About this opportunity

The U.S. Army's Mission and Installation Contracting Command at Fort Hood sought proposals for comprehensive portable latrine and handwashing station services at the National Training Center and Fort Irwin Installation in California through solicitation W9124B26RA003. The contract was structured as a Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) award requiring the contractor to provide all necessary personnel, equipment, and supplies to deliver, place, service, and remove both standard and ADA-compliant sanitation units. Key requirements included regular cleaning, waste pumping and disposal in accordance with regulations, supply restocking, and maintaining all units in fully functional condition with 24/7 point-of-contact availability. Award was to be made to the lowest-priced technically acceptable offeror based on evaluation criteria specified in the SF 1449 form and Performance Work Statement. The proposal deadline was extended to March 25, 2026, at 12:00 PM Pacific Standard Time, with questions due by March 16, 2026.

This solicitation was designated as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-away, requiring offerors to maintain current SDVOSB certification in the System for Award Management (SAM.gov) at the time of proposal submission. The predecessor contract (W9124B-24-D-0001) had a total value of $5,259,200 across its base and option periods, with the new IDIQ carrying a minimum guarantee of $2,500. The contract specified a 60-month ordering period from May 1, 2026, through April 30, 2031, consisting of a base year plus four one-year option periods, with quantities of portable units ranging from 200 to 70,000 rental days per contract line item depending on geographic zone. Performance locations included Fort Irwin, the National Training Center, and surrounding areas including Yermo, Barstow, and Victorville, California. However, the solicitation was ultimately cancelled on March 12, 2026, with the government determining that substantial unforeseen changes related to Army transformation initiatives—including reduction of the contract period to a nine-month base year plus two 12-month option years and revision of the CLIN structure—were too significant to amend after proposal receipt, and a new solicitation reflecting revised requirements was anticipated.

Update #5 · Latest ·

Solicitation cancelled, will be re-solicited at a future date.

The reason for this cancellation is the Government's need to amend the solicitation substantially to address unforeseen changes pertaining to Army transformation initiatives as it pertains to the need for the leasing of Latrines and Handwashing stations at the National Training Center.

The necessary revisions include, but are not limited to:
a. A reduction in the contract ordering period from a Base Year plus four (4) Option Years to a Short Base Year (~9mo) plus two (12mo) Option Years.
b. A revised CLIN structure to address changes to stationing times of semi-permanent latrines at multiple locations.
c. Changes to the ceiling of the IDIQ driven by forecasted frequency of leasing as it pertains to rotational training unit needs.

These changes are not minor and fundamentally alter the scope, schedule, and structure of the requirement. As such, the aforementioned amendments after receipt of proposals are so substantial that they exceed what bidders could have reasonably anticipated. To amend the solicitation at this stage would be prejudicial to fair competition, as new offerors would likely have
been interested, and initial offerors would have likely prepared their proposals differently had these revised requirements been known.
This cancellation is necessary to preserve the fairness and integrity of the competitive process. The Government intends to issue a new solicitation that reflects the revised requirements, which will allow adequate time for all vendors to prepare proposals
