SECTION 09 26 00

GYPSUM BOARD ASSEMBLIES

PART 1 GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary

Conditions and Division 1 Specification Sections, apply to this Section.

1.2 SUMMARY

A. Section Includes metal stud wall framing, ceiling suspension system, metal channel, gypsum board and joint treatment, gypsum sheathing.

1.4 DEFINITIONS

A. Definitions set forth in GA-214-10e, "Recommended Specification: Levels of Gypsum Board

Finish", shall apply to this section unless otherwise indicated.

B. Levels of Finish

1. Level 1: All joints and interior angles shall have tape embedded in joint compound. Surface shall be free of excess joint compound. Tool marks and ridges are acceptable.

2. Level 2: All joints and interior angles shall have tape embedded in joint compound and one separate coat of joint compound applied over all joints, angles, fastener heads, and accessories.

Surface shall be free of excess joint compound. Tool marks and ridges are acceptable.

3. Level 3: All joints and interior angles shall have tape embedded in joint compound and two separate coats of joint compound applied over all joints, angles, fastener heads, and accessories.

All joint compound shall be smooth and free of tool marks and ridges.

4. Level 4: All joints and interior angles shall have tape embedded in joint compound and three separate coats of joint compound applied over all joints, angles, fastener heads, and accessories.

All joint compound shall be smooth and free of tool marks and ridges. All gypsum visible below the ceiling shall be finished to a Level 4 finish.

1.5 SUBMITTALS

A. Product Data: Submit manufacturer's product literature, including installation instructions, indicating compliance with specified requirements.

1. Mark literature to indicate only those products proposed for use.

2. Include data for fire-rated and sound-rated partitions as required to match existing construction, if applicable. The project has no new fire rated partitions.

3. Include technical data and manufacturer's details for suspended drywall furring system.

4. Include technical data on metal stud manufacturer’s recommended gages for the partition heights used in this project.

B. Sustainability Data: Submit manufacturer’s certification indicating compliance with specified sustainability requirements.

1.6 QUALITY ASSURANCE

A. Design and Performance Requirements:

1. Fire Resistance Rating: Comply with fire resistance designs indicated on the drawings or to match adjacent and/ or existing construction. Use only manufacturers and types as required by indicated designs. Designs with tests by other than testing agency listed may be submitted for

Architect's acceptance, subject to prior acceptance by governing authorities and specified requirements.

2. Ceiling Suspension System: Suspension system components, hangers and fastening devices shall be capable of supporting loads of light fixtures, ceiling grilles and gypsum board with a maximum deflection of 1/360 of the span, tested in accordance with ASTM C635-07.

B. Single Source Requirements: Gypsum board, joint compounds and accessories shall be products of a single manufacturer or as recommended by gypsum board manufacturer, unless otherwise specified.

C. Sustainability Requirements: Provide materials in compliance with Division-1 Sustainable Project

Requirements section.

1. Recycled Content: Provide materials manufactured with post-consumer or pre-consumer recycled content, or the combination of both, to the maximum extent available.

2. Regional Materials: Provide materials and products that have been extracted, processed, and manufactured within 500 miles of the project site to the maximum extent available.

3. VOC Content:

a. Adhesives used shall not exceed the volatile organic compound (VOC) content limits established in SCAQMD Rule 1168.

b. Sealants and sealant primers used shall not exceed the volatile organic compound

(VOC) content limits established in BAAQMD Regulation 8, Rule 51.

D. Allowable Tolerances:

1. Framed Wallboard Construction:

a. Position: Plus or minus 1/4-inch maximum variation from design position.

b. Alignment: 1/8-inch in 8-ft. (96-inches); 1/4-inch maximum in any continuous wall, line or surface.

c. Surface plane: 1/8-inch in 12-ft. (144-inches); 1/16-inch in 1-ft. (12-inches), maximum variation in true surface plane.

d. Surface smoothness: No joint or fastener location, roughness or blemish discernible after application of finish when viewed at any angle from a distance of 5-ft. (60-inches) under occupancy lighting conditions, with surface preparation as specified in Painting section.

