remain in place at all times of each phase’s work.

h. For the FRP work in the corridors, the horizontal guard rail may be removed in each project phase, if needed. The complete guard rail system shall be replaced and reinstalled after the FRP wall work is done in each phase. The guard rail system’s supporting wall brackets must remain in place and not be disturbed. Seal the FRP to each existing guard rail bracket. All rail sections of the existing guard rail system must be reinstalled in the exact wall location as it was, prior to the work.

This will avoid the need to drill any guard rails and will avoid fitment issues upon reinstallation of the guardrail’s protective rails.

i. Contractor is required to move all items and equipment in the space, as necessary.

Coordinate all work with the COR.

SECTION 3 – TASKS TO BE PERFORMED

1. New work shall be as indicated in the Contract Documents, including, but not limited to the following.

a. Coordinate with the CDC program who will decontaminate each phase’s spaces, laboratory and Building 401 space, prior to commencement of work.

b. Adhere new, smooth white 4’x8’, 4’x9’, or 4’x10’ x .09” thick FRP panels to the existing or repaired ceiling finishes with low-VOC FRP adhesive as recommended by the manufacturer, as well as with stainless steel screws as described below. Seal watertight all ceiling panel joints, all panel edges and trims, and all perimeters with white sealant using the panel manufacturer’s recommended products that are fully compatible with the FRP panels. FRP panel end, device holes, and butt joints shall all be sealed and shall not exceed 1/4”, or as recommended by the panel manufacturer. Fasten every panel to the ceiling and walls’ gypsum board with white plastic rivets headed allen or star headed fasteners at a maximum spacing of 12” o.c., 16”, O.C. matching existing FRP installations. Each screw head rivet shall

c. Basis of design FRP panels: Note: The basis of design FRP system, with all components, is to match that which is currently installed in the Second Floor’s Rooms 2-108 and 2-116A. If the existing installation is different than the following Basis of Design, please notify the Contracting Officer. The only difference in the proposed installation is the spacing of the plastic rivets is to be 16” O.C., which works well with the proposed 48” width of the FRP panels. Sequentia Flat, Class A Smooth, .09” thick, Cotton White (color 1130) FRP panels by Crane Composites, Inc. to match existing, installed ceiling panels in Building 401’s Rooms 2-108 and 2-116A (Linen or Sandstone texture matching existing panels).

Include matching, cotton white (#1130) Sequentia polypropylene FRP moldings in 8’-0” or 10’-0” lengths adhered and embedded in sealant upon installation, and Crane Advanced Polymer Adhesive. At FRP panel edges, install matching cotton white (#1130) standard one-piece FRP moldings trim around all edges including T-shaped division bar trim (DB) between two adjacent FRP panels, end cap trim at ceilings and floors (CP), outside corner trim (OC), and inside angle corner trim (IA), and outside angle (OA) corner trim, as applicable and as recommended by the FRP manufacturer. d. All joints, panel edges, and trim shall be neatly sealed with a compatible white caulk as recommended by the FRP manufacturer. Follow all aspects of the installation Guide provided by the panel and trim manufacturer, whom must be the same entity.

e. All new FRP panels shall be Class C fire rated per ASTM E-84.

f. Openings around existing ceiling mounted items, such as at sprinkler heads, occupancy sensors, exit lights, light fixtures and other ceiling devices shall all be sealed at their bases and not have more than a 1/4” gap from the new FRP panels to the surrounding item, on all sides. Remove and reinstall sprinkler heads (or just remove and replace the sprinkler head escutcheon plates, if possible), exit devices, and other ceiling items as required for the FRP ceiling panel installation and to seal the FRP to their conduits and bases.

g. FRP at existing Light fixtures and Ceiling Access Panels: Provide sealed edge trim around existing light fixtures and ceiling access panels in laboratories, holding rooms, decon rooms, change rooms, holding rooms, and anterooms and around other, existing, larger ceiling items, matching the previous FRP installation details.

New FRP edges at Linear light fixtures and ceiling access panels in corridors do not require edge trim, only sealant at the edges of the FRP to the fixture edges. All can lights shall be partially removed such that the FRP goes under and is sealed to their trim rings without FRP trim surround. Generally, all fluorescent or tubular lighting fixtures are to remain in place, with or without FRP edge trim, depending on the type of room. Generally, recessed can lights are to be pulled down from the ceiling in order to get the FRP ceiling panels under and sealed to their trim rings.

h. At overhead door openers, the FRP shall be sealed to the door openers with no FRP trim. Provide sealant and backer rod at FRP edges behind the door openers where the gap to the wall is over 3/8”. If the gap is less than 3/8” from the back of the door opener to the adjacent wall, provide sealant at the FRP edges, and no backer rods.

i. Do not block the operation of any existing ceiling devices with the renovated ceilings. All sprinkler work shall be in accordance with all NFPA standards, including NFPA 13.

