LEAD WMS Commercial Solutions Opening Area of Interest (AoI)

This is an Area of Interest announcement issued by Army Contracting Command-Redstone (ACC-Redstone) for a modernized Warehouse Management System (WMS) to upgrade the LEAD (Logistics Equipment and Ammunition Depot) facility. The current WMS/Automated Storage & Retrieval System (ASRS) was originally installed in 1973 with partial upgrades in 1994 and 2006, and now lacks critical modern capabilities including seamless user interfaces, wireless barcode scanners, shelf-life management, RFID asset tracking, AI-powered workload priorities, and comprehensive dashboard/reporting features. The facility currently operates with a 3,366-unit load pallet crate system (750-pound weight capacity) and a 2,112-bin mini load system with varying bin sizes. The new WMS must accommodate these existing storage capacities while increasing unit load weight capacity to a minimum of 2,000 pounds and maintaining full compatibility and interoperability with the ASRS in the adjacent building. Additional requirements include modern controls and diagnostics with updated programmable logic controllers, integration with SEER, Vantage, and SAP systems, enhanced material handling capabilities (conveyors, picking systems, forklift integration), robust fire detection and suppression appropriate for high-density ASRS environments, and comprehensive safety features including fall protection, emergency shut-offs, and equipment guarding.

The selected contractor must provide a complete turnkey solution including decommissioning and removal of the current system, full installation and commissioning of the new system, and a minimum of one year of training support. The contractor must also provide a long-term sustainment and maintenance plan guaranteeing a system life expectancy of at least 24 years with potential mid-life upgrade capability, spare parts availability, emergency repair services, and comprehensive operator and maintenance personnel training. Solutions must be submitted via email by 5:00 P.M. EST on June 12, 2026, to Thomas.c.hall111.civ@army.mil and danielle.r.rhone.civ@army.mil with subject line "INNOVATIVE SOLUTION." A mandatory site visit is scheduled for Thursday, May 28, 2026, at 0900 Eastern Time. All selected companies must be registered in SAM.gov. The CSO authority derives from 10 U.S.C. § 3458 and DFARS Subpart 212.70, and awards are subject to fund availability and successful negotiations.

1. General Information

1.1 Introduction

This announcement is for a Warehouse Management System (WMS)/Area of Interest (AoI) under the ACC-Redstone Commercial Solutions Opening W911N2-26-S-A001. Interested parties are highly encouraged to visit the Government Point of Entry (www.sam.gov) to review the ACC-Redstone CSO special posting in its entirety to obtain more information on the process for submission evaluation of the CSO AoI Responses.

This CSO AoI seeks to solicit innovative solutions that meet the objectives detailed in Sections 1.2 and 1.3. The term innovative is defined as any technology, process, or method, including research and development that is new as of the date of proposal submission; or any new application of an existing technology, process or method as of the proposal date.

ACC-Redstone is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations. This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. ACC-Redstone reserves the right to modify the requirements of this CSO AoI.

The authority to issue this CSO AoI is derived from ACC-Redstone Commercial Solutions Opening W911N2-26-S-A001, dated 22 Apr 2026. The CSO authority is 10 U.S.C. § 3458 and Revolutionary FAR Overhaul (RFO) Defense FAR Supplement (DFARS) Subpart 212.70.

1.2 AoI Background

The LEAD WMS (Warehouse Management System) receives/stores/issues/inventories all repair parts and material that support the Depot Logistics Modernization Program (LMP) overhaul/rebuild maintenance workload programs. The WMS key element uses Automated Storage & Retrieval System (ASRS) automated storage and retrieval capabilities for all repair parts and is essential to the LEAD’s operations with small and medium assets stored in the Mini Load and Unit Load systems, respectively. These systems communicate with the Army’s accountable system of record, LMP through the SEER Application. Workers operate and have oversight of the ASRS automated system in the building (pallet rack and bin shelving areas) physical structure. The original LEAD WMS/ASRS was installed in 1973, partially upgraded in 1994 with an ASRS PLUS system project, and the last controls upgrade in 2006. The current operating systems lacks the ability of seamless user interface, wireless barcode scanners, shelf life management, asset tracking systems (e.g. RFID), workload priorities/predictive services (Artificial Intelligence (AI)), and dashboard/reporting features for management oversight. The current 3,366 wooden pallet crate Unit Load system weight capacity is 750 pounds due to limitations of the vertical lift. The Mini Load system limitations deal with the bin sizes. There are 6 different bin sizes from 5.5” x 5.5” x 11.5” up to 48” x 24” x 11.5” and a total of 2,112 bins in the system. The current system is capable of 24/7 operations with a historical average volume of over 3,200 transactions per day. Available power to the system is 480V 3-phase, and the area of the unit load is limited by a ceiling height of 45 feet. Physical storage and artisan space is also limited due to building support structure and the current conveyance footprint. The current fire protection system has been grandfathered due to the building’s age and does not meet current fire code.

1.3 Warehouse Management System

LEAD is interested in a Warehouse Management System to upgrade to a modernized delivery system. The proposed solution must address several core performance and capacity requirements. The new fully integrated delivery/return system needs to accommodate a variety of bin sizes, maintaining a storage capacity comparable to the current 3,366-crate system in the Unit Load and the 2,112-bin system in the Mini Load. A significant requirement is to increase the weight capacity for unit loads from the current 750 lbs to a minimum of 2,000 lbs. Critically, the new ASRS must be fully compatible and interoperable with the existing ASRS in the adjacent Building, ensuring that any new warehouse management system can interface with the older controls and systems of the neighboring facility. From a design and integration perspective, the solution must be space-efficient, fitting within the constrained footprint of our facility. The proposal must include modern controls and diagnostics with updated data cables and Programmable Logic Controllers for the entire ASRS area. Should the warehouse management system be replaced, the new operational software system must be fully developed and de-bugged, at least as capable as the current

SEER system, and must be able to integrate with Vantage and SAP products. The scope should cover the full range of material handling, potentially including new conveyors, picking systems, and integration with forklifts. Safety must be a foundational element of the design, incorporating features such as fall protection, emergency shut-offs, equipment guarding, and ensuring clear and efficient egress routes are maintained. Specifically, maintainers should be able to ride the vertical lifts to support the maintenance of the system should human intervention be required, with applicable safety controls integrated to the lifts. The selected contractor will be required to meet or exceed all applicable safety and occupational health standards from LEAD, the U.S. Army, DoD, OSHA, and other consensus standards (e.g., ANSI, NFPA). Furthermore, the design must incorporate a robust fire detection and suppression system that is appropriate for a high-density ASRS environment. We are seeking a full turnkey solution that includes the decommissioning and removal of the current system, followed by the complete installation and commissioning of the new system. The solution should contain a minimum of one year for training support. The proposal must also outline a long-term sustainment and maintenance plan, guaranteeing a system life expectancy of at least 24 years with a potential upgrade at the mid-life mark, along with the availability of spare parts, emergency repair services, and comprehensive training for all system operators and maintenance personnel.