2. Finished Ceilings:

a. Bow, camber and twist of suspension system: Not exceeding tolerances established by

ASTM C635-07.

b. Variation from level in finished ceiling: Plus or minus 1/8-inch in 12-ft. (144-inches), non-cumulative.

c. Variation in plane of adjacent wallboard panels prior to joint treatment: 1/16-inch.

1.7 DELIVERY, STORAGE AND HANDLING

A. Delivery: Deliver materials in original packages, containers or bundles bearing brand name and identification of manufacturer or supplier.

B. Storage:

1. Store materials inside building under cover. Keep dry and protected against damage from weather, direct sunlight, surface contamination, corrosion, and construction traffic.

2. Store joint compounds in dry area, providing protection against freezing conditions at all times.

3. Stack wallboard off floor on pallets or similar platforms providing continuous support for wallboard and to prevent sagging. Stack wallboard flat so that the long lengths are not over the short lengths.

4. Do not overload floor systems.

C. Handling: Handle wallboard to prevent damage to edges, ends and surfaces. Do not bend or otherwise damage metal accessories.

1.8 PROJECT CONDITIONS

A. Install gypsum board only after building is fully enclosed. Maintain uniform temperature in 55 degrees F. to 80 degrees F. range for 48 hours before, during, and after installation and finishing.

B. Ventilation:

1. Provide ventilation during and following joint treatment applications.

2. Use temporary air circulators in enclosed area lacking natural ventilation.

3. Under slow drying conditions, allow additional drying time between coats of joint treatment.

4. Protect installed materials from drafts during hot, dry weather.

2.1 MANUFACTURERS

2.2 FRAMING MEMBERS

A. Metal Drywall Studs: Meeting ASTM C645-04a; channel type, roll-formed from galvanized steel meeting ASTM A653-05a, Class G-60.

1. Stud sizes: 3 5/8”.

2. Stud gauges: As required by manufacturer's product data for heights and conditions of use, with a maximum allowable deflection of L/240, except framing supporting door frames at jambs and head shall be minimum 20 gauge.

3. Floor and ceiling runners: Galvanized steel as specified for studs, 1-inch minimum depth by widths to receive studs; metal thickness same gauge as stud but not less 22 gauge.

4. Deflection Track: Either of the following types specified.

a. Single Long-Leg Runner System: Top runner with 2-inch deep flanges fabricated from same material as studs, minimum 20 gauge thickness, installed with studs friction fit into top runner and with continuous bridging located within 12-inches of the top of studs to provide lateral bracing.

b. Double-Runner System: Nested top runners at structure above, fabricated from same material as studs with inner runners having 2-inch deep flanges, minimum 22 gauge;

outer runner sized to friction fit over inner runner fastened to studs.

2.3 GYPSUM BOARD

A. Regular Gypsum Board: Meeting ASTM C1396-04, tapered edges; thickness indicated.

B. Gypsum Board for Fire Rated Assemblies: Meeting ASTM C1396-04, Type X or Type C, tapered edges: thickness indicated.

C. Water Resistant Gypsum Board: Meeting ASTM C1396-04, Regular or Type X core, tapered edge board; thickness indicated.

D. Sag-Resistant Gypsum Ceiling Board: Meeting ASTM C1396-04, gypsum core with additives to enhance sag-resistance of panel under humidity conditions; 1/2-inch thickness.

2.4 SOUND CONTROL MATERIALS

A. Sound Attenuation Blankets:

1. Acceptable products; subject to compliance with specified requirements:

a. Fibrex Insulations, Inc.; Sound Attenuation Fire Batt Insulation (SAFB).

b. IIG MinWool, LLC; MinWool-1200 Sound Attenuation Fire Batt.

c. Rockwool Manufacturing Co., Delta SA-Fire Board.

d. Thermafiber, Inc.; Thermafiber Sound Attenuation Fire Blankets (SAFB).

