About this opportunity

The USDA Animal and Plant Health Inspection Service seeks construction of a pre-engineered metal kennel building at its Wildlife Services Predator Research Facility, with proposals due May 8, 2026. The procurement is a Total Small Business set-aside, restricting competition to small business concerns.

The facility will be approximately 3,400 square feet at 4200 S. 600 E. Cache County Road, Millville, Utah 84326, containing two kennel areas, a mud room, and a mechanical room per final design documents from A&E firm Cushing Terrell. Design drawings reflect 100% completion dated September 29, 2025, incorporating concrete foundations with radiant floor heating, eight-inch concrete masonry unit walls, metal roof systems with translucent panels, a 285 MBH condensing boiler serving radiant heating circuits, complete mechanical and plumbing systems, and LED lighting with occupancy sensors. Federal construction wage rates for Cache County, Utah apply per Davis-Bacon Act requirements, including rates for carpenters, electricians, plumbers, sheet metal workers, and laborers. Geotechnical conditions support a net bearing pressure of 2,500 pounds per square foot on natural soils with 30-inch minimum frost protection embedment; loose surficial soils to 4–5 inches must be removed from building footprint and exterior areas.

Contractors must submit separate pricing for Phase 1 (fencing, sitework, underground utilities, foundation, and floor slabs) and Phase 2 (masonry, structural steel, roofing, mechanical, plumbing, and electrical work), with Phase 2 as an add-alternate. Work must commence within 10 calendar days of the Notice to Proceed and be completed within 365 days. Evaluation uses a highest technically rated with fair and reasonable price approach, weighting price reasonableness and realism, technical capability including relevant pre-engineered metal building experience and detailed work sequencing, and past performance on customer satisfaction, regulatory compliance, schedule adherence, and specification conformance. Quotes must include itemized price breakdowns, relevant experience documentation, and past performance references with contract numbers, project titles, locations, award and completion dates, and contact information. Amendment 3, effective May 8, 2026, incorporated a price schedule. Mandatory site visit was April 15, 2026; questions were due April 24, 2026. NAICS 236220, PSC Y1JZ.
