About this opportunity

Fermi National Accelerator Laboratory, operating under the Department of Energy, is seeking a subcontractor to engineer, manufacture, test, and deliver liquid argon circulation equipment for the Long-Baseline Neutrino Facility (LBNF) / Deep Underground Neutrino Experiment (DUNE). The procurement includes vacuum jacketed pump valve boxes, multi-layer insulation (MLI) insulated piping, isolation valves, pressure safety valves, instrumentation, and cryogenic equipment protection structures such as platforms, ladders, and support beams for both Vertical Drift (VD) and Horizontal Drift (HD) detector cryostats. Key contract requirements mandate compliance with ISO 9001 and ASME standards, comprehensive design review stages (Preliminary, Final, and Production Readiness Reviews), rigorous testing protocols including leak rate acceptance thresholds of 1x10⁻⁹ mbar-l/sec, and strict quality assurance and documentation procedures. The evaluation will employ a tradeoff source selection method considering technical merit, quality, and price, with proposals graded using a color-coded rating system from blue (exceeds requirements) to red (unacceptable). Critical deadlines include a technical questions deadline of December 8, 2025, and a proposal submission deadline of January 30, 2026 at 5:00 PM Central Standard Time, with award anticipated by December 31, 2025 for a single firm fixed price subcontract.

This solicitation has no set-aside designation and does not identify any incumbent contractors. The specific award value or budget range is not disclosed in the solicitation documents. The project scope encompasses designing and manufacturing three identical valve boxes for each cryostat with associated piping systems, with work divided into seven milestones spanning from April 2026 through December 2027 covering engineering, manufacturing, testing, and shipping phases. Key technical specifications include handling liquid argon at temperatures around 87-88K with mass flow rates of 20-40 kg/s, inlet pressures of 1.21-2.98 bara, and discharge pressures of 5.91 bara, with all piping constructed from 304/304LSS stainless steel. The place of performance is the Sanford Underground Research Facility (SURF) in Lead, South Dakota, with equipment designed to fit within specified Ross Shaft load envelopes for underground transportation.

Notice text

A brief summary of the scope is provided below.  For complete details please download the Statement of Work attached to this notice.

The LAr Circulation System VD and HD Equipment is responsible for transferring liquid argon coming from the Cryostat VD and Cryostat HD to the low-pressure suction side of the main LAr Circulation Pump (not part of this scope). It is also responsible for transferring liquid argon downstream of the main LAr Circulation Pump (not part of this scope) through the system resistance (friction and internal losses in valves, piping, etc.) to the LAr Purification system. The selected vendor will engineer and manufacture the vacuum jacketed pump valve box (part of the scope) that will house the pump, the MLI insulated upstream and downstream piping, isolation valves, and instrumentation required for this operation laid out above. The cryogenic equipment in the Detector Caverns will need to be properly protected and accessible with the use of platforms, ladders, support beams and railings (all part of this scope).

Scope Overview of the Supply Structure

The LAr Circulation System VD and HD acquisition is broken down into the equipment, valves and instrumentation that are detailed in the SOW

• Vacuum Jacketed Pump Valve Box

• MLI insulated upstream and downstream piping of the main LAr Circulation Pumps (Pumps are not part of Supply)

• Instrumentation

• Isolation Valves

• Pressure Safety Valves

• Cryogenic Equipment Protection (Platforms, Ladders and Supports
