About this opportunity

The Department of Veterans Affairs National Cemetery Administration seeks a contractor to provide on-site marble and granite inscription services at Fort Jackson National Cemetery in Columbia, South Carolina, with quotations due July 24, 2026 at 10:00 a.m. CST. This is a total small business set-aside under NAICS code 561990 (All Other Support Services), with questions due July 1, 2026.

The contract covers a one-year base period from October 1, 2026 through September 30, 2027, with four optional one-year renewals through September 30, 2031. Work is performed exclusively on-site at 4170 Percival Road, Columbia, SC 29229, Monday through Friday between 8:00 a.m. and 4:00 p.m. local time, excluding federal holidays. The contractor must establish an inscription facility within 25 calendar days of award, complete initial orders within 30 calendar days, and process ongoing orders within 10 business days.

The contractor must construct and maintain portable sandblasting structures with dust handling, provide electrical power and water utilities, and comply with extensive safety, environmental, and cemetery conduct standards. All labor and materials are the contractor's responsibility; the Government furnishes blank headstones, markers, and niche covers. Prevailing wage rates apply under Service Contract Act determination No. 2015-4429, Revision 32 (May 13, 2026), covering South Carolina counties including Richland and Kershaw, with hourly rates ranging from approximately $11.57 to $50.66 depending on occupational classification.

Quoters must submit physical samples, three PDF volumes (company information, technical qualifications and work plans, past performance references), and a pricing spreadsheet in Excel. The Government will make award to the responsible quoter offering the best value, with technical and past performance factors combined being more important than price. All quoters must be registered in SAM.gov and complete ORCA certifications at submission. The Government intends to make award without discussions.