2. Characteristics:

a. Type: Unfaced, mineral fiber blankets meeting ASTM C665-06, Type I and ASTM

C612-04.

b. Density: Minimum 2.5 pcf.

c. Thickness: As indicated on drawings

d. Size: Manufacturer's standard widths to friction fit between framing members by lengths as required.

e. Combustibility: Non-combustible when tested in accordance with ASTM E136-04.

f. Surface burning behavior: Maximum 15 flame spread and 5 smoke development when tested in accordance with ASTM E84-07.

2.5 FASTENERS AND ADHESIVES

A. Fasteners for Metal Framing:

1. For attaching metal runners and furring channels to concrete and masonry surfaces: Powder actuated type capable of withstanding 193 lbs. single shear and 200 lbs. bearing force without exceeding allowable stress design of fastener or member being fastened.

2. For fastening to metal decking and for fastening framing members together: Type S, pan head screws, in sizes recommended by wallboard manufacturer for applications indicated.

B. Screws for Wallboard and Accessory Application: Meeting ASTM C1002-07; types as indicated.

1. For application of single layer and base layer of wallboard to metal framing: 1-inch Type S, bugle head.

2. For application of face layer of wallboard to metal framing in double layer construction: 1-5/8 inch Type S, bugle head.

3. For wallboard to wallboard application: 1-1/2 inch, Type G, bugle head.

C. Adhesives: Types as recommended by gypsum board manufacturer for adhering to substrates indicated. Provide adhesives having VOC content of 50 g/L or less when calculated according to

40 CFR 59, Subpart D (EPA Method 24).

2.6 JOINT TREATMENT AND FINISHING MATERIALS

A. Joint Tape: Meeting ASTM C475-02, cross-fibered paper type acceptable to gypsum board manufacturer.

B. Joint Compound: Meeting ASTM C475-02, ready-mixed, vinyl based compound formulated for tape embedment and finishing. Compounds for use with water resistant gypsum board shall be chemical hardening type as recommended by gypsum board manufacturer.

2.7 SUSPENDED DRYWALL FURRING SYSTEM

A. Acceptable Manufacturers; subject to compliance with specified requirements:

1. Armstrong World Industries, Inc.

2. Chicago Metallic Corp.

3. USG Interiors, Inc.

B. Characteristics:

1. Structural classification: Meeting ASTM C635-07, Heavy Duty classification.

2. Materials: Components fabricated from minimum 0.20-inch thickness, galvanized cold-rolled steel.

3. Suspension System Components:

a. Main Runners and Cross Tees: Double web tees with factory punched cross tee slots, hanger holes, and interlocking end tab couplings. Tees shall be of fabrication with either wide knurled metal face flanges or capped face flanges as per manufacturer's system designed for screw attachment of gypsum board panels.

b. Cross Furring Channels: Manufacturer's hat-shaped section having knurled metal flange face with end tabs designed for interlocking with main runners.

c. Edge Tracks: Channel or angle shaped tracks in manufacturer's standard size; same material as runners and tees.

C. Wire Hangers, Braces, and Ties: Provide wires complying with the following requirements:

1. Zinc-Coated, Carbon-Steel Wire: ASTM A641-03, Class 1 zinc coating, soft temper.

2. Size: Select wire diameter so its stress at 3 times hanger design load, per ASTM C635-07, Table

1, "Direct Hung", will be less than yield stress of wire, but provide not less than 12-gauge

(0.106-inch)diameter wire.

D. Accessories: Provide manufacturer's assorted clips, tees, struts, stabilizers, bracings and components to construct ceiling transitions, offsets and bulkheads indicated.

2.8 ACCESSORIES

A. Corner Reinforcement: Galvanized steel with 1-1/4" wide, fine expanded mesh flanges.

B. Metal Jamb, Ceiling and Casing Trim: Manufacturer's standard "L" and "U" shaped galvanized members with fine expanded mesh flanges; "mud-in" type for finishing with joint compound.

C. Control Joints: Roll-formed galvanized steel.

D. Furring Channels: Minimum 25-gauge galvanized steel, hat shaped channels, 7/8" deep by 1-1/8" face width.

E. Resilient Channels: Minimum 25 ga. galvanized steel, single or double leg design with prepunched holes; 1/2" depth by manufacturer's standard width.

