The Department of Agriculture Forest Service seeks removal of one existing boardwalk system and construction of one new modular boardwalk system with post-on-pin foundations within the Ocala National Forest at Juniper Springs, with quotations due August 17, 2026 at 2:00 PM ET. This is a Total Small Business Set-Aside with a small business size standard of $45 million.
Place of performance is Silver Springs, Florida. The project includes specialty structures: overlooks, a kayak launch, and a Pedestrian Truss Bridge. The contractor must commence work within 10 calendar days of receiving notice to proceed and complete all work ready for use within 365 calendar days. The NAICS code is 237990, Other Heavy and Civil Engineering Construction; PSC is Y1LB, Construction of Highways, Roads, Streets, Bridges, and Railways.
Offerors must hold General Contractor licensure and registration in the State of Florida as the Prime Contractor; subcontractor credentials cannot substitute. The project is funded through National Asset Management Program disaster recovery funding and is estimated between $5 million and $10 million in magnitude. A bid guarantee of 20 percent of bid price or $3 million, whichever is less, is required. Performance and payment bonds are required within five calendar days of award. Prices must remain firm for 90 calendar days from offer date.
Technical evaluation requires two relevant construction projects valued at $2 million or more involving marine construction, bridge, pier, boardwalk, or dock work completed or substantially complete (75 percent) within the past five years; a narrative describing overall approach with Gantt chart, understanding of construction techniques, subcontractor management, and risk mitigation strategies; and a Quality Control Plan. A mandatory site visit occurred June 24, 2026; questions were due July 2, 2026. Award will be made to the highest technically rated offeror with acceptable or neutral past performance and fair, reasonable pricing. The construction must comply with Davis-Bacon wage determinations for Marion County and Buy American requirements for construction materials. Amendment 1 extended the deadline from August 10 to August 17. Amendment 2, posted August 10, clarified that General Contractor licensure applies to the Prime Contractor only.
