About this opportunity

The Department of State seeks health insurance coverage for 22 JUSMAG SASP and contractual employees in Manila, with quotations due June 17, 2026, at 3:00 p.m. Philippine local time. Amendment 001 extended the original June 15 deadline by two days; a pre-proposal conference is scheduled for June 11 at 10:00 a.m. Philippine time via Microsoft Teams.

Place of performance is Manila, Metro Manila, Philippines. Offerors must hold a current notarized license, certificate, or accreditation issued by the Government of the Philippines Insurance Commission or its authorized agent, confirming authorization to write and administer health insurance policies in the Philippines; failure to demonstrate this authorization is grounds for rejection.

The contract requires a hospital-based health insurance plan with direct access to affiliated networks for outpatient consultations and laboratory procedures, with coverage at five specified Manila hospitals (Asian Hospital & Medical Center, Makati Medical Center, The Medical City, Cardinal Santos Medical Center, and St. Luke's Medical Center-Quezon City). Required benefits include private and open room accommodation, annual maximum of PHP300,000 per illness per year, annual physical examinations, preventive healthcare, outpatient care, diagnostic and therapeutic procedures, inpatient services, emergency care, pre-existing conditions, dental care, special procedures, maternity coverage, eyeglasses reimbursement (up to PHP5,000), outpatient medicine reimbursement (up to PHP15,000), hearing aids (up to PHP40,000), and COVID-19 coverage including vaccination adverse effects. Pricing is firm-fixed in Philippine Pesos, VAT-exempt. The contract covers a base year (July 1, 2026 – June 30, 2027), one option year (July 1, 2027 – June 30, 2028), and a six-month extension (July 1, 2028 – December 31, 2028).

Offerors must submit a completed Benefits Compliance Matrix (Annex C); failure to submit renders proposals non-responsive. Health Insurance Utilization Reports (Annex D and E) covering prior claims experience are included as reference documents. Award will be made to the lowest-priced, technically acceptable offeror. NAICS code is 524114, Direct Health and Medical Insurance Carriers.