F. Cold-Rolled Channel: Minimum 16-gauge cold rolled, galvanized or asphaltum painted steel of the following minimum weights:

1. 3/4-inch depth: 300 lbs/m.l.f., for use as horizontal stiffeners, bracing and cross furring.

2. 1-1/2 inch depth: 475 lbs./m.l.f., for use as main ceiling runners.

G. Furring Channel Clips: Manufacturer's standard type for attachment of furring channel to cold-rolled runner channels.

H. Ceiling Hangers:

1. Wire: Minimum eight gauge galvanized annealed steel wire.

2. Rod: 1/4-inch diameter, galvanized, threaded cold drawing mild steel.

I. Tie wire: Minimum 16 gauge galvanized annealed steel wire.

PART 3 EXECUTION

3.1 FRAMING INSTALLATION

A. Install metal framing in accordance with ASTM C754-04, except where more stringent requirements are specified.

B. Runners:

1. Attached at floor and underside of structural deck or underside of ACT ceiling system, as specified on the drawings, with specified fasteners spaced at 24-inches (2'-0") on center, maximum.

C. Deflection Tracks: Install at locations where partitions extends full height to overhead structure.

Construct deflection track assemblies to produce joints at tops of framing systems that prevent axial loading on finished assemblies.

D. Studs:

1. Position full length studs vertically, spaced maximum 16-inches (1'-4") on center unless otherwise indicated on drawings, engaging floor and ceiling runners.

2. Provide double studs at interior and exterior corners, expansion joints, partition termination and adjacent to door openings in partitions. Locate next stud not more than 6-inches from double studs.

3. Frame door openings supporting hollow metal frames with not less than 20 gauge studs.

4. Secure abutting and intersecting walls with fasteners through stud flanges.

5. For horizontal reinforcement at door and borrowed lite frames, install cut to length runner sections with slit flanges secured to studs.

6. Install acoustical tape on metal studs in walls to receive sound attenuation blankets which abut other studs or dissimilar surfaces.

E. Furring:

1. Attach to masonry or concrete substrate with fasteners spaced at 2'-0" o.c. on alternating furring channel flange.

2. Position channels vertically, spaced at 16-inches (1'-4") on center, maximum.

3.2 SUSPEND DRYWALL FURRING SYSTEM INSTALLATION

A. Install suspension system in accordance with manufacturer's product data and ASTM C754-04.

B. Space hangers at 48-inches (4'-0") on center, maximum, in each direction. Secure to building structure by wire typing to structural framing members, fastener clip devices or inserts.

C. Tie hanger wires wrapped minimum three time tight around itself, turning ends upwards.

D. Install additional hangers at end of each suspension member and at each corner of lighting fixtures.

E. Locate hangers plumb in relation to main tees and to avoid contact with insulation covering ducts and pipes. Do not pass hangers through ducts.

1. Alter spacing of hangers or splay hangers to avoid ducts and other obstructions, but do not exceed maximum allowable ceiling areas to be supported by each hanger.

2. Offset horizontal forces of splayed hangers by counter-splaying or bracing. Splay wires no more than 5-inch in 4-ft. (48-inches) vertical drop.

F. Space main tees at 48-inches (4'-0") on center, maximum perpendicular to structural framing.

Space cross tees at 24-inches (2'-0") on center, perpendicular to main tees to form 2-ft by 4-ft. (24-inch by 48-inch) grid system.

G. Level and square suspension system within specified tolerances.

H. Where grid system exists in an unrestrained condition, brace back to building structure using hanger wire, main tee or carrying channel braces spaces at 48-inches (4'-0") on center, maximum.

I. Install edge tracks where suspension components intersects with vertical surfaces. Attach to substrates with mechanical fasteners. Cut suspension members as required to fit into tracks.

J. Do not load suspension system to exceed specified deflection limit.

3.3 CEILING SUSPENSION SYSTEM INSTALLATION

A. Install ceiling suspension system including hangers, main runner channels, furring channels and attachments, in accordance with ASTM C754-04. Comply with specified standard for locations, spacings and sizes of components.

