About this opportunity
Army Contracting Command–Redstone Arsenal is conducting a Commercial Solutions Opening (CSO) for modernization of the Automated Storage and Retrieval System at Letterkenny Army Depot, with Phase 1 solution briefs due by July 13, 2026. Both traditional and nontraditional defense contractors, including small businesses and nonprofit research institutions, are eligible; Original Equipment Manufacturers or equivalents must submit. No set-aside applies.
The Army seeks a complete turnkey replacement to upgrade aging ASRS infrastructure installed in 1973 (last controls upgrade 2006) supporting the Depot Logistics Modernization Program. The current system operates 3,366-unit load pallet crates (750-pound capacity) and 2,112 mini load bins across 24/7/365 operations processing 3,200+ daily transactions. The new system must maintain current volumetric storage capacity while increasing unit load weight capacity to a minimum of 2,000 pounds and accommodating six different mini load bin sizes. Integration is mandatory with SEER, Vantage, and SAP systems using TCP/IP protocol on DISA Category Assurance List–approved ports. Full compatibility and interoperability with the adjacent facility's existing ASRS is required. Advanced capabilities must include modern controls and programmable logic controllers, wireless barcode scanners, RFID asset tracking, AI-enabled workload prioritization, comprehensive dashboards, fire detection and suppression systems meeting current safety codes, and material handling upgrades (conveyors, picking systems, forklift integration). The solution must support 150 transactions per hour peak throughput, sub-24-hour standard pull service levels, and sub-2-hour priority pull service levels.
Deliverables include decommissioning and removal of current equipment, full installation and commissioning, minimum one-year training support, and a 24-year sustainment plan with mid-life upgrade capability, spare parts availability, and emergency repair services. Cloud-hosted solutions must achieve DoD Impact Level 4 or above; vendors must obtain CMMC 2.0 compliance and Authority to Operate through RMF. Identity and Access Management integration with Army 365 and dual-factor CAC authentication is mandatory for 130+ expected users.
Phase 1 requires unclassified solution briefs of up to five written pages or 15 slides, evaluated on responsiveness to Area of Interest, technical merit and innovation, and funding availability. Phase 2 involves optional presentations; Phase 3 requires formal Commercial Solution Proposals in two volumes (Technical and Price). The Government will not reimburse costs for any phase. A mandatory site visit occurred May 28, 2026 at 9:00 A.M. Eastern Time. Interested contractors must be registered in sam.gov. Awards are fixed-price contracts under FAR Part 12 and are contingent on funding availability and successful negotiations. Authority derives from 10 U.S.C. § 3458 and RFO DFARS Subpart 212.70. Award is projected for FY27 (after October 1, 2026).

In line with the Army’s Modernization Strategy, the Army must modernize sustainment practices and capabilities as it delivers the Army of 2030 / develops the Army of 2040. The Army is committed to targeted modernization to assure power projection, maximize geographic flexibility, reduce response times to aid allies and partners, and protect national objectives. For forces in the fight, sustainment determines the depth, breadth, and duration of operations. Therefore, modernization of the sustainment warfighting function is required to ensure freedom of action, extend operational reach, and prolong endurance of Soldiers and units in the field.
To maintain excellence and consistently improve sustainment of deployed forces, the Army seeks to leverage several advancements. Acquisition of commercial sustainment and manufacturing technologies and services will accelerate Army Aviation and Missile Command’s (AMCOM) capabilities to get advanced solutions to the Warfighter while enhancing and optimizing the Headquarters, Field, and Defense Manufacturing Base’s capabilities for today and tomorrow’s missions.
With the focus on both “new capabilities” and “operational constructs” convergent manufacturing technologies will accelerate the OIB’s capability to get advanced solutions to the Warfighter while enhancing and optimizing the Defense Manufacturing Base for today and tomorrow’s missions. Manufacturing excellence is critical for Army technology dominance and force projection to increase the “Speed of Battle.”
This CSO will utilize a solicitation process authorized by 10 U.S.C. § 3458 and implemented by RFO DFARS Subpart 212.70. Under this CSO, the DoW will be allowed to competitively procure innovative commercial products and services. CSO procedures provide a streamlined acquisition process and simplified contract terms resulting in FAR-based contracts awarded under Part 12, Acquisition of Commercial Products and Commercial Services. Both traditional and non-traditional defense contractors may be awarded contracts under this CSO. Under a CSO, DoW Contracting Officers may competitively select proposals received in response to a general competitive solicitation, similar to a broad agency announcement, based on a review of proposals by scientific, technological, or other subject matter experts.
AoI 001 - Warehouse Management System, deadline for site visit registration is 22 May 2026, closing date 13 July 2026 at 5:00 PM EST.
