Request for Quotation (RFQ) 19RP3826Q0071 - JUSMAG Philippines Health Insurance
This is a Request for Quotation issued by the U.S. State Department's Bureau of Overseas Buildings Operations (OBO), through the GSO Contracting and Procurement office in Manila, Philippines. The RFQ solicits competitive quotations for health insurance coverage for SASP (Locally Engaged Staff) and contractual employees of JUSMAG Philippines, covering 22 eligible employees.
Scope and Requirements: Offerors must provide a hospital-based health insurance plan with direct access to affiliated networks for out-patient consultations and laboratory procedures. Required benefits include private room accommodation, open room and board coverage, an annual maximum limit of PHP300,000 per illness per year, coverage at specified hospitals (Asian Hospital & Medical Center, Makati Medical Center, The Medical City, Cardinal Santos Medical Center, and St. Luke's Medical Center-Quezon City), and comprehensive coverage for annual physical examinations, preventive healthcare, out-patient care, diagnostic procedures, therapeutic procedures, in-patient services, emergency care, pre-existing conditions, dental care, and special procedures. The plan must cover COVID-19 related illnesses and vaccination adverse effects. Offerors must submit a completed Benefits Compliance Matrix (Annex C) confirming all benefit offerings meet or exceed stated requirements; failure to submit this matrix renders proposals non-responsive.
Pricing, Timeline, and Award Terms: The contract covers a base year (July 1, 2026 – June 30, 2027), one option year (July 1, 2027 – June 30, 2028), and a six-month extension (July 1, 2028 – December 31, 2028), with firm-fixed pricing in Philippine Pesos, VAT-exempt. Quotations are due by June 15, 2026, at 3:00 p.m. Philippine local time, with electronic submission required via email to ManilaP urchasing@state.gov. Payment shall be made via Electronic Fund Transfer (EFT) within 30 days of receipt of correct invoices. A pre-proposal conference is scheduled for June 11, 2026, at 10:00 a.m. Philippine time via Microsoft Teams. Offerors must be authorized insurance companies licensed by the Government of the Philippines Insurance Commission; failure to demonstrate proper authorization constitutes grounds for proposal rejection. Administrative retention amounts must be specified in the pricing proposal, and offerors may request economic price adjustments based on experience rating or changes in Philippine law. Award will be made to the lowest-priced, technically acceptable offeror meeting all contract requirements.