B. Suspend ceiling system from structural steel framing members by securing hangers to metal clips designed for type member involved or where possible by looping and tying hanger wire directly to members.

C. Suspend ceiling system from concrete construction by securing hangers to cast-in-place inserts or by tying hanger wires to powder actuated fastener clip devices anchored to concrete which develop full strength of hanger or by attaching to cast-in-place hanger wires.

D. Space hangers at 48-inches (4'-0") on center, maximum, in each direction. Tie hanger wire wrapped minimum three times horizontally tight around itself, turning ends upwards. Where threaded rod hangers are required, attach to brackets or inserts designed to receive threaded rods.

E. Provide extra hangers within 6-inches of ends of main runners and to support light fixtures, ceiling diffusers and grilles, access panels and other items resting in or on ceilings. At control joints, provide extra hangers to support discontinuous runners.

F. Locate hangers plumb in relation to main runners and to avoid contact with insulation covering ducts and pipes. Do not pass hangers through ducts.

1. Alter spacing of hangers or splay hangers to avoid ducts and other obstructions, but do not exceed maximum allowable ceiling areas to be supported by each hanger.

2. Offset horizontal forces of splayed hangers by counter-splaying or bracing. Splay wires no more than 5-inch in 4-ft. (48-inches) vertical drop.

G. Install cold-rolled channels at 48-inches (4'-0") on center, maximum, running perpendicular to structural framing. Install furring channels perpendicular to cold-rolled channels. Secure furring channels to runners by attachment with screws, clips or by saddle tying with 16 gauge tie wire.

H. Locate main runners within 6-inches of parallel walls to support ends of cross-furring.

I. Locate furring channels perpendicular to main runners and not more than 2-inches from parallel walls. Attach to main runners at each intersection with a double strand of 16 gauge wire.

J. Do not abut runners or furring into masonry or concrete construction; allow not less than 1-inch clearance between such construction and ends of runners or furring.

K. Splice the main runners and furring channels by overlapping, with flanges of channels interlocked, and wire-tie each end of splice with not less than double strand of 16 gauge wire. Overlap not less than 12-inches (1'-0") for main runner splices and not less than 8-inches for furring channels.

L. Provide additional ceiling framing as required to frame openings. Coordinate support framing with the work of other trades.

M. At control joints, provide discontinuous lap in main runners and accessories occurring over joints.

Do not bridge joints with cross-furring where joints run perpendicular to furring. Where joints run parallel to furring, provide furring to support each side of joint.

3.4 GYPSUM BOARD INSTALLATION

A. Install gypsum board in accordance with ASTM C840-06, GA-216-07 and manufacturer's product data, except where more stringent requirements are specified.

B. Use gypsum board panels of maximum lengths to minimize end joints. Install with end joints staggered.

C. Abut wallboard without forcing. Fit ends and edges of wallboard. Do not place butt ends against tapered edges.

D. Support ends and edges of wallboard panels on framing or furring members, except for face layer of double layer work.

E. Install gypsum board accessories in accordance with gypsum board manufacturer's product data and as follows:

1. Corner bead: Install at all external corners.

2. Metal trim shapes: At exposed edge of wallboard at door and window openings, at intersections with other materials and at intersection of walls with ceiling.

3. Control joints: Install in walls and ceilings, not exceeding 30-ft. (30'-0") on center.

4. Install accessories using specified fasteners.

F. Install wallboards at sound-rated partitions with continuous 1/4-inch bead of acoustical sealant applied along both sides of metal floor runners to framing.

1. Bottom edges of wallboard shall be installed compressing sealant to form a permanent airtight seal.

2. Seal around pipe and duct penetrations, electrical outlet boxes and junction boxes with acoustical sealant or with UL listed fireproofing or smokeproofing as required.

G. Install fire-rated and sound-rated construction in accordance with tested assembly design indicated on drawings. Use materials as specified in designs.

