About this file

This is a Questions and Answers document for federal contract solicitation W9124B26RA003, a follow-on Indefinite Delivery Indefinite Quantity (IDIQ) contract for portable latrines and handwashing stations at Fort Irwin. The solicitation is reserved for Veteran-Owned Small Businesses (SDVOSB) and has been amended with an extended deadline of Monday, March 23, 2026, at 12:00 PM PST. The Q&A period remains open through March 16, 2026, at 12:00 PM PST. Bidders must reference the Performance Work Statement (PWS) and SF 1449 form for specific requirements regarding quantities, locations, servicing frequency, and evaluation criteria.

Pricing for this IDIQ is structured on a daily unit rental rate basis, with the formula: Total CLIN Price = (Number of Units) × (Number of Days) × (Daily Unit Price). Quantities listed for each Contract Line Item (CLIN) represent ceilings rather than guaranteed orders, as actual demand fluctuates based on Army transformation initiatives and rotational unit support at Fort Irwin. The contract supports both semi-permanent sites and rotational units with mission-dependent usage, with delivery orders potentially ranging from as little as one day to several months. Water provision responsibilities are detailed in the PWS and SF 1449. The government acknowledges significant variability in demand forecasting due to ongoing Army transformation initiatives, preventing long-term demand predictions.

W9124B26RA003 SOLICITATION QUESTIONS/ INQUIRIES AND RESPONSES (REVISED).

Q&A OPEN PERIOD IS EXTENDED THRU 16 MARCH 2026, 12:PM NOON (PST).

1. I am trying to obtain the intended and or the pre-qualified bidders list for this project.

Please refer to Block 10 od the SF 1449 (Solicitation): VETERAN-OWNED SMALL

BUSINESS (SDVOSB).

2. Solicitation___W9124B26RA003_Professional_Appearance.pdf and the associated pricing spreadsheet are not currently available. Could you please advise whether these documents will be released shortly?

The Solicitation has been ammended___W9124B26R-A003 and extends the solicitation to Monday 23 March 2026 at 12:00PM (noon) PST.

On the amended RFP, Page 2 starts the “Continuation of Supplies or Services and Prices/Costs”. Next to each CLIN the quantity refers to the ceiling of this CLIN once an IDIQ is awarded (or maximum number of “days” per leased unit the government can award).

Calculation Formula for delivery orders once an IDIQ has been awarded:

Total CLIN Price = (Number of Units: will vary depending on the need) × (Number of Days: will vary depending on the need) × (Daily Unit Price)

On the “Unit Price” section please price to how much you’ll charge the government for 1 Daily Rental Rate of a unit of portable latrines and handwashing station. The “Amount” section refers to the total maximum amount resulting off the IDIQ for the CLIN (multiply the Daily Rental Rate Unit Price times the total Quantity ceiling to arrive at the “Amount” on the far-right column.

3. The main issue is that there's no SF1449 attached, so we really have no way of knowing how to price this or what the evaluation criteria looks like.

Please refer to answer in question 2.

4. I also included a screenshot of the PWS and you'll notice there are some highlighted sections on it as well.

The highlighted section was done internally and is relevant for the requirement.

5. We are performing independent research on the Combined Synopsis/Solicitation (W9124B-26-R-A003). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?

This is a Follow-on contract.

6. Will water be provided by the government? How many Portable toilet and Hand wash stations (ADA and non-ADA) are needed in every location? What is the frequency of the work or service?

Please refer to the PWS and SF 1449.

7. Could you please clarify the number of latrines and handwashing stations requested per year, and confirm the servicing frequency?

Please refer to the PWS and SF 1449

8. The PWS or solicitation documents do not explicitly state whether the quantities reflect a daily or monthly price. As best I can tell, CLIN 10 is computed monthly and everything else is computed daily. That is to say, I'm giving a price on 14,000 semi-permanent unit-months vs 70,000 cantonment unit-days, etc.

Thank you for your inquiry. Please see amended solicitation.

9. What is the duration associated with the quantity desired for each CLIN?

Thank you for your inquiry. The competed solicitation will result in an IDIQ. Reflected quantities are ceilings and the usage of these CLINs are mission dependent with no set predictable parameters. The IDIQ has POPs with one year duration each within which quantities may or may not be ordered and duration of such orders may be for as little as one day or as long as months. Deliveries or quantities are known as the customer’s request to fill their needs.

10. Since this appears to be a recurring or previously executed contract, would it be possible to provide the maximum number of portable toilets and hand wash stations that have been deployed at the same time under this requirement, or the expected maximum for this solicitation?

While there is a consistent need for these services at Fort Irwin to support rotational units and semi-permanent sites, the frequency of delivery orders against this IDIQ is expected to fluctuate significantly. This variability is driven by ongoing Army transformation initiatives, which currently prevent an accurate, long-term forecast of demand.
