About this file
This Statement of Work (SOW) describes the requirements for the Liquid Argon Circulation System for the Long-Baseline Neutrino Facility (LBNF) and Deep Underground Neutrino Experiment (DUNE). The project involves designing, manufacturing, and delivering liquid argon circulation equipment for two detector configurations: Vertical Drift (VD) and Horizontal Drift (HD). The system must handle liquid argon circulation with specific performance parameters, including a mass flow rate of 20-40 kg/s, inlet pressures of 1.61-2.98 bara, and temperatures around 88K. Key components include vacuum-jacketed pump valve boxes, Multi-Layer Insulation (MLI), cryogenic piping, valves, instrumentation, and support structures, all constructed primarily from Austenitic Stainless Steel.
The subcontractor will be responsible for comprehensive engineering, manufacturing, testing, and documentation, with multiple design review stages and strict quality assurance requirements. The equipment must meet rigorous technical specifications, including precise leak tightness (maximum 10-9 Pa·m3/s), thermal insulation, and material performance at cryogenic temperatures. The project involves delivering equipment to the Sanford Underground Research Facility (SURF) in Lead, South Dakota, with components designed to fit within specific load envelopes for transportation via the Ross Shaft. The total project aims to support neutrino research by creating sophisticated cryogenic circulation systems for massive liquid argon detectors that will enable scientific investigations into neutrino properties, supernova dynamics, and potential proton decay.

Liquid Argon Circulation VD and HD Statement of Work Engineering Requirements
Long-Baseline Neutrino Facility (LBNF) / Deep Underground Neutrino Experiment (DUNE) - US 7-10
7 Engineering Requirements
1. The Subcontractor shall properly calculate and choose the size, thicknesses, and material of the
Pump Valve Box shell and heads (Bottom and Top) based on codes listed in Section 3 of this SOW for vacuum vessel design.
a. The relative envelope size and interface details of the main LAr Circulation Pumps will be provided by FERMIFORWARD to the Subcontractor of the Supply so that the specific/dedicated penetration that accounts for this pump can be properly sized and located on the pump valve box. Based on industry experience, the pump will need to be installed vertically.
b. The configuration and size of the upstream and downstream piping of the LAr Circulation Pump shall be met by the Subcontractor. Details of these requirements flow down from Fermi Forward’s pump subcontractor based on their expertise and experience for optimal pump performance.
c. The entire valve box will need to fit into an envelope driven by the Ross Shaft from which it will be transported down to the detector cavern in. The details / dimensions of this Ross Shaft Elevator can be found in Appendix B. Proper lifting supports (lifting lugs, eyes, etc.) will need to be properly engineered for thicknesses and weld sizes to account for the loads and allow for easy lifting. A handling plan is part of the deliverables as part of this scope.
d. The vacuum housing itself does not need to be U-stamped as a requirement but the calculations for size and thicknesses should be based on codes listed in Section 3 of this SOW using the vacuum pressure as the internal pressure of the valve box. The calculated overall stresses shall remain within acceptable values dependent on the chosen design code in Section 3 of this SOW. The vessel shall also be shown to be resistant to buckling per the chosen design code in Section 3 of this SOW.
e. All penetrations shall be properly calculated for any necessary reinforcement.
f. In the case of “loss of vacuum insulation” where the temperature of the pipe/vessel changes from the ambient temperature (see Table 1). If expansion joints are used in the vacuum jacket, the Subcontractor shall consider the capacity to withstand the specified design cases without mechanical failure or permanent deformations. The following requirements also apply:
i. The vacuum insulation space shall be designed for continuous sealed vacuum operation. The vacuum space shall be capable of isolation with vacuum-rated valves to avoid continuous pumping.
ii. Each vacuum vessel shall have a CVI valve that serves as a pump-out, isolation valve, and safety release device. Automated valves shall be located on the pumping station and shall close upon loss of power.
g. The vacuum isolation space design pressure is listed below:
Long-Baseline Neutrino Facility (LBNF) / Deep Underground Neutrino Experiment (DUNE) - US 7-11
Table 1: Vacuum levels in insulation vacuum (vacuum jacket)
Description Vacuum Level Pa mBar
At room temperature with active pumping (After 100 hr of pumping) < 5·10-1 < 5·10-3
At nominal temperature without active pumping < 5·10-2 < 5·10-4
Table 2: Vacuum level Pressure Range
Description Minimum Pressure Maximum Pressure psia bara psia bara
Internal 0 0 21.8 1.5
External Atmospheric Atmospheric Atmospheric Atmospheric
h. The mechanical design of the vacuum jacket shall consider also the appropriate thermal load and displacement given by the cryogenic temperature.