1. Continue all required components of wall assemblies to overhead structure unless otherwise indicated.

2. Use fasteners of type, sizes and spacings as indicated in assembly designs.

3. Tape and finish gypsum board joints and surfaces in areas concealed from view in completed work in accordance with Level 2 finish as specified herein.

4. Seal openings and penetrations in fire-rated construction as specified in Firestopping section.

5. Identify fire-rated partitions above finished ceiling line, with stenciled red lettering reading

"FIRE AND SMOKE BARRIER - PROTECT ALL OPENINGS". Apply lettering in approximately 1-1/2 inch high letters. Space approximately 10-ft. (120-inches) on center. Apply to both sides of partitions.

H. Single Layer Applications:

1. Ceilings: Apply gypsum board panels with long dimensions at right angles to framing.

a. Apply face layer gypsum board panels at right angle to base layer with minimum 10-inch offset in parallel base and face layer joints, unless otherwise indicated in fire-rated assembly designs or in sound rated assembly designs as applicable.

b. Fastening: Attach gypsum board using fasteners specified, at spacings required by manufacturer's product data.

3.5 JOINT TREATMENT AND FINISHING

A. Finish gypsum board joints and surfaces in accordance with manufacturer's product data and GA-

216-07, except where more stringent requirements are specified.

B. Apply joint compound to joints and angles of installed gypsum board panels and embed joint tape;

wipe off excess compound after application. Apply number of coats of compound as specified for

CDC P20231008229 Section 09 26 00-11 finish levels; each coat featheredge to smooth even plane. Allow compound to dry and sand surfaces smooth between each coat and after final coat.

C. Set fasteners in gypsum board below surface plane. Apply number of coats of compound to fastener depressions as required for finish level indicated. Allow compound to dry and sand between each coat. Finish depressions to bring to level plane with gypsum board surface. Sand final coat of compound to provide smooth even surface.

D. Finish installed gypsum board in accordance with levels of finish specified for areas indicated as follows:

1. Areas above ceiling to be concealed in finished work:

a. Non-rated construction: Level 1.

b. Fire-rated construction: Level 2.

c. Sound-rated construction: Level 2.

2. Areas indicated to receive no decorative finish: Level 2.

3. Areas indicated to receive flat paint finishes: Level 4.

E. Where fastener pops occur, drive new fastener approximately 1-1/2" from popped fastener. Reset defective fastener. Finish repairs with joint treatment compound to smooth level plane, feathering edges to match gypsum board surface. Sand surfaces smooth between each coat of compound and after final coat.

F. Fill cracks with joint compound and allow to dry. Sand surfaces smooth and flush to even plane.

G. Dust surfaces and leave for decorative finishes as specified in other sections. Joint and fastener treatment shall be indistinguishable in finished work.

3.6 CLEANING AND PROTECTION

A. Upon completion of gypsum board work, remove all debris and leftover materials from project site. Clean work areas in preparation for finish work.

B. Clean all joint compound from beads, metal trim and other accessories and leave ready for painting and other finishes.

C. Protect work in place from other trades.

1.3 DESCRIPTION OF WORK

A. Project Identification: Level 2 FRP Over Lab Ceilings Installation- COFC0401 – Project

Number P20231008229.

1. Project Location: CDC Ft. Collins Colorado Campus, Building 401, 3156 Rampart Road, Ft.

Collins, CO 80521.

B. The Work of this project is to repair ceiling finishes on the second floor in Building 401, at the

Ft. Collins, Colorado Campus. This repair, replacement, and installation consists of, but is not limited to, the following aspects:

1. Perform and commence site security clearances upon receipt of Notice to Proceed

(NTP) and provide initial project schedule within 10 days of NTP. The Contractor’s work includes site and schedule coordination of some work that is N.I.C. and being performed by the CDC’s third party contractors. This is to allow the Contractor’s finish work to occur between other work the CDC is procuring separately. Include on the project schedule and coordinate all work that is inside and outside of the Contractor’s scope of work as described in the Statement of Work section.

