About this file

This is a Questions and Answers document for Army Contracting Support Office (CSO) Area of Interest (AoI) W911N2-26-S-A001 regarding the LEAD Warehouse Management System procurement.

The Government seeks to replace the legacy SEER warehouse management system with a modern software solution (WMS, WES, or WCS) that bridges the gap between the Army's Logistics Modernization Program (LMP) system of record and new Automated Storage and Retrieval System (ASRS) hardware. LMP will remain the firm constraint and Army's System of Record and cannot be replaced. The software solution must minimally communicate with LMP to effectively manage inventory and maximize labor efficiency. Regarding machine controls and interface with the neighboring facility's legacy systems, firms may propose innovative, modernized interfaces that improve operational efficiency and ease of use rather than maintaining identical user interfaces. The Government welcomes advanced diagnostic capabilities and modern controls while prioritizing both high-level inventory and labor management and low-level orchestration of automated machinery.

Questions and Answers

CSO AoI Number: 0001

AoI W911N2-26-S-A001 for LEAD Warehouse Management System

Q1. Scope of Software: Is the Government seeking a full-scale, standalone Warehouse Management System (WMS) to replace the inventory management and record-keeping functions currently handled by LMP/SEER? Or is the requirement specifically for a Warehouse Execution System (WES) or Warehouse Control System (WCS) designed to manage the flow of material and control the ASRS hardware while interfacing with the Army's existing SAP-based system of record?

A1. The Government is not seeking to replace the Logistics Modernization Program (LMP).

LMP is a firm constraint and will remain the Army's System of Record. Currently, SEER functions as the warehouse management system that communicates and integrates with LMP for the existing ASRS. The Government's expectation is that the legacy SEER system will be replaced. Those firms offering solutions should propose a software solution (whether categorized as a WMS, WES, or WCS) that can successfully bridge the gap between our LMP system of record and the new ASRS hardware.

Q2. Integration Depth: Regarding the "modern controls and diagnostics" mentioned in Section 1.3, should the software solution prioritize high-level inventory/labor management, or the low-level orchestration of the automated machinery and its interface with the neighboring facility’s legacy controls?

A2. At a minimum, the software solution must be capable of communicating with LMP to effectively manage inventory and maximize labor efficiency. Regarding the interface and machine controls, the user interfaces do not need to be similar to the neighboring facility if the firm offering a solution has a better option to propose. While keeping system operations similar can aid in cross-training personnel who work at both sites, the Government welcomes innovative, modernized interfaces that improve overall ease of use and operational efficiency.