i. The vacuum vessel support structure and lifting lugs shall account for all forces, including but not limited to weight, vacuum load, and all dynamic loads that may occur including accidental loss of insulating vacuum and seismic events (lifting lugs may be excluded from the seismic case).
j. The main LAr Circulation Pumps are meant to be a removable assembly. The isolation valve and vent configuration need to be designed to allow for the pump to be removed and see maintenance without breaking vacuum.
2. The Subcontractor shall perform stress and thermal / flexibility analyses for the piping to verify the performance requirements listed below:
a. The piping itself shall be designed based on upon codes listed in Section 3 of this SOW specifically ASME B31.3. The material choice should account for cryogenic temperatures of liquid argon and based on codes listed in Section 3 of this SOW
b. The Supply shall be designed to minimize the effects of heat leak from ambient temperatures into the LAr circuits and to minimize heat transfer between circuit lines.
The relative lengths for heat leak should be accounted for in the design. See heat leaks limits in Table 20-3.
c. The Supply shall be designed to minimize the pressure drop. The lengths and choice of fittings / flexhoses that could account for system losses should accounted for in the design to meet performance requirements. See Table 20-3.
Long-Baseline Neutrino Facility (LBNF) / Deep Underground Neutrino Experiment (DUNE) - US 7-12
d. This would include not just for the upstream and downstream piping but also the vent header that has all vent lines running to it.
3. The Subcontractor shall perform relief calculations to properly size relief valves for over pressurization and trapped volume scenarios. The trapped volumes will be evident through the use of the reference P&ID in Appendix B.
4. The Subcontractor shall properly specify control valves and manual valves based on calculated Cv values based on the pipe parameters, fluid characteristics and K-values.
a. Design and placement of all valves shall allow for ease of operation, inspection, maintenance, and troubleshooting.
5. The Subcontractor shall properly specify instrumentation based on design / operating parameters.
The instrumentation shall allow for verification of the health and performance of the pump. The P&ID provided is for reference but should be closely followed based on the feedback received from the pump manufacturer.
a. Design and placement of all instrumentation shall allow for ease of operation, inspection, maintenance, and troubleshooting.
6. The Subcontractor shall provide engineering analysis and other design documentation of the vacuum vessel for the Supply including but not limited to detailed weld design, reinforcement of joints, material selection, and examination and testing records which is subject to FERMIFORWARD written approval
Liquid Argon Circulation VD and HD Statement of Work Functional Requirements
Long-Baseline Neutrino Facility (LBNF) / Deep Underground Neutrino Experiment (DUNE) - US 8-13

Liquid Argon Circulation VD and HD Statement of Work Mechanical Requirements
Long-Baseline Neutrino Facility (LBNF) / Deep Underground Neutrino Experiment (DUNE) - US 10-20
10 Mechanical Requirements
10.1 General Mechanical Requirements
1. When gaskets are required, metal gaskets shall be used whenever possible. The Subcontractor shall evaluate the location of gaskets to ensure the chosen gasket material may withstand the temperatures at that location. All gaskets are subject to FERMIFORWARD written approval.
2. Pressure safety valves (PSVs) shall be from Austenitic Stainless Steel (AISI grade 304/304L or AISI 316/316L). The vent shall have a diverter valve between relief valves to ensure overpressure protection during the maintenance of the relief valves.
10.2 Coriolis Flow Meter
1. Micro Motion ELITE CMF350M Coriolis Meter, 4 Inch (DN100), 316L Stainless Steel or equivalent.
2. Fluid work temperatures and flow are shown in Appendix A, Table 20-2.
3. Denoted in P&ID F10028329.07 Grid H-16 FT-10312A, Grid F-16 FL-10255A, Grid D-16 FL-10275A, see Appendix B.
10.3 Hose, Bellows, etc.
1. Flexible hoses and bellows may be used within vacuum jacket insulation only.
2. Whenever possible, all hoses and bellows shall be welded. When not possible, hydroformed bellows are allowed subject to FERMIFORWARD approval.
