About this file

This is a Questions and Answers document providing clarifications for Solicitation 12639526Q0088, a USDA-APHIS-Wildlife Services construction project for a new kennel building approximately 3,400 square feet in size. The facility will contain four sections: kennel areas A & B, mud room, and mechanical room, designed by A&E firm Cushing Terrell as a pre-engineered metal building.

Key clarifications addressed in the RFI responses include: Government-furnished kennels will be installed on a concrete pad but outside the scope of this project; the contractor must furnish and install wall hooks in the mud room, while dashed-in table and benches are owner-furnished; TPO roofing membrane specifications call for ASTM D6878/D6878M internally fabric- or scrim-reinforced, fully adhered TPO sheet at 60 MIL thickness; the Superintendent, SSHO, and QC Manager do not need to be three separate individuals, though the superintendent may assume one additional duty; the Government accounts for equipment lead times and will not extend the period of performance post-award; no asbestos or lead documentation exists for the site; tax exemption status varies by state per FAR 52.229-3; the Notice to Proceed will issue upon receipt of bonds, with site prep dependent on material lead times; third-party testing and inspections are required per sheets S002 and S003 for concrete, steel, and masonry, with Authority Having Jurisdiction inspections mandatory; permitting is not required; and no landscaping is required beyond reseeding of disturbed areas.

RFIs and Responses, 12639526Q0088

· Please provide details for Government Finished Contractor installed Kennels. These will be placed in the concrete pad, but not during this project.

· Are any Furnishings required in the mud room? If so, what are they? Wall hooks. Dashed in table and benches shown in A302 are owner furnished. Wall hooks are to be furnished and installed by the contractor.

· Please provide specifications for the TPO. TPO Roofing Membrane Sheet: ASTM D6878/D6878M, internally fabric- or scrim-reinforced, fully adhered TPO sheet. 60 MIL.

· Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals? No, however, the superintendent can take on just one other duty.

· Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project? We take lead times into account.

· Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation. We do not have documentation of any asbestos or lead presence on the site.

· Is this project tax exempt? Typically, yes. However, this can vary by state. Note that the clause at FAR 52.229-3 Federal, State, and Local Taxes (Feb 2013) is included in the solicitation and resultant contract.

· When do you anticipate on site work starting? The notice to proceed will be issued when bonds are received, at which point the submittal process can begin. Site prep will likely depend on material lead times.

· Are third party testing and inspections required? See sheets S002 and S003 for special inspections information for concrete, steel, and masonry. Perform inspections required by the Authority Having Jurisdiction.

· Is permitting required? No

· Is landscaping required? Or are we just responsible for reseeding disturbed areas? No landscaping is shown on the drawings.