2. This work includes, but is not limited to: ceiling finish repair areas to be covered with adhered, screwed FRP panels, temporary removal and reinstallation of ceiling mounted items (potentially to include electrical and lighting fixtures), protection of existing buildings systems, coordination of temporary staff movements, and reservations of existing rooms in the project areas.

C. The project will be awarded and scheduled in coordination with other Building 401 projects while all floors are occupied. Layout space is limited at the Ft. Collins Campus, so concurrent replacement and storage of materials on site is not probable.

1.4 CONTRACTOR USE OF SITE AND PREMISES

A. Limit use of site and premises to allow:

1. Government occupancy of the building.

2. Use of site and adjacent spaces by the Government and the public for normal daily operations and functions.

B. All personnel, employees, or agents of the Contractor shall be under the continuous direct and responsible supervision of an agent of the Contractor while on CDC property at all times.

C. Construction Operations: Limited to areas noted on drawings. Government security at CDC facilities requires that the Contractor and all agents remain in the area designated by the limit of work in the Contract Documents. Failure to observe this requirement is grounds for dismissal of the offending party. Repeated violations may be grounds for dismissal of the Contractor, or agent at fault, or both.

1. Contractors on exterior projects shall not be allowed access to the interior of any CDC building, except to perform work scheduled in an interior space. Thus, for example, if roof work is involved in the project, the Contractor shall be required to provide vertical staff access to the exterior location without use of CDC’s interior stairs or elevators.

D. Time Restrictions for Performing Work: All Work which cannot be performed during normal duty hours shall require the Contractor to submit a schedule of anticipated Work to the

Contracting Officer prior to execution of the Work. This includes utility outages, work on

Federal holidays, and other activities. Known activities include the following:

1. Utility Outages and Shutdown: The Contractor shall arrange with the Contracting Officer.

Utility outages and associated work shall be scheduled from 6:00 pm to 6:00 am, Monday through Thursday, or 6:00 pm, Friday, to 6:00 am, Monday. The Contractor shall request such outages a minimum of 14 days prior to shut down. There shall be no exceptions to the

14 day minimum requirement.

2. Work on Weekends, Federal holidays and other requests: The Contractor shall arrange with the Contracting Officer. The Contractor shall provide such request a minimum of 5 days prior to scheduled Work

E. Site Conditions: The Contractor, shall upon completion of the Work, repair, alter, remove, and/or replace exterior materials to conform to each material's condition prior to commencement of work.

F. Project Cleanup and Closeout. An amount equal to 10% of the contract amount, including all modifications, will be held by the Contracting Officer until all project cleanup and closeout requirements have been performed by the Contractor and acceptable to the Contracting Officer.

1. Project cleanup and closeout issues that the Contractor shall be responsible for include, but are not limited to, the following:

a) Removal of all debris, excess materials, and equipment brought on site by the Contractor or any agent of the Contractor.

b) Removal, replacement, or refurbishment as required of all Government utilities used during execution of the work.

c) Submission and resubmission if required, of all closeout documents required by this project. These include resolution of final inspection listing, operating and maintenance manuals, staff training, warranty information, as-built documents, and others as listed in the relevant specification sections.

2. Prior to Final Acceptance, the Contractor shall request a review of these issues by the

Contracting Officer. Upon successful completion of the review, and when all defective issues have been resolved to the satisfaction of the Contracting Officer, the affected funds will be released.

1.5 DOCUMENT SECURITY

A. Document security is important to the Government. The documents provided to you in any format are sensitive and you must take provisions to protect the confidentiality of the information. The requirements below are intended to supplement CDC’s current documents security policy. By acceptance of any printed or electronic documents, you agree to the following:

1. The documents shall not be transmitted to a third party without written permission of the

Contracting Officer. Refer to Part 2 of this specification section for the Document Tracking

Log.

2. All documents shall be returned at the conclusion of the project. No documents shall be kept for any purpose by you, your firm, or any of your subcontractors, suppliers, or agents.

Documentation certifying compliance with this provision is required at the conclusion of the project.

3. All electronic files shall be deleted from storage devices (computers, zip drives, hand held devices, and such). Documentation certifying compliance with this provision is required at the conclusion of the project.