j. Contractor shall disconnect all utilities serving electrical, fire alarm, and fire protection components as needed, and reconnect them after the work, if necessary.

k. Provide all necessary waste disposal and recycling for the defined scope. All demolished/ removed materials are to be recycled or salvaged to the extent possible, including wiring. Existing, demolished sterilizer will be sterilized by the Program prior to its final demolition, and the Contractor shall decommission and recycle the unit.

l. All excessive noise generating activities shall be performed after normal business hours. All utility outages shall be scheduled after normal business hours, per Section 01 33 00.

m. Provide the standard manufacturer’s warranties for all project materials. In addition, the Contractor shall provide a one year labor and workmanship warranty on all work, to be free from defects and failures, including adhesion.

SECTION 4 – GOVERNMENT FURNISHED MATERIALS

Existing utility services shall remain connected as much as possible in Building 401. Any utility outage shall be coordinated with the CDC a minimum of 10 days prior to the event and shall occur after regular business hours. Contractor shall organize their work to minimize disruptions in the building, as it will be continuously occupied during the work, during regular business hours.

SECTION 5 – PERIOD OF PERFORMANCE

The period of performance shall commence upon award of this contract and shall be completed no later than 180 days after Notice to Proceed.

Contractor to show certification of having a minimum of five (3) full years of construction experience with similar material installations and interior finishes.

[(a) Any offeror responding to this solicitation must comply with established HHS Information and Communication Technology (ICT) accessibility standards. Information about Section 508 is available at https://www.hhs.gov/web/section-508/index.html.

(b) The Section 508 accessibility standards applicable to this solicitation are stated in the clause at 352.239-79 Information and Communication Technology Accessibility. (d) In order to facilitate the Government's determination whether proposed ICT supplies meet applicable Section 508 accessibility standards, offerors must submit an Accessibility Conformance Report, in accordance with its completion instructions and tailored to the requirements in the solicitation. The purpose of the Report is to assist HHS acquisition and program officials in determining whether proposed ICT supplies conform to applicable Section 508 accessibility standards. The template allows offerors or developers to self-evaluate their supplies and document, in detail, whether they conform to a specific Section 508 accessibility standard, and any underway remediation efforts addressing conformance issues. Instructions for preparing the Template are available at https://www.section508.gov/.

(e) Additionally, offerors must provide enough information to assist the Government in determining that the ICT services conform to Section 508 accessibility standards, including any underway remediation efforts addressing conformance issues.

(a) Pursuant to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998, all information and communication technology (ICT) supplies, products, platforms, information, documentation, and services, or support developed, acquired, maintained or delivered under this contract or order must comply with the Revised 508 Standards, which are located at 36 C.F.R. 1194.1 and Appendices A, B, and C, and are available at https://www.access-board.gov/ict/. If it is determined by the Government that ICT supplies, products, platforms, information, documentation, and services support provided by the Contractor do not conform to the described accessibility standards in the contract, remediation of the supplies, products, platforms, information, documentation, or services support to the level of conformance specified in the contract will be the responsibility of the Contractor at its own expense.

(c) In the event of a modification(s) to this contract or order, which adds new ICT supplies or services or revises the type of, or specifications for, supplies, products, platforms, information, documentation, or services support, the Contracting Officer shall require that the Contractor submit a completed HHS Section 508 Accessibility Conformance Checklist (see https://www.hhs.gov/web/section-508/accessibility-checklists/index.html) or an Accessibility Conformance Report (ACR) (based on the Voluntary Product Accessibility Template (VPAT) see https://www.itic.org/policy/accessibility/vpat), and any other additional information necessary to assist the Government in determining that the ICT supplies or services conform to Section 508 accessibility standards. (d) If this is an Indefinite-Delivery type contract, a Blanket Purchase Agreement or a Basic Ordering Agreement, the task/delivery order requests that include ICT supplies, products, platforms, information, documentation, or services support will define the specifications and accessibility standards for the order. In those cases, the Contractor shall be required to provide a completed HHS Section 508 Accessibility Conformance Checklist (see https://www.hhs.gov/web/section-508/accessibility-checklists/index.html) or an ACR (based on the VPAT see https://www.itic.org/policy/accessibility/vpat), and any other additional information necessary to assist the Government in determining that the ICT supplies, products, platforms, information, documentation, or services support conform to Section 508 accessibility standards. If it is determined by the Government that ICT supplies and services provided by the Contractor do not conform to the described accessibility standards in the provided documentation, remediation of the supplies, products, platforms, information, documentation, or services support to the level of conformance specified in the contract will be the responsibility of the Contractor at its own expense.

(e) The contractor shall identify to the Contracting Officer any perceived exception or exemption to Section 508 requirements for review by the agency Section 508 Program.
