About this file
This document is a Request for Proposals (RFP) from Fermi Forward Discovery Group LLC for the Long-Baseline Neutrino Facility/Deep Underground Neutrino Experiment, specifically for Liquid Argon Circulation Vertical and Horizontal Delivery (VD and HD) systems. The solicitation seeks a subcontractor to engineer, manufacture, test, and deliver equipment, valves, and instrumentation for the LAr Circulation System. The project is for the Fermi National Accelerator Laboratory (Fermilab), with work to be performed at the Sanford Underground Research Facility in Lead, South Dakota.
Key dates include a deadline for questions on November 20, 2025, and proposal submission by December 4, 2025. FFDG anticipates awarding a single Firm Fixed Price subcontract by December 31, 2025. The project is divided into seven milestones spanning from April 2026 to December 2027, covering engineering, manufacturing, testing, and shipping of VD and HD liquid argon circulation systems. Evaluation will be based on past experience, technical merit, and quality, using a tradeoff source selection method that considers both price and technical factors. Proposals will be graded using a color-coded rating system from blue (exceeds requirements) to red (unacceptable).

Section M—Evaluation Factors for Award
M1. Basis for Subcontract Award
1.1 FFDG expects to award a Subcontract to an Offeror who is deemed responsible, whose proposal conforms to this solicitation’s requirements, and whose proposal is judged to represent the best value to
FFDG.
1.2 FFDG will use a Tradeoff source selection method. The best value is represented by the most advantageous proposal, price and other factors considered. Offerors are advised that a proposal meeting the solicitation requirements with the lowest evaluated price may not be selected if award to a higher evaluated price proposal is determined to be most advantageous to FFDG.
1.3 FFDG expects to award one Firm Fixed Price (FFP) subcontract as a result of this solicitation.
However, FFDG may reject any or all proposals and not make any award based on this solicitation. FFDG may waive any informality or minor irregularity in proposal(s) received at its sole discretion.
1.4 FFDG reserves the right to award without discussions with Offerors. Accordingly, Offerors should submit their best proposals.
M2. Technical Evaluation Factors
Each proposal shall be evaluated relative to the following factors. The evaluation factors are listed in descending order of importance. All evaluation factors other than cost or price, when combined, are of equal importance to cost or price.
1) Past Experience and Past Performance
Corporate past experience in the engineering, manufacturing, and delivery of equipment that is comparable to FFDG requirements. At a minimum, the offeror shall demonstrate past experience pertaining to three (3) projects of similar scope and completed within the past five (5) years. In addition, the level of performance achieved by the offeror on each past project will be considered.
2) Technical Merit of Offeror's Approach to accomplish the SOW.
FFDG will evaluate the degree to which the offeror's proposal demonstrates its ability to meet or exceed the technical requirements for the Liquid Argon Circulation VD and HD as defined in the Statement of Work. Evaluation under this factor includes, but is not limited to, the following key considerations:
- How well the offeror demonstrates that it understands FFDG requirements and possesses the expertise to comply with them.
- Engineering and manufacturing approach.
- Project management
- Testing Capabilities
- Packaging
- Schedule for performance of the work.

3) Quality
- The degree to which the offeror's proposed QA plan demonstrates an ability to meet FFDG requirements.
- Certification to an internationally recognized standard is preferred.
M3. EVALUATION PROCESS
Each technical criterion will be graded based on the following ratings:
(1) Blue—Proposal exceeds the requirements; provides little or no risk to FFDG.
(2) Green—Proposal fully satisfies the requirements; provides low to moderate risk to FFDG.
(3) Yellow—Proposal marginally satisfies requirements; provides moderate to high risk to FFDG.
(4) Red—Proposal does not satisfy requirements; provides unacceptable risk to FFDG.