4. All CD/DVD shall be returned to the Contracting Officer. Documentation certifying compliance with this provision is required at the conclusion of the project.

5. All devices that contain electronic information shall be protected by password.

6. All printed documents shall be stored in a secure area until returned to the Contracting

Officer.

7. Return of all required documents and media shall be part of the project’s completion and closeout requirements, and shall be satisfactorily completed prior to approval of final invoice.

1.6 GOVERNMENT OCCUPANCY

A. The Government will occupy site, existing and adjacent buildings during the entire construction period. Cooperate with the Government represented by the Contracting Officer, to minimize conflict, and to facilitate Government usage. Perform the Work so as not to interfere with

Government’s day-to-day operations. Maintain existing exits and provide temporary signage directing building occupants to exits where revised pathways are required due to the work.

B. Schedule the Work to accommodate this requirement.

1.7 CONTRACTOR ACTIONS UPON NOTICE OF CONTRACT AWARD

A. The information in this paragraph in no way supersedes, negates, or defines the requirements contained in the Contract. Unless otherwise specifically addressed with different requirements in the Contract terms and conditions, the Contractor shall immediately initiate the following actions upon receipt of the Notice of Award:

1. Fulfill requirements of Section 01 54 70 Personnel Security Requirements for the

Contractor’s Superintendent and Project Manager. The Contractor will not be allowed on site until these requirements are met. The Government will not be responsible or liable for any delays to the Work for the Contractor’s inability or failure to obtain timely clearances or sufficient numbers of cleared personnel.

2. Prepare and submit to the Contracting Officer the required Comprehensive Health and

Safety Plan. The Contractor will not be allowed to commence work on site until the

Comprehensive Health and Safety Plan has been approved by the Contracting Officer. Any delays caused by the Contractor’s failure to obtain an approved Comprehensive Health and

Safety Plan shall be attributed to the Contractor and shall not be considered an excusable delay.

3. Take action and complete all effort necessary to produce and present the Preliminary Outline

Schedule 01 32 16 Construction Progress Schedules at the preconstruction meeting. The

Contractor shall be considered delinquent in performance if these documents are not ready for presentation at the preconstruction meeting.

4. Commence personnel security process on project’s workers.

5. Request AutoCAD background record files of existing facilities that shall be required by the

Contractor to prepare the submittals.

6. Proceed with preparation of submittals, shop drawings, and other similar requirements of the contract.

7. Anticipate receiving formal Notice to Proceed from the Contracting Officer within 28 calendar days after Notice of Award. It is customary, but not required, for the Contracting

Officer to issue Notice to Proceed at the preconstruction meeting.

1.8 CONSTRUCTION COST PROPOSAL FORM

A. General: The construction cost proposal from the General Contractor shall be broken down on the form as shown under PART 2 PRODUCTS, Paragraph C of this section. The form shall be utilized by the Contractor and all subcontractors.

1. If the cost proposal is not presented in this format, the proposal may be considered non-responsive by the Contracting Officer.

2. A separate copy of this form shall also be used for each alternate or option if used in a

PART 2 PRODUCTS

A. Basis of Design. The term Basis of Design may be used in these specifications to denote a level of quality and inherent performance characteristics or other aspects of a product, system, or component.

a. If an item in this solicitation is identified as “brand name or equal,” the purchase description reflects the characteristics and level of quality that will satisfy the

Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation.

b. To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must—

1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;

2) Clearly identify the item by—

a) Brand name, if any; and

b) Make or model number;

3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting

Officer; and

4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications.

1.2 PROJECT MANAGEMENT AND COORDINATION – ENVIRONMENTAL

A. Project Environmental Management. An Environmental Manager is not required for this project but the Contractor remains responsible to conform to environmental goals for the project and implementing procedures for environmental protection.

1. Responsibilities include the following:

a. Compliance with Federal, State, and local environmental regulations, including maintaining required documentation.

b. Implementation of the Waste Management Plan.

c. Training for Contractor personnel in accordance with their position requirements.

d. Monitoring and documentation of environmental procedures.
