About this opportunity
The 436 Civil Engineer Squadron, Dover Air Force Base, seeks kitchen hoods, ducts, and dryer ventilation duct cleaning services across 22 facilities, with quotes due July 22, 2026. This is a Total Small Business set-aside under NAICS 561790 (Other Services to Buildings and Dwellings); the small business size standard is $9,000,000.
Place of performance is Dover Air Force Base, Delaware. The contractor must provide all management, tools, supplies, equipment, and labor to perform services in compliance with National Fire Protection Association Standard 96, with work performed Monday through Thursday excluding federal holidays. The contractor must maintain International Kitchen Exhaust Cleaning Association (IKECA) certification and employ an IKECA Certified Exhaust Cleaning Specialist (CECS) on-site during all scheduled cleanings. Kitchen exhaust cleaning frequencies vary by facility: monthly (5 systems), quarterly (2 systems), semi-annually (9 systems), and annually (6 systems), with an estimated three emergency service calls annually. Dryer duct cleaning is required semi-annually in buildings 212, 401, 402, 430, and 435, and annually in buildings 414 and 445, with monthly lint screen cleaning in buildings 414 and 445. All contractor personnel must obtain base badges, undergo criminal background checks, and complete security and antiterrorism training as applicable. Performance thresholds require 100 percent compliance with NFPA 96 standards and 100 percent timely and accurate reporting within 10 calendar days of each inspection and cleaning.
This is a Firm-Fixed-Price Request for Quote (RFQ) with evaluation using Lowest Price Technically Acceptable methodology. Technical evaluation comprises four subfactors: Technical Approach, Staffing and Transition, Quality Control, and Mission Essential Plan; failure in any subfactor renders the entire technical evaluation unacceptable. Past performance considers contracts performed for at least six months within the five years preceding solicitation issuance, focusing on relevant work involving kitchen hoods and ducts cleaning systems of similar scope, magnitude, and firm-fixed-price contract type. The contract covers a five-year base period plus a six-month option; pricing must be held firm through November 1, 2026. The incumbent contractor is Aqua Pro, Inc., under contract FA449722C0005 with an initial award value of $283,309.32. Questions are due July 10, 2026. A mandatory site visit is scheduled for July 9, 2026 at 9:30 AM EDT. Amendment 0005 published the final Q&A log on July 17, 2026. Service Contract Act prevailing wage rates apply under Wage Determination 2015-4217.
