About this opportunity

The USDA Forest Service seeks quotes to replace the Pacific Crest Trail bridge over the West Fork West Walker River in the Hoover Wilderness, with questions due November 4, 2026 and quotes due November 28, 2026 at 1700 Mountain Time. The solicitation uses no set-aside and is a firm fixed-price construction requirement.

Work is performed at Bridgeport, CA 93517, within the Humboldt-Toiyabe National Forest, Bridgeport Ranger Station. The site has no motorized access, so construction access requires helicopter transport from the Leavitt Meadows Trailhead or Sonora Pass along Highway 108. The five lump-sum line items cover mobilization including helicopter transport, full removal of the existing bridge and components, structure excavation and backfill, 30 linear feet of approach railing, and design, fabrication, transport, and installation of a 35-foot glulam deck panel bridge. The period of performance runs July 1, 2027 through October 29, 2027, a 120-day span, and the anticipated award date is December 10, 2026.

Quoters must submit a construction schedule identifying helicopter flight days, a safety plan with mission aviation safety protocols, a traffic control plan, an erection/removal plan, and shop drawings. Performance and payment bonds are due within 10 calendar days of award. The project is subject to Davis-Bacon wage determination CA20260020. The solicitation includes an Experience Questionnaire and a Past Performance Data Sheet. A Zoom site visit is scheduled for November 3, 2026, and offerors may also visit the site at their convenience. Jordan Burge, Civil Engineer, is the Contracting Officer Representative and can be reached at jordan.burge@usda.gov.

The source does not state a budget or award value, and the schedule of items shows no unit or total pricing. Evaluation proceeds in two steps: quotes are first judged for technical acceptability based on schedule capability and ability to accomplish all Statement of Work requirements, then award goes to the responsible quoter offering the lowest evaluated price among technically acceptable quotes. Price and technical factors are not traded off. The procurement is classified under NAICS 237310, Highway, Street, and Bridge Construction, and PSC Y1LB.
