About this file
This is a Statement of Work (SOW) for construction services at the USDA-APHIS Wildlife Services Predator Research Facility in Millville, Utah. The project involves construction of a new pre-engineered metal building (PEMB) of approximately 3,400 square feet containing four sections: Kennel Areas A & B, a mud room, and a mechanical room. The facility supports the Predator Research Facility's mission to generate ecological information on carnivore management and develop techniques to reduce conflicts with livestock, humans, and native prey species.
Contractors must submit itemized quotes for both a single-phase construction project and a two-phase construction project with Phase 2 as an add-alternate. Phase 1 includes fencing, sitework, underground utilities, concrete foundation, and floor slabs; Phase 2 includes masonry walls, structural steel procurement and erection, roofing, mechanical, plumbing, electrical, and GFCI kennel installation. Contractors are required to conduct field investigations and site surveys, provide shop drawings and product data submittals, participate in bi-weekly construction progress meetings, and deliver as-built drawings and records to the project team. The contract timeline specifies 45 days for shop drawings and product data submissions, 120 days for Phase 1 construction, 180 days for Phase 2 construction, and 30 days for closeout. All work must comply with applicable building codes, USDA Facilities Design Standards, ADA requirements, LEED standards, and federal environmental regulations. Key project contacts include Contracting Officer Jim Roloff, Engineering Project Manager Toni T. Mitchell, and Designer of Record Scott Roberts from Cushing Terrell.
