About this opportunity
The CDC Office of Acquisition Services seeks hazardous waste pickup, transportation, treatment, and disposal services at four NIOSH research facilities, with quotations due September 4, 2026. This is a firm-fixed-price contract award to one responsible source under NAICS 562112; no small business set-aside applies. Source selection will use Lowest Price Technically Acceptable (LPTA).
Place of performance includes Cincinnati, Ohio; Morgantown, West Virginia; Pittsburgh, Pennsylvania; and Spokane, Washington. Services must be performed during NIOSH's normal operating hours (8:00 a.m. to 4:30 p.m.) and include quarterly pickups (four times annually) of hazardous and universal waste generated at Small Quantity Generator sites producing 50 to 500 pounds monthly per location. The contractor must provide labeling, chemical analyses, fate determination, complete documentation and audit trails, Hazardous Waste Manifest linkage to NIOSH item numbers and applicable RCRA waste codes, and proof of final treatment or disposal prior to invoicing. Waste types include flammable liquids and solids, acids and bases, oxidizers, metals, U-listed and P-listed waste, peroxides, reactive materials, mercury compounds, formaldehyde-containing tissue specimens, explosives, paints, waste oils, batteries, pesticides, mercury-containing equipment, and lamps.
The contractor must comply with RCRA, TSCA, OSHA, and DOT requirements; obtain all federal, state, and local permits and licenses; ensure subcontractor compliance; prevent and remediate spills at no cost to NIOSH; and return modified Hazardous Waste Manifests within 60 days of pickup. The base period runs August 7, 2026 through August 6, 2027, with one option period August 7, 2027 through August 6, 2028. Service Contract Act prevailing wage rates apply at each location. Quotations must remain valid for 60 calendar days following the due date. Technical quotations must demonstrate SOW understanding, possession of required licenses and permits, EPA identification numbers, personnel qualifications, and ability to service all four locations.

The Contractor shall furnish all personnel, supervision, labor, equipment, transportation, materials, supplies, permits, and incidentals necessary to provide hazardous waste pickup, transportation, treatment, and disposal services in accordance with Section C, Statement of Work.
