About this opportunity
Naval Facilities Engineering Systems Command, Atlantic canceled the Request for Proposal N62470-26-RP-00006 for a lease-to-purchase of warehouse distribution space for Navy Exchange Service Command (NEXCOM) West Coast on August 10, 2026, via Amendment 02 issued August 7, 2026. The original solicitation, posted April 3, 2026, with proposals due July 13, 2026, sought approximately 400,000 to 600,000 square feet of modern distribution center space within a 50-mile radius of the existing facility at 4250 Eucalyptus Avenue, Chino, California.
The procurement was structured as a lease with an initial firm one-year term followed by fourteen one-year renewal options (total potential 15 years), with the Government holding purchase options during the initial term and four subsequent option periods. Offerors were required to provide firm purchase prices for each of the first five years; failure to provide purchase options rendered an offer non-responsive. Operational occupancy was intended to commence 8-10 months after award.
Facility requirements included minimum building age not exceeding 35 years, at least 400,000 square feet total (including approximately 8,000 square feet of office/administrative space), 30-foot minimum interior height, square or rectangular shape, and 24/7 utility access with lessor-provided maintenance. The specification mandated 65 dock doors (9' × 10' preferred, 8' × 10' acceptable), 5,000 square feet primary office space, 3,000 square feet secondary office space, lighting averaging greater than 20 foot-candles, 200 automobile parking spaces, heavy-duty trailer yard accommodating 100 trailers, AT/FP Level 1 security compliance, sealed warehouse flooring per ACI 302.1R-04, fire alarm systems with in-rack sprinkler capacity, and 480-volt, 3-phase, 3,200-amp electrical service.
Evaluation employed a best-value tradeoff approach across price, technical requirements and specifications, and area of consideration. The Government would have conducted facility security assessments per Interagency Security Committee standards and NEPA compliance prior to award. No set-aside applied. Place of performance was Chino, California. NAICS code 53; PSC X1EC.
