About this opportunity
The Department of the Air Force Air Education and Training Command solicited commercial wireless internet services for Keesler Air Force Base through an Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract structure. The procurement sought a comprehensive wireless internet solution providing six service tiers ranging from Economy (500MB/s down, 3MB/s up) to Ultra Premium (20GB/s down, 4GB/s up), with 99% monthly uptime requirements across all occupied buildings and facilities at the base, excluding dormitories and family housing. The evaluation criteria focused on price and technical capability, with technical factors including monthly uptime performance, service request responsiveness, repair response times, service interruption mitigation, user complaint handling, installation processes, bandwidth determination, and connectivity requirements. The solicitation underwent multiple amendments with questions and answers sessions, and included a mandatory site visit scheduled for July 8, 2025, at 9:30 AM Central Daylight Time. However, the solicitation was ultimately cancelled in its entirety through Amendment 00002 on September 8, 2025, before the August 21, 2025 response deadline.
The solicitation originally carried no set-aside designation but was later identified as set aside for Women-Owned Small Business (WOSB) concerns with a small business size standard of 1,500 employees, and confirmed there was no incumbent internet service provider for this requirement. The contract had a maximum total value of $6,000,000 over five ordering periods spanning from September 2025 to August 2030, with a minimum government obligation of $50,000 and individual task order limits between $500 and $250,000. The initial "Seed Project" involved wireless coverage for a two-story building approximately 400 feet by 175 feet (roughly 140,000 square feet), which would have served as the first task order under the IDIQ structure. The place of performance was Keesler Air Force Base, Mississippi, where the contractor would have been responsible for designing, installing, and maintaining the wireless network infrastructure with seamless roaming capabilities and comprehensive coverage requirements.