3. Multiple layered bellows shall be designed to have a vent hole between each layer to prevent overpressure from the trapped volume gas.
10.4 Internal supports
1. The Supply shall be designed with internal supports within a vacuum jacket.
2. Internal supports shall be designed to withstand all loads exerted on a given supported component as required by Code, listed in Section 3, including but not limited to thermal, pressure, vacuum, transportation, testing, as well as moments due to misalignment, and flexible hoses used for thermal compensation.
3. Internal supports shall be designed to minimize heat leaks to cryogenic piping and pressure vessels.
4. Internal supports shall be designed such that cross-sectional flow is not obstructed equal to or larger than the vacuum vessel port area to minimize longitudinal relief flow impedance in case of an internal line rupture.
5. The Subcontractor shall provide engineering analysis and other internal supports design documentation for the Supply including but not limited to material selection, calculated heat leak, and design safety factors according to codes listed in Section 3.
Long-Baseline Neutrino Facility (LBNF) / Deep Underground Neutrino Experiment (DUNE) - US 10-21
6. There shall be at least two (2) spacers G10-CR wherever sliding support is necessary at the interface connection and to ensure that all internal pipes are at the correct location and angle within the vacuum jacket.
10.5 Thermal Insulation
1. Cryogenic vessels and pipes shall be vacuum insulated, in combination with aluminized mylar, Multi-layer Insulation (MLI), to minimize heat leak, with no active mechanical pumping. The specific value of each component shall be approved by FERMIFORWARD during the design reviews.
2. The choice of cryogenic insulation is subject to FERMIFORWARD written approval.
3. The pumping ports shall avoid the intake of any loose MLI. The installation of grids at the inlet of each pumping port is acceptable provided they do not compromise the pumping process by excessive pressure drop and are designed to prevent blocking by MLI.
4. Each vacuum space shall be equipped with a convection vacuum gauge described in the SOW in the pressure sensors chapter below.
5. There shall be no condensation of water on the vacuum jacket of any Supply under normal operation. No ice shall be visible on the outside of the vacuum insulation while in normal operation (with the process pipe carrying cryogenic fluid). The insulation surface temperature should be according to the Code, see Section 3.
10.6 MLI Use
1. MLI shall be protected from humidity and dust. The handling of MLI shall be done using powder-free white gloves to control cleanliness. The compression of the layers during the wrapping operation shall also be prevented. Storage of MLI, whenever applicable, shall be made in a room with a controlled environment where the relative humidity shall not be higher than 55%. During manufacturing and installation, the components on which the MLI has been wrapped shall be periodically controlled (after each mechanical intervention) to check their cleanliness and to verify that the MLI has not been damaged.
2. It shall be ensured that the MLI is protected during welding operations to avoid damage and fire due to the presence of a heat source. The contractor shall make use of appropriate non- flammable protection material installed over the MLI or shall foresee the use of welded backing rings at the location where vacuum jacket welds will be performed.
3. MLI shall be fixed using appropriate fixation methods (e.g., using Mylar tape) and considering the internal movements occurring during temperature transients to prevent uncovering cold surfaces and degradation of MLI. The overlapping of MLI layers, whenever applicable, shall be made respecting the temperature gradient across MLI to prevent layers at different temperatures from being in contact with each other.
Long-Baseline Neutrino Facility (LBNF) / Deep Underground Neutrino Experiment (DUNE) - US 10-22
4. The Subcontractor shall guarantee that a dedicated procedure for MLI wrapping is established, implemented, and maintained for the manufacturing and installation phases to comply with the requirements described above.
5. For the intended vacuum pressure of 5x10-2 Pa (5x10-4 mbar), the heat flux through MLI layers shall not be higher than 0.3 Btu/hr/ft2 (1 W/m2) from 300 K to 87 K.
6. This value shall be considered for the choice of an appropriate MLI. The MLI wrapping around the process pipes shall not create a confined space preventing discharge and evacuation events. The MLI shall be installed in a manner such that it will not detach or degrade during evacuation operations.
10.7 Leak Tightness
The maximum leak rates at the maximum pressure differential for vacuum and non-vacuum insulated components shall not exceed the values given in Table 20-5.
