About this file
This document is an Amendment to Solicitation (Amendment No. 01) for the Long-Baseline Neutrino Facility LAr Circulation project issued by Fermi Forward Discovery Group, LLC. The amendment extends the offer closing date to January 5, 2026 at 5:00 PM Central Standard Time and provides responses to four vendor technical questions. Key details include: the project is a design-build situation for liquid argon circulation systems, with offerors responsible for designing piping, valve boxes, and related components for both VD-Cryostat and HD-Cryostat. The scope involves creating three identical valve boxes for each cryostat, with un-insulated 304SS 4" SCH10 piping to be sized and designed by the supplier.
Vendors must acknowledge the amendment by completing the Subcontractor Annual Representations and Certifications (SARC) or by separate communication. The solicitation (RFP LBNF-372669-JD) allows proposal modifications via email before the due date, and the deadline for submitting technical questions has been extended to December 8, 2025. The amendment includes a .stp file of the valve box for reference and indicates that FFDG plans to release a 3D model of assemblies in a future RFP Amendment. The procurement contact is Jeremy Duncan, LBNF Procurement Specialist, who can be reached at (865) 300-0443.

AMENDMENT TO SOLICITATION
AMENDMENT NO.
DATE OF AMENDMENT:
November 26, 2025
SOLICITATION NO.
RFP LBNF-372669-JD
DATE ISSUED:
November 05, 2025
PROJECT NO.
N/A
PROPOSAL DUE DATE:
January 5, 2026
TITLE OF PROJECT:
LONG-BASELINE NEUTRINO FACILITY LAR CIRCULATION
Offerors must acknowledge this Addendum prior to the hour and date set forth in the solicitation by one of the following methods:
1. By completing the Subcontractor Annual Representations and Certifications (SARC), or
2. By separate fax, letter, or email.
If by virtue of this Addendum you desire to change a proposal already submitted, such change may be made by email, provided such email clearly references the Solicitation number and this Amendment number and is received prior to the proposal due date.
Amendment No. 1 is issued to extend the offer closing date, answer vendor questions, and provide a new technical file for reference purposes as follows:
(1) THE OFFER CLOSING DATE IS HEREBY CHANGED TO January 5, 2026 AT 5:00 P.M.
CENTRAL STANDARD TIME (CST-CHICAGO).
(2) The deadline for receipt of written technical questions is hereby extended to December 8, 2025.
(3) Answers to technical questions submitted by prospective offerors are provided as follows:
Vendor Question 1: Are there any preliminary designs or step files that would be included with the package as resource material?
Answer No. 1: No this is a design build situation. What we have in the SOW is the reference design. For reference purposes only, a .stp file of the valve box from our integration team is provided with this Amendment.
Question No. 2: "Un-insulated Piping 304SS 4” SCH10 Piping (Length to be calculated/sized) by Supplier.
Upstream and downstream piping of LAr Circulation Pump Vent Header... Is it not 100% if this is part of the scope, if so, what the dimensions are?
Answer No. 2: It is in the scope, and it is the offeror’s design (both for size and length). FFDG intends to release a 3D model of the assemblies (valve boxes, equipment protection, vent header) through a future RFP Amendment.
Vendor Question No. 3: The main circulation point / interconnects are not defined as in or outside scope (it seems to depend on the PI&D and not 100% which parts are in, and their lengths)
Answer No. 3: A version of the P&ID that clearly defines the tie points for what is in / out of the scope has been included with this Amendment.
Vendor Question No. 4: There is statement or visibility on the Hd-Cryostat, can we assume this package is 100% equivalent, so the tender package is VD-cryostat multiplied by 2 ?
Answer No. 4: That is correct that they will all be identical. Three valve boxes for VD Cryostat and three valve boxes for HD Cryostat.
All other provisions remain unchanged.
